북한에서의 유교적 정치사회화의 영향 : 탈북자들의 경우

Abstract

본 논문은 체제전환을 경험한 탈북자(북한이탈주민)들을 대상으로 구체제에서의 정치사회화의 영향을 다룬다. 탈북 전의 데이터가 없는 상황에서 정치사회화 이론을 활용해 북한에서의 정치사회화 유산의 지속성 및 남한에서의 정치학습의 효과를 평가하였다. 분석결과는 정도의 차이는 있지만, 감수성이 예민한 시기를 포함하는 초기사회화 모형과 평생학습 모형 모두 작동함을 보여준다. 초기사회화 이론의 기대처럼 감수성이 예민한 시기에 주입된 정치적 가치와 신념은 체제전환의 경험을 통해서도 여간해서는 바뀌지 않는다는 것을 보여준다. 그러나 평생학습 이론이 강조하는 것처럼 감수성이 예민한 시기를 지난 후라도 어느 정도 새로운 가치와 신념을 배울 수 있음도 보여준다. 본 연구의 발견은 탈북자들의 신체제에서의 적응을 돕기 위해서는 구체제에서의 정치사회화의 영향을 약화시키는 정치학습이 필요하며 특히 고등교육 혹은 그에 상응하는 사회교육에 접근할 기회가 확대되어야 한다는 정책적 함의를 제시하고 있다. This article examines the extent to which communist socialization influences political values and beliefs of North Koreans after their defecting to South Korea. Given no pre-defection survey data, we utilize major socialization theories to assess the relative impact of communist socialization and post-communist relearning among North Korean defectors. The findings indicate the effects of both the impressional years socialization and the lifelong learning, although their effects vary. On the one hand, in consistent with what the early socialization model predicts, it is shown that political values and beliefs acquired during the impressionable years are resistant to change. On the other hand, as posited by the lifelong learning approach, it is found that North Korean defectors appear to learn and develop new political values as they live a post-communist life in the South. Taken all together, while both rival theories of political socialization are convincing, it seems that the early socialization model exerts stronger influence on developing political values and beliefs of North Korean defectors. Overall, the findings suggest that generation replacement is needed for the post-communist North to develop democratic political culture.
