지방자치단체 주차관리의 효율성 제고 방안에 관한 연구

Abstract

After the Korean War, Korea has achieved rapid development by placing emphasis on industrial development and economic growth. In the past, companies that produced cars and automobile consumers did not have to take parking spaces or garages into account. However, the modern society is faced with various problems related to parking due to the soaring number of vehicles with a lack of preparation for the future, and these problems have become a task that companies and citizens, as well as the state, have to solve together. To solve these problems and find ways to establish a parking order and advanced parking culture, we first investigated numerical data on the status of car registration, parking lots, and complaints about illegal parking of 25 autonomous districts in Seoul, proposed the parking plans enfored by each local government and the liminations of them and suggested the future efficienty improvement scheme.

Until now, local governments have developed and promoted various plan to accommodate cars. The investigation showed that the number of parking lots owned by the local governments of Seoul is larger than the number of registered automobiles and the supply and demend rate of parking lots is more than 100% due to the continuous and diverse supply policies such as construction of public parking lots, demolition of residential parking lots, opening of parking lots attached to buildings, creating parking lots using spare spaces, and sharing parking lots which are recently implemented by local governments. However, despite these efforts, there still exists an imbalance in parking demand due to the lack of a customized system that reflects dynamic demand in urban areas, and people’s complaints over inconvenieneces and disputes among neighbors arisen from the lack of parking spaces still remains. Except for the construction of public parking lots which requires a lot of budget and time, local governments have recently focused on parking lot sharing plans that can efficiently utilize existing parking spaces. In addition, continuous technology development and efforts are being made to make it easier and more convenient for citizens to use parking lot sharing with mobile devices. Along with the parking lot supply policy, it allows empty parking spaces to be utilized more efficiently depending on time slots and further continuous technical and systematic complements are required to raise public participation. The supply policies, active introduction of new systems and policies that induces the use of public transportation should be considered in combination to find a fundamental and practical solution. For example, the parking sharing policy, Hwaseong City's free public transportation system, Seongdong-gu's Smart Shelter, and Japan and Jeju's garage certification system are exemplary policies that solve parking difficulties. In addition, San Francisco, USA, has introduced a system that the parking fee varies depending on the traffic demand, which can control the demand for parking. With reference to these systems and policies, local governments need to supplement and improve existing policies, and mid- to long-term reviews are required to fundamentally solve the current problems. This study investigated parking management policies including parking plans of local goverments, and suggested an efficent improment method of solving parking difficuties. The suggested methods are enacting and imporving laws on parking control, strengthening construction standards to secure a large number of legal parking spaces, introducing tax benefits and incentives to open parking lots, introducing a garage certification system to control parking demand, and policies to induce public transportation. For reference, future parking policies are required to prepare for the rapid increase of electronic vehicles, and efforts including the legislation of the fundamental solution should be made as the safety issue has been raised. Finally, citizens should not consider the parking difficulties only as government’s responsibilities and should pay attention and make efforts to establish the parking order and proper parking culture against a lack of sense of public order that take illegal parking and stopping in stride.

