대중교통전용지구 평가항목의 도출 및 중요도 분석에 관한 연구

Abstract

포스트모더니즘에 기반한 도시공간의 형성도 개발중심에서 재생중심으로의 패러다임 변화를 전제할 때, 이미 선진국에서는 추진되고 있는 대중교통전용지구가 향후 우리나라 상당수의 대도시들에서도 그것의 도입과 운영이 활성화될 것으로 전망된다. 이에 본 연구는 대중교통전용지구로 선정된 후보지역의 지정 우선순위를 결정하기 위한 평가항목의 도출과 도출된 평가항목의 가중치 산출에 그 의의를 두었다. 이를 위하여 본 연구는 대중교통전용지구의 도입 취지에 맞게 대중교통 활성화, 도심상권 활성화, 그리고 도시경관 및 보행환경 개선이라는 세 가지 목적에 부합되도록 목적 부문별로 총 12개의 평가항목을 선행연구 및 해외문헌을 근거로 도출하였다. 그 다음 AHP 분석에 의한 중요도 산출 결과 선행연구와 마찬가지로 대중교통 활성화 및 도심상권 활성화 부문은 여전히 중요한 것으로 파악되었고 추가로 도입된 도시경관 및 보행환경 개선부문은 상대적으로 그 중요도가 낮은 것으로 나타났지만 대부분의 전문가들은 당해 부문과 평가항목들의 중요도에 대하여는 어느 정도 인정하고 있음을 알 수 있었다. 세부적으로 대중교통 활성화 부문에서는 주로 우회도로 처리기능을 강조한 선행연구에 비하여 대중교통 노선수의 중요도가 더욱 높게 나타나 이는 그간 대중교통의 이용환경 개선에 대한 결과로 파악된다. 도심상권 활성화부문에서는 대규모 집객시설의 중요도가 높았던 선행연구에 비하여 유동인구와 지구내외부에서의 편리한 이동성이 매우 중요한 가치로 부각됨을 알 수 있었다. 외국의 대중교통전용지구 평가에는 반드시 포함되는 도시경관 및 보행환경 개선부분에서는 일단 기존 보행량대비 보도폭의 협소가 중요하고 그 다음으로 랜드마크가 중요한 역할을 하는 것으로 선택되어 대중교통전용지구 내 랜드마크 형성은 지구활성화에 의미가 있는 것으로 분석되었다. 이상 본 연구에서 중요도가 높은 것으로 나타난 평가지표에 대해서는 향후 평가시 그 적용을 심도있게 검토할 필요가 있다고 본다. The purposes of this paper are two-folds under the condition that the Transit Mall has been recognized as a significant alternative according to the carbon-free urban policy as well as demonstrates an important role in establishing urban regeneration era. First, the study introduces the major evaluating factors for designating the Transit Mall in urban area. Secondly, it also estimates the significance of the factors and reveals the meanings of the estimates associated with the factors. Based on the previous studies, it is found out that the sector of the walking environment improvement is utilized in evaluating the potential transit mall in addition to the sectors of both activating transportation and real estate. As a result, twelve factors which are divide by three sectors are introduced for evaluating transit mall. On the basis of the AHP analysis, it is found out that urban and real estate as well as transportation specialists recognized the impotance of the public transportation rather than real estate. They also acknowledge the existence of urban landscape and walking environment. The number of public transportation and floating population have priority over the detour road and the main department store in terms of the transportation and real estate sectors, respectively. the scale of pedestrian and the existence of land mark are much more important than the image in the sector of urban landscape and walking environment. As a policy implication, the results of the study emphasizes that the sector of urban landscape and walking environment should be reinforced when evaluating the potential transit mall. It also indicates that public transportation and floating population are significant factors.
