정책대상집단으로서의 예술기획사에 대한 탐색적 연구: 예술기획사 지원사업을 중심으로

Abstract

이 연구는 예술산업지원정책의 대상이 되고 있는 예술기획사의 현황과 실태를 파악하고, 정책대상으로 구상된 예 술기획사와 실제 현장에서 확인된 예술기획사간 차이점을 살펴봄으로써 정책목표와 정책대상간의 상호 관련성 정도 를 확인하고자 하는데 목적이 있다. 이를 위해 2017년부터 2018년까지 2년간 예술경영지원센터 주관 예술기획사 지원사업에 신청한 사업체들을 분석하였다. 분석 결과, 예술기획사 지원사업은 당초 목표하였던 바 예술산업 영역에 서 활동하고 있는 사업체들의 사업 영역을 확장하거나 신규 사업을 개발하는데 일정한 영향을 미친 것으로 파악되었 다. 그러나 초기에 구상된 정책대상집단과 현재 사업에 신청 또는 참여한 집단간에는 일정한 차이가 나타나며 이에 따라 다음과 같은 측면에서 사업에 일정한 개선이 필요한 것으로 확인되었다. 첫째, 예술기획사 지원사업에서 육성하 고자 하는 예술기획사의 성격을 구체화함으로써 실제로 지원이 이루어지는 지원대상과의 관계를 명확히 할 필요가 있다. 둘째, 사업 예산 규모가 크지 않고 중소규모의 예술기획사들이 산재한 상태에서 본 사업은 현 단계에서 가장 지원이 필요한 부분으로 지원 영역을 좁히는 방식을 통하여 성과를 도모할 필요가 있다. 셋째, 각종 지표를 통하여 사업 운영과정에 개입되는 소규모 보조금 지급 방식이외에도 예술기획사의 자율성을 보장하되 성과와 실패를 공유하 는 투자형 지원형태를 함께 모색할 수 있다. This study aims at clarifying similarities and differences between arts companies originally designed in arts industry policy and ones currently operating in the industry. For the purpose, it analyses the arts companies which applied for the public support program by the Korea Arts Management Service. The analysis shows that the arts companies in Korea are in their early stage of development and have not been specialized and differentiated yet. It also reveals that the program contributed to the development and expansion of the companies' business. Regarding the implementation of the program, however, some issues were raised. First, the program’s objectives need to be more clearly defined in order that proper arts companies should be matched to it. Second, in the early stage of the program, the support needs to be focused on a few selected areas, not on a variety of ones. Third, it is necessary to support the arts companies not only by way of public subsidy but also with loan or investment in order to secure their sustainable development.
