주거복지정책과 수혜가구의 노동공급간 관계에 관한 연구

Abstract

본 연구는 국내에서 아직 연구가 부족한 주거복지정책과 가구 노동공급간 관계를 규명하는 것을 주요 목적으로 한다. 구체적으로 국내 대표적 주거복지정책인 공공임대주택과 주거급여가 수혜가구의 경제활동참가율 및 노동소득에 미친 영향을 확인하고자 한다.

그 분석구성 및 결과를 요약하자면 다음과 같다. 첫째, 2021년 한국복지패널 자료와 성향점수매칭방법을 활용하여 공공/민간 임대주택 거주가구의 노동공급 수준차이를 분석한 결과, 공공임대주택 정책은 대체로 거주가구의 노동공급에 유의미한 효과가 없는 것으로 나타났다. 하지만 세부유형 분석에서 민간임대 거주가구 대비 영구임대 거주가구의 노동공급 수준은 다소 낮은 편이었고, 국민임대주택 거주가구의 노동공급 수준은 비교적 높은 것으로 확인되었다.

둘째, 같은 방법으로 주거급여 수급/비수급 가구의 노동공급 수준차이를 분석한 결과, 주거급여 정책은 대체로 수급가구의 노동공급에 부정적 영향을 미치는 것으로 나타났다. 또한 주거급여 수급은 연령별·지역별 분석에서도 유사한 부정적 효과가 존재하였으며, 그 중 특히 60세 미만 수급가구의 노동공급 수준은 비수급가구 대비 크게 낮은 것으로 나타났다.

셋째, 2020~2021년 한국복지패널 자료와 헤크만 2단계 표본선택 모형을 통해 가구총소득이 정책수혜 기준소득에 가까울수록 다음 연도 노동공급에 어떠한 영향을 미치는지 확인하였다. 공공임대주택 및 주거급여 수혜중인 가구의 전년도 정책수혜 기준소득 대비 가구총소득이 증가할수록 당해연도 노동공급 수준을 줄이는 것으로 나타났으며, 특히 그 효과는 공공임대주택에서 더욱 크게 확인되었다.

넷째, 2017년·2021년 한국복지패널 자료와 PSM-DID 분석을 통해 정책별 수혜전후로 정책비수혜그룹 대비 수혜그룹의 노동공급 변화 차이를 분석하였다. 공공임대주택은 정책수혜 전후로 수혜·비수혜그룹간 유의미한 노동공급 수준차이가 나타나지 않았지만, 주거급여는 수혜그룹의 노동공급이 비수혜그룹 대비 동 기간 동안 더욱 감소한 것을 알 수 있었다. 특히 동 감소는 가구주 보다 가구원 전체의 노동공급에서 더욱 크게 나타났다.

마지막으로 2017~2021년 한국복지패널 자료와 패널고정효과 모형을 활용하여 정책수혜기간에 따라 가구 노동공급 수준이 변화하였는지 분석하였다. 앞선 결과들과 마찬가지로 공공임대주택 수혜는 기간에 따라서도 수혜가구의 노동공급에 유의미한 영향을 미치지 못하였으나, 주거급여는 수혜기간이 증가할수록 가구 전체 노동공급에 부정적 영향을 미치는 것을 알 수 있었다.

이를 기반으로 공공임대주택 및 주거급여 정책을 통해 수혜가구의 노동공급 수준을 제고시키기 위한 정책적 시사점은 다음과 같다. 먼저 적극적 경제활동 참여가구 대상으로 일정 거주기간 보장·연장 등 인센티브를 제공하는 일자리 연계형 공공임대주택 정책을 고려할 수 있다. 이를 위해 미국 섐페인 카운티의 LSS정책을 참고할 수 있다. 다음으로 공공임대주택과 주거급여 수혜가구중 적극적 경제활동참가로 인한 소득 증가분은 정책수혜 소득산정 기준에서 낮은 가중치를 적용하는 방안을 고려할 수 있다. 본 연구 분석결과에 따르면 전년도 정책수혜 기준소득 대비 총소득의 증가는 당해연도 노동공급을 악화시킬 가능성이 있다. 따라서 수혜중인 가구의 소득증가분은 낮은 가중치를 적용하여, 수혜가구의 근로의지를 제고할 수 있을 것으로 기대된다.|This study examines the influence of public rental housing and housing allowance policies on the labor supply, encompassing labor participation and wages, of households. The analysis utilizes two distinct datasets: one for households in public and private rental housing, and another for recipients and non-recipients of housing allowances, based on the 2021 Korea Welfare Panel Study(KWPS). Using the two dataset, this study compares the labor supply of purblic- vs private- rental households and recipients vs non-recipients. The results indicate that the public rental housing policy has no effect on the labor supply of households, but the housing allowance policy has a negative effect.

To derive the rich interprertation of results, this paper conducts an additional analysis using the 2017-2021 KWPS. The findings are as follows: Firstly, the ratio of household income to the threshold income for benefits of housing policy negatively affects the future labor supply of households in all datasets. Secondly, the switching from housing allowance non-recipient to recipient hohseholds decreases labor supply of them. However, results do not hold in the case of public rental housing. Lastly, a longer duration of receiving housing allowances is correlated with a lower labor supply, while the duration of living in public rental housing does not influence labor supply.

These findings suggest that public rental housing policies have some positive effects on household labor supply, because there is no difference in labor supply between public rental housing households with relatively low socio-economic characteristics and private rental housing households. However, a housing allowance policy has negative efftcs on the labor supply of recipients. Consequently the housing authority needs to deliberate on strategies to enhance the work incentives of recipients.
