범죄예방환경설계(CPTED)기법을 활용한 국방설계기준 개선방안 연구

Abstract

우리 군이 존재하는 이유는 적으로부터 국민의 생명과 재산을 보호하고 안전을 지키기 위해 존재한다. 군에 존재하는 장병은 생명과 안전이 보장이 된 가운데 자랑스럽게 군 복무를 마쳐야 한다. 주택과 군사시설에 적용되는 CPTED 차이점, 군 관련 사건사고 분석, 국방시설 사례조사, 기존연구 이론고찰 등을 통해 국방설계기준의 병영생활관(주둔지)에 범죄예방디자인의 관점을 적용시켜 개선방안을 제시하고자 한다. 본 연구는 현 군부대인 A,B부대를 대상으로 현장조사는 CPTED원리, 공간유형별에 의한 현장조사를 분석하고, 설문조사는 병영시설을 직접 사용하는 장병 대상으로 병영시설별 이용행태 및 만족도를 조사하여 분석한다. 민간에서 활용하는 CPTED 기법을 군사시설에 접목할 수 있는 부분을 연구하였으며, 실제 병영시설의 현 실태와 그 시설을 실제로 사용하는 용사들 대상으로 연구하고 결론을 도출했다는 점에서 기존 선행연구와 차별성을 둔다.

범죄예방환경설계 기법을 활용한 국방군사시설설계기준 개선방안의 연구결과를 요약하면 다음과 같다. 첫째, 부대창설 및 재배치 시 사각지대가 생기지 않도록 시설물 배치, 그리고 지하공간 최소화, 사각지대, 우범지역 등에 CCTV설치 등을 실시한다. 둘째, 국방군사시설은 민간에서 적용하고 있는 5가지 CPTED의 원칙이 잘 이뤄지고 있으나 보완되어야 할 부분은 활용성을 범죄예방을 위해 더 관심을 가져야 한다. 셋째, 증개축되는 병영시설에 대해서는 CPTED의 개념 적용을 의무화하고, 신설되는 병영시설에 대한 심의단계에서 CPTED 요소를 평가하는 것을 의무화시킨다면 국방시설에 대한 CPTED 적용을 조기에 정착시킬 수 있을 뿐 아니라 범죄예방과 함께 각종 사건사고 감소에도 기여할 것이다.

|The reason why our military exists is to protect the lives and property of the people from the enemy and to protect safety. Soldiers present in the military should proudly finish their military service while their lives and safety are guaranteed. Through CPTED differences applied to housing and military facilities, analysis of military-related incidents, case studies of defense facilities, and review of existing research theories, we intend to apply the perspective of crime prevention design to barracks living quarters. In this study, field surveys of units A and B, which are current military units, are analyzed by CPTED principle and space type, and the survey is conducted by investigating the usage behavior and satisfaction of each barracks facility for soldiers who directly use barracks facilities. It differs from previous studies in that it studied the part that can incorporate CPTED techniques used by the private sector into military facilities, and studied and concluded the actual status of military facilities and warriors who actually use them. The following is a summary of the research results of the improvement plan for the design standards of defense military facilities using the crime prevention environment design technique. First, facilities will be arranged to prevent blind spots from being created and relocated, and CCTVs will be installed in blind spots and crime areas. Second, although the principles of the five CPTEDs applied by the private sector are well implemented in defense military facilities, the utilization should be paid more attention to crime prevention. Third, if the concept of CPTED is mandatory for new barracks facilities and the evaluation of CPTED elements in the deliberation stage of new barracks facilities, CPTED application to defense facilities can be settled early and contributed to the reduction of various incidents.
