정부신뢰의 결정요인 분석: 문재인정부의 행정에 대한 국민인식을 중심으로

Abstract

본 연구의 목적은 문재인정부의 행정에 대한 국민의 인식을 토대로 IT행정서비스, 정부역할, 재정지출, 공무원자질 등을 통한 정부신뢰의 결정요인 분석과 그 수준에 어떠한 영향을 미치는지, 영향을 미친다면 그 상대적 우선순위는 어떠한지를 연구문제로 설정하여 실증적으로 검증하고자 하였다. 이를 위해 한국행정연구원의 ‘행정에 관한 국민 인식조사 2019’의 데이터를 적용하여, 경험적 분석을 위한 가설검증을 실시하였다. 분석결과, 재정지출, 공무원자질은 정부신뢰의 결정요인에 정(+)의 영향력을 미치는 것으로 확인되었다. 반면, IT행정서비스, 정부역할 등은 부(-)의 관계를 갖는 것으로 확인되었다. 각 변수의 영향력은 공무원자질 (β=0.289)이 재정지출 (β=0.115) 요인보다 더 높은 정부신뢰의 결정요인으로 나타났다. 이와 같은 분석결과는 문재인 정부가 추진하고 있는 OECD 회원국 중 정부신뢰도 10위권 내 진입을 위한 간접적 참고자료로서 검토될 수 있으며, COVID-19의 현 상황과 이후의 정부신뢰도 연구에 있어 선행연구로서 비교될 수 있는 근거자료로서 검토되고, 비교될 수 있을 것이다. The purpose of this study is to analyze the determinants of government trust through IT management services, the role of government, financial expenditure, and qualifications of civil servants, based on the public awareness of the administration of the Moon Jae-in government, and how. I made an empirical test by setting the question of what the relative priorities would be, or what the relative priorities would be if they did. For this reason, the hypothesis verification for the empirical analysis was carried out by applying the data of the "Korean public awareness survey 2019" of the Korea Research Institute. As a result of the analysis, it was confirmed that the financial expenditure and the quality of civil servants have a positive (+) influence on the determinants of the trust of the government. On the other hand, it was confirmed that the IT management service, the role of the government, etc. have a department (-) relationship. The influence of each variable was that the qualities of public servants (β = 0.289) were the determinants of government trust, which was higher than the factors of fiscal expenditure (β = 0.115). The results of such an analysis can be considered as an indirect reference for the government to reach the top 10 among the OECD member countries promoted by Moon Jae-in, a COVID It will be possible to compare the current situation of 19 and future governmental reliability studies as a precedent study, which will be considered as supporting data.
