- 정부 행정환경은 행정 활동에 직․간접적으로 영향을 미치고 작용할 수 있는 정부 시스템을 둘러싼 다양한 요인 또는 조건의 총합을 나타낸다. 행정관리 이론의 발전 역사를 살펴보면 행정환경은 행정관리 이론이 과학화, 체계화 단계로 발전해왔다는 것을 알 수 있다. 행정환경은 학계에 점진적으로 도입된 연구 개념이며 점차 더욱 중시되고 있는 연구 분야이다.
