국내외 예술인 지원 사업 현황 연구

Abstract

On the twenty-second of January, in 2007, the Dancers’ Career Development Center was founded under the permission of Ministry of Culture, Sports and Tourism and Korean Culture and Arts Committee. It aimed to solve the problem of making their living, to keep their rights as artists and to offer various kinds of opportunities to the professional dancers even after their retirement. Accordingly the Center studied the current condition of professional dancers in order to set up the advanced supporting systems on creating their jobs, promoting welfare and improving art activities. In spite of endeavors of the Center, the students hoping professional dancers have suffered from frequent injuries and finally given up their dreams. In addition, it has been very hard for increased freelancers to be employed under the conditions of stable contract of dancing due to covid-19. From the reasons above, this study has figured out the object and the role of the Dancers’ Career Development Center for 15 years as of 2022, with current supporting activities for dancers and analyzed its influence on the dancers. This study is suggesting the development plan on supporting systems of domestic artists with the comparison of the operating systems at Centre National de la Danse in France. French center has progressed educating systems and national welfare for professional dancers ensuring their job stability. This study has examined the developing plans on the supporting projects for domestic professional artists trying to find good examples at French Center. There are two sides of institutional and operational, in this study as follows; As to the institutional aspects, it is required that our government pay closer attention to the dancing art activities in an effort to support their progresses under the actual policy. With the expansion of eligibility, it needs dancers’ own positive participation in the supporting system for artists as well as improvement of artists’ dancing conditions and higher consciousness of our society. Considering the operational aspects for smooth functioning of dancers’ support, it is required that the Center proceed various projects to create its own profit raising public resources as government grants or funding by the field of arts and include varied genres of dancing, leading to active studies of dancing education. With the improvement above, vocational environment of artists will be encouraged as more advanced system for supporting the professional dancers. Also this study expects the public as well as the artists to understand its supporting projects for professional dancers and to get interested in improving the conditions for dancers based on social movement to make their situation better.| 2007년 1월 22일, 재단법인 전문무용수지원센터는 문화체육관광부와 한국문화예술위원회로부터 법인설립 허가를 받아 설립되었다. 이 재단은 무용예술인의 생계유지 문제들을 해결하고, 그들의 권익을 보호하며 예술 활동을 지원하고자 하는 취지에서 발족된 것이다. 설립 이후, 전문무용수지원센터는 무용예술인의 일자리 창출과 복지 향상, 창작활동 개선을 위한 선진적 지원제도를 만들고자 전문무용수를 대상으로 하는 실태조사를 하였다. 이런 취지와 노력에도 현재 한국의 전문무용수를 꿈꾸는 무용 전공생들은 이른 나이부터 겪게 되는 부상에 대한 노출과 위험으로 무용수의 꿈을 포기하게 되고, 코로나 19로 인해 증가한 프리랜서 무용수들의 고용 사정과 근로 계약 조건은 불안정한 것이 현실이다. 이에 본 연구에서는 올해로 설립 이후 15년이 지난 전문무용수지원센터의 현재 진행되고 있는 지원 사업과 그 의의를 파악하여, 전문무용수들에게 미치는 영향력을 분석하였다. 그 결과 국내 예술인 지원 사업의 제도에 대한 발전방안을 제시하였고, 그 과정에서 프랑스 국립무용센터의 제도 및 운영 체제를 비교 대상으로 하여 연구를 진행하였다. 프랑스는 전문무용예술인들에 대한 지원과 교육, 국가 정책적 차원의 복지가 발달하여, 무용예술인들의 직업적 안정성이 높은 나라이다. 이러한 프랑스 사례를 좋은 표본으로 삼아 국내 전문무용수지원센터의 예술인 지원 사업에 대한 발전방안을 조명하였다. 이를 제도적 방면과 운영적 방면으로 연구한 결과는 다음과 같다. 제도적 방면으로 살펴보면, 예술 분야에 대한 우리 정부의 관심과 협조적 분위기, 국가 정책적 차원의 발전적 지원이 요구된다. 그리고 지원 대상의 범위를 확대하여 무용수들의 작업 환경 개선에 기여하고, 무용 예술에 대한 사회 전체의 수준 높은 인식, 무용인 스스로의 적극적인 관심과 능동적으로 참여하려는 태도의 확립이 이루어져야 한다고 사료된다. 운영적 방면에서 제시하면, 국내 예술인 지원 사업의 운영이 더 원활하게 이루어지기 위해서 정부의 지원금 및 문화예술 분야의 기금과 같은 공적 재원을 충분히 확보하면서, 전문무용수지원센터의 자체 수익을 창출할 수 있는 사업을 추진해야 한다. 또한 전문무용수지원센터의 자체적인 노력과 발전이 무용 교육에 대한 활발한 연구로도 이어지고, 교육의 대상은 무용 분야에 속한 모든 무용예술인을 포괄해야 함을 제안한다. 이러한 부분이 개선된다면, 우리나라 전문무용예술인들의 직업 환경과 미래가 점차 나아질 것이라 사료된다. 이를 통해 우리나라도 무용 예술의 발전을 이룰 수 있을 것이며, 선진국으로서의 예술을 지닌 나라로 인정받게 될 것이다. 더 나아가서 본 연구를 통해 무용수들뿐만 아니라 일반인들도 전문무용수 지원 사업에 대해 보다 자세히 알게 되어, 더 나은 무용 예술 환경을 조성하고자 하는 개선의 움직임이 시작되고, 이러한 연구에 적극적으로 관여하는 데 기여하기를 희망한다.
