한국철도공사 사례 분석을 통한 철도 동력차 승무원의 근무기준 개선에 관한 연구

Abstract

철도는 타 운송수단에 비하여 안전하고 정확하며 친환경적인 운송수단으로 각광받고 있다. 2005년 고속철도가 개통된 이래 빠르게 발전하여 전국에서 철도가 없는 곳을 찾아보기 힘들게 되었다. 다양한 철도운영 기관 중 하나인 한국철도공사는 전국에 현장이 분포해있으며 3만 명이 넘는 직원이 전국에서 유기적으로 협력하여 한국 철도 발전에 이바지하고 공공복리를 실현하고 있다. 365일 24시간 돌아가는 철도산업의 특성상 한국철도공사뿐만 아니라 대부분의 철도운영 기관 직원들의 근무체계는 교대, 교번 등 특수한 근무형태를 보인다. 열차를 운행하는 기관사의 경우, 열차 시간표에 따라 근무하는 교번 근무제를 시행한다. 출·퇴근 시간이 완전히 불규칙적이며 근무시간 또한 매일 바뀐다. 2005년 철도청이 한국철도공사로 전환된 이후, 변화하는 근로기준법에 따라 교번 근무 기준도 근로자를 보호하는 방향으로 끊임없이 변화해왔다. 본 논문에서는 열차 운행의 중추적 역할을 하는 기관사의 근무 형태인 교번 근무 제도에 대해 분석해 보고 철도 안전 확보와 효율적인 업무를 위해 개선되어야 할 점에 대하여 다루어보고자 한다.| Railroad is in the limelight as a safe, punctual and eco-friendly transportation compared to the other transportation. Since the high-speed railway started in 2005, it has developed rapidly and it is difficult to find a place where there is no railway in South Korea. Korea Railroad Corporation, one of the organizations operating various railways, has sites spread across the country, and more than 30, 000 employees cooperate organically across the country to contribute to the development of railways and enhance public welfare. In the case of train operators, a shift work system is implemented following train timetables. They are completely irregular and the working hours also change every day. This study analyzes the shift work system of Korea Railroad train operators and discusses improvements for railroad safety and efficient work.
