건설 하도급사 안전관리 실태에 관한 연구

Abstract

대한민국은 전후 산업화를 통하여 급격한 경제성장을 이룩하여 세계 10위의 경제대국으로 발전하였다. 그러나 안전보건 분야에서는 산업재해로 인한 국민의 사망만인율이 OECD 국가 중 가장 높은 수준으로 경제적 위상에 비하여 매우 후진적인 수준에 머무르고 있다.

특히 우리나라에서 산업재해로 인한 사망자 중 50%가 건설업에서 발생하고 있는 현실은 아직도 건설업에서의 안전보건관리 시스템에 대한 개선을 해야 하는 측면이 크다는 점을 시사한다.

우리나라의 건설업은 많은 수의 현장이 원도급 업체인 종합건설업과 실제 작업을 수행하는 하도급 업체로 구성되어있다. 종합건설업체 중 우리나라의 대기업 건설사의 현장에서도 대부분의 하도급 업체는 중소기업으로 그 규모가 상대적으로 영세하여 안전보건관련 투자나 시스템 구축이 아직은 미흡하다. 이는 우리나라 건설업 원도급 업체가 안전보건관련 시스템을 지속적으로 구축하고 있으나 효과가 하도급 업체의 근로자까지 미치지 못하여 재해로 이어지는 원인 중 큰 부분이라 할 수 있다.

이에 본 연구에서는 앞서 안전보건 평가와 관련된 선행연구에 대한 고찰을 실시하여 안전보건 시스템 운영 실태를 확인 할 수 있는 기준을 제시하였다. 이를 활용하여 우리나라 10대 건설사 중 H건설사에 등록된 837개 업체 중 원도급 안전관련 시스템 이외의 하도급 업체 자체 안전보건 관련 시스템 운영 현황을 서면 증빙으로 받아 평가하였다.

평가결과 837개 등록업체의 평균 취득 점수는 100점 만점 중 30점을 나타내었고, 매우 저조한 수준의 안전보건관련 자체 시스템을 운영하고 있는 것으로 확인되었다.

또한 각 항목별 특징적인 내용으로 안전보건 경영시스템에 대한 이해도가 대부분의 업체에서 매우 낮은 수준으로 나타났고, 건설 현장에서 실시하는 위험성평가 및 교육은 원도급 업체의 방식과 지시에 의해 타의적으로 운영되는 안전관리로 볼 수 있다.

안전보건 부분에 가장 큰 영향을 미치는 인자로는 안전보건 조직의 구성에 따른 것으로 나타났다. 이에 원도급 업체와 하도급 업체, 그리고 하도급 업체에 소속된 근로자까지 안전보건의 수준을 증가시키기 위해서는 적절한 안전보건 조직을 갖추는 것이 가장 선행 되어야한다. 적절한 안전보건 조직의 구성을 위해 정부기관, 원도급 업체가 적극적 지원을 실시한다면 우리나라 건설현장의 안전보건 관리 환경이 개선 될 것으로 생각된다.|Republic of Korea achieved rapid economic growth through post-war industrialization and developed into the world's 10th largest economy. However, in terms of safety and health, the fatality rate for due to industrial accidents of Republic of Korea is the highest among OECD countries, which is very backward compared to its economic status.

Especially, 50% of fatalities due to industrial accidents in Republic of Korea occurred in the construction industry. Therefore there is still a great need to improve the safety and health management system in the construction industry.

The construction industry in Republic of Korea consists of main contractor and subcontractors that perform actual work. Among general construction companies, even at the construction sites of conglomerate construction companies, most of the subcontractors are small and medium-sized enterprises. Therefore subcontractors’ investment in systematic safety health management program still insufficient. This can be said to account for a huge part of the causes of industrial accidents even though main contractors in the construction industry in Republic of Korea are continuously building safety and health management systems.

Therefore, in this study, precedent studies related to safety and health performance evaluation were reviewed and indicators were established to check the status of subcontractors’ safety and health system. Using this, the actual state of operation of the subcontractor's own safety and health related management system, was received as written evidence for 837 companies registered in H engineering company in Republic of Korea and an safety performance evaluation was conducted.

As a result of the evaluation, it was confirmed that the average score of 837 registered companies was 30 points out of 100, which was very low in terms of safety and health management systems.

In addition, as for the characteristic contents of each item, most companies have a very low level of understanding of the safety and health management system, and the risk assessment and training conducted on site are heterogeneous safety management that is operated according to the instructions or policies of the main contractor.

Overall, it was determined that the biggest influence on the safety and health level of subcontractor’s was the composition of the safety and health organization. Therefore, it will be most important to have an appropriate organization in order to raise the level of safety and health performance of the subcontractors. If government and main contractors are provide proactive support for the establishing appropriate safety and health organization, the performance of safety and health management at construction sites in Republic of Korea is expected to improve.
