간헐적 팬데믹 시대 : 위기와 모순의 중첩과 대안

Abstract

코로나 바이러스 19 사태를 기점으로 인류 사회는 ‘ 간헐적 팬데믹 시대 ’ 로 이행하고 있다 . 이 시대는 생명과 환경의 위기 , 기후위기 , 자본주의체제의 위기 , 4 차 산업혁명의 위기가 중첩되어 있다 . 이들은 서로 조건과 인과로 작용하며 중층결정(sur-determination) 하기에 넷인 동시에 하나다 . 환경파괴로 인하여 38% 의 생명이 멸종위기에 처해 있으며 , 장기 대형 산불 , 역대급의 홍수와 가뭄 , 폭염 , 폭설 , 태풍 , 빙하의 소멸 , 미세먼지는 지구촌의 일상이 되었다 . 상위 10% 가 전체 부 ( 富 ) 의 절반이상을 점유할 정도로 불평등은 극대화하였고 , 평균이윤율과 생산성의 저하 , 장기침체로 자본주의 체제도 위기 상태다 . 4 차 산업혁명으로 노동운동이 무력화하고0.001% 가 모든 가치를 독점하는 사회가 도래할 수 있다 . 위기와 모순의 근본 원인은 자본주의 체제이고 이미 모순들이 개량적 방식으로 지양될 임계점을 넘어섰기에 , 자본주의의 해체를 전제하지 않은 대안들은 미봉책에 지나지 않는다 . 시민사회는 국가가 자유롭고 정의로운 생태 복지국가가 되도록 , 구체적으로 토지와 데이터 , 로봇을 공유부 (common wealth) 로 삼고 , 탄소 배출 제로의 목표에 맞추어 글로벌 그린 뉴딜 정책을 수행하도록 압박해야 한다 . 이제 이를 매개로 지구촌 사회는 자본주의를 넘어선 대안의 사회를 지향해야 한다 . 개인도 타자를 위하여 욕망을 자발적으로 절제하는 데서 만족감을 얻는 소욕지족 ( 少欲知足 ) 의 삶으로 전환하는 것이 필요하다.

Human society is transitioning to the age of intermittent pandemics, taking the coronavirus outbreak as a starting point. In this era, the crisis of life and environment, the climate crisis, the crisis of the capitalist system, and the crisis of the 4th industrial revolution overlap. They are four and one at the same time because they act and sur-determinate as conditions and causality with each other. As a result of environmental destruction, 38% of lives are at risk of extinction, and long-term large forest fires, super typhoons, floods, heavy snow, heatwaves, droughts, fine dust of all time have now become daily life in the global village. Inequality was maximized so that the top 10% occupied more than half of the total wealth. The capitalist system is also in crisis due to a decline in the average profit rate, productivity, and stagnation. Due to the Fourth Industrial Revolution, the labor movement could be neutralized and the society where the top 0.001% monopolizes all values could emerge. Since all causes are fundamentally rooted in the capitalist system and contradictions have already crossed the critical point to be avoided in an improved way, alternatives that do not presuppose the dissolution of capitalism are only a temporizing policy. Civil society should pressure the state to become a free and just ecological welfare state, specifically to make land, data, and robots a commonwealth, and to carry out the Global Green New Deal policy in line with the goal of zero carbon emissions. Now, through this as a medium, the global community should pursue an alternative society beyond capitalism. Individuals also should convert into the life of the wisdom of contentment with less gain( 少欲之足 ) that they voluntarily restrain their desires for others.