[Key words: parking management, parking policy, resolving parking difficulties, and sharing parking]|우리나라는 6.25 전쟁 이후 산업발달과 경제성장에 중점을 두었던 덕분에 급격한 발전을 이루었다. 과거 자동차를 생산하는 기업과 자동차 수요자는 주차공간이나 차고지를 염려할 필요가 없었다. 그러나 미래를 준비해 두지 않은 채 급격하게 증가한 차량으로 인해 현대 사회는 주차와 관련된 각종 문제에 직면하게 되었고 이는 국가는 물론 기업과 시민이 함께 해결하지 않으면 안 될 과제가 되었다. 이러한 문제점을 해소하고 주차질서와 선진 주차문화를 정착시키기 위한 방안을 모색해 보고자 먼저, 서울시 25개 자치구의 자동차등록현황, 주차장 현황, 불법주·정차 민원현황에 대한 통계수치적 자료를 조사하였고, 지방자치단체에서 실시하고 있는 주차사업과 주차사업의 제약점 그리고 앞으로의 효율적 제고 방안에 대해 제시하였다. 그동안 지방자치단체들은 주차공간의 확보를 위한 사업을 다양하게 개발하여 추진하여 왔다. 공영주차장 건립, 거주자우선 주차장, 담장허물기, 건축물 부설주차장 개방, 자투리 공간을 활용한 주차장 조성, 그리고 최근 자치단체에서 많이 시행하고 있는 주차장 공유사업 등 지속적이고 다양한 공급정책을 펼쳐 서울시 지방자치단체의 주차장 면수는 자동차 등록대수 보다 많으며 주차장수급율은 모두 100% 이상으로 조사가 되었다. 하지만 이러한 노력에도 불구하고 도심지역에서는 동적수요를 반영한 맞춤형 시스템의 부족으로 주차수요의 불균형 현상은 여전히 존재하고 주택가 주차공간의 부족으로 이웃간의 다툼과 민원이 줄어들지 않고 있는 등 시민의 불편 또한 여전하다. 많은 예산과 시간이 소요되는 공영주차장 건립을 제외하고 최근 지방자치단체들은 기존의 주차공간을 효율적으로 사용할 수 있는 주차장 공유사업에 많은 집중을 하고 있다. 또한 시민이 모바일을 이용하여 주차장 공유를 보다 쉽고 편리하게 이용할 수 있도록 지속적인 기술개발과 노력을 기울이고 있다. 이를 통해 주차장 공급정책과 아울러 시간대에 따라 비어있는 주차공간을 보다 효율적으로 사용할 수 있으며 공유참여의 확대를 위해 기술적이고 제도적인 보완이 지속적으로 필요할 것이다. 또한 근본적이고 적극적인 해결방안을 모색하기 위하여 공급정책과 함께 새로운 제도의 적극적인 도입과 대중교통 이용을 유도할 수 있는 정책 등 복합적인 측면으로 다가가야 할 것이다. 가령, 주차공유정책, 대중교통 이용을 유도할 수 있는 화성시의 대중교통 무료이용제도, 성동구의 ‘스마트 쉼터’, 일본과 제주의 차고지증명제는 주차난 해소를 위한 모범적인 정책이다. 그리고 미국 샌프란시스코의 교통수요에 따른 주차요금변동제 등은 주차수요를 조절할 수 있는 제도이다. 이러한 제도와 정책들을 참고하여 지방자치단체들은 기존의 정책들은 보완하고 개선할 필요가 있으며 근본적인 해결을 위한 중·장기적인 검토가 요구된다. 본 연구는 지방자치단체의 주차사업을 비롯한 주차관리정책을 조사하였으며 주차난 해소를 위한 효율적인 제고방안으로 주차단속에 관한 법률 제정 및 정비, 법정 주차대수를 많이 확보할 수 있는 건축기준 강화, 주차시설의 입체화, 주차장 개방에 대한 세제헤택 및 인센티브 도입, 주차 수요를 조절할 수 있는 차고지증명제의 도입, 주차분리 분양제와 주차요금 변동정책과 대중교통 이용을 유도할 수 있는 정책에 대해 언급하였다. 참고로, 앞으로의 주차정책은 전기차가 급속히 증가가 예상되고 이에 대한 충분한 대비가 필요할 것으로 예측되며, 최근 안전에 대한 문제가 사회적 이슈가 되면서 보다 근본적인 해결방안을 법률로 제정하는 등의 노력이 필요하다. 마지막으로 시민은 주차난의 문제가 국가만의 문제로만 여기고 책임을 회피할 것이 아니라, 불법주·정차를 쉽게 생각하게 하는 질서의식 부족에 있어 올바른 주차질서의 확립과 주차문화가 정착될 수 있도록 관심과 노력을 기울여야 할 것이다.
