발주사 관점에서 제조업 설비투자 프로젝트의 요구사항 변경요인 도출 및 중요도 측정에 관한 연구

Abstract

국가 산업의 발전으로 인해 제조업 설비투자는 지속적으로 투자규모가 유지되고 있으며, COVID-19 등 예측할 수 없는 해외 사업의 리스크 대비 및 설비자동화를 통한 인건비 감소 등의 요인들을 바탕으로 글로벌 설비투자 프로젝트는 기존의 온쇼어링(On-Shoring) 문화에서 리쇼어링(Re-Shoring) 문화로 바뀌어 가고 있다. 또한, 정부에서도 이에 따른 혜택을 주며 국내 설비투자를 독려하고 있다. 이러한 환경에서 국내 제조업 발주사의 설비투자 프로젝트는 다양한 이유로 인하여 요구사항변경에 따른 프로젝트 영향이 발생하고 있는 실정이며, 이에 대한 국내 선행연구는 시행사 입장에서의 연구는 진행되었지만, 발주사 입장에서 선행연구는 미비한 상태이다. 이에 따라 본 논문에서는 선행연구 및 전문가 인터뷰를 통하여 발주사의 요구사항 변경 요인을 도출하고, 도출된 요인들을 쌍대비교하여 요인별 중요도를 측정하고자 하였다. 또한, 그 근본적 원인을 파악하고 관리방안을 모색하는 데 그 목적을 갖고 있다. 이를 위해 1차 연구로써 기존연구 및 참고문헌을 통하여 설비투자산업의 의의, 프로젝트관리의 이론, 발주사 및 PMC의 정의와 역할에 대해 정리하였으며, 2차 연구로써 전문가그룹인터뷰를 통하여 발주사의 요구사항 변경 요인을 변경주체에 따른 3가지의 대분류와 그에 대한 각각의 세부요인 14가지로 정리하여 도출하였다. 3차 연구로는 도출된 각 요인들에 대하여 AHP기법을 통해 국내 제조업 발주사 32인의 전문가에게 설문지를 회수 받아 데이터를 분석하였다. 이를 통해 요구사항 변경요인들의 중요도를 분석해보고, 응답자 특징 별 결과 값을 분석해보았다. 연구결과 국내 제조업 설비투자 프로젝트에서 발주사의 요구사항 변경요인에 대한 전문가의 의견을 통해 중요도 높은 변경요인을 선별하였고, 응답자 특징 별 비교를 통하여 유의미한 결과들을 확인하였다. 전체 응답자에 대하여 대분류의 요인의 우선순위는 동일하였으나, 각 세부요인은 응답자 특징에 따라 우선순위가 다름을 확인함으로써 개인이 속한 배경에 따라 문제에 대한 인식이 다름을 확인하였다. 본 연구에서 도출된 분석결과를 통해 국내 설비투자 프로젝트에서의 요구사항변경 요인을 발주사 입장과 시행사 입장에서 각각 대응할 수 있는 자료로서 참조할 수 있으며, 국내 설비투자 산업에서 발주사의 프로젝트관리 성숙도 향상이라는 프로젝트관리 확장성 관점에서 그 필요성에 대한 하나의 근거로서 활용될 수 있을 것으로 기대된다. |Due to the development of national industries, the scale of investment in manufacturing facilities is continuously maintained, and global facility investment projects have been changed from an on-shoring culture to a re-shoring culture based on factors such as preparing for unpredictable overseas business risks such as COVID-19 and reducing labor costs through facility automation. In addition, the government is also encouraging domestic facility investment by giving benefits. In this environment, facility investment projects of domestic manufacturing companies are experiencing project impacts due to changes in requirements for various reasons. However, in the domestic prior research on this issue, the research from the perspective of the contractor has been progressed, but from the perspective of the end-user, the previous research is insufficiency. Accordingly, in this paper, the factors for changing the requirements of the end-user were derived through prior research and expert interviews, and the importance of each factor was measured by comparing the derived factors in pairs. It also purposed to identify the root cause and find a management plan. For this purpose, as a primary study, the significance of the facility investment industry, the theory of project management, and the definition and role of the ordering company and PMC were summarized through existing studies and references. As a secondary study, through an expert group interview, the factors for changing the requirements of the ordering company were organized into 3 major categories according to the change subject and 14 detailed factors for each. For the third study, the data were analyzed by collecting questionnaires from 32 experts from domestic manufacturing companies through the AHP method for each derived factor. Through this, the importance of the requirements change factors was analyzed, and the result values for each characteristic of the respondent were analyzed. As a result of the study, factors with high importance were selected through expert opinions on factors that change the requirements of the end-user in the domestic manufacturing facility investment project, and significant results were confirmed by comparing each respondent's characteristics. For all respondents, the priorities of the factors of the major categories were the same, but by confirming that each detailed factor had a different priority according to the characteristics of the respondent, it was confirmed that the perception of the problem was different according to the background to which the individual belonged. Through the analysis results derived from this study, it is possible to refer to the factors that change requirements in domestic facility investment projects as data that can be dealt with from the point of view of the client and the developer, respectively. And in the domestic facility investment industry, it is expected that it can be used as a basis for the necessity of project management scalability in terms of improving the project management maturity of the end-user.
