공공기관의 전략적 사회책임 활동을 위한 조건 탐색

Abstract

정부는 공공기관의 사회적 책임(Social Responsibility: SR)활동을 의무화 하여 사회적 불균형을 줄이고 지역사회를 포용하고자하는 정책을 시행하고 있다. 2018년부터 더욱 적극적으로 사회적 가치 실현을 추진하고 있지만 국민들이 느끼는 공공기관의 기여도는 미흡한 실정이다. 이는 전략적 SR의 필요성을 제기하고 있다. 본 논문은 10개 SR우수 공공기관의 활동을 신호창(2014)의 S-S-C(System-Strategy-Communication)모델에 적용하여 전략적 SR의 조건을 탐색하고자 한다. 분석결과 기관의 설립목적에 맞는 SR활동, SR전문부서와 인력 확보, 이해관계자들과 소통이 중요한 조건을 이루고 있었다. 하지만 SR미션과 프로그램 선정 기준이 모호하고 중장기 추진 로드맵이 거의 없는 등 문제도 발견되었다. 분석결과를 바탕으로 공공기관의 전략적 SR을 위한 정책적 함의를 제시한다. The Korean government requires public enterprises’ socially responsibility(SR) in order to relieve social inquality and facilitate balanced regionaleconomic development. This SR movement has been accelerated by thegovernment since 2018 in the name of promoting social value, but citizensdo not seem to appreciate the contribution of public enterprises. Thisperceptual gap raises the need of strategic SR. This study intends toexplore conditions that make public enterprises strategic in fulling SRusing S-S-C (System-Strategy -Communication) model proposed byShin(2014). The results found that strategic SR requires SR programdesigns that are consistent with organizational mission, establishmentof SR departments with professional staff, and diffusion of SR activitiesto major stakeholders. However, many public enterprises still did nothave specific criteria to cull out SR programs and long-term plans toimplement SR programs. The implications of the results are discussed.
