다중흐름모형을 이용한 엘리트 스포츠에서의 공공스포츠클럽 정책 문제점 근본 요인 도출 및 개선방안

Abstract

Based on Kingdon's multiple streams framework, this study conducted a qualitative study to derive fundamental factors and suggest improvement plans by analyzing the causes of new problems after public sports clubs entered the elite sports world from the first stage of policy establishment and implementation. In-depth interviews were conducted with popular and unpopular sports workers, and a group of experts with overall knowledge in the sports community, and additional minutes of the National Assembly, prior research, and media articles were collected. The collected data were categorized through transcription work and coding. The categorized data were classified based on Kingdon's multiple streams framework based on policy problem stream, political stream, and policy alternative stream perspectives, and based on this, fundamental factors with new problems were derived and improvement plans were suggested. The main keywords that influenced the public sports club policy are classified and derived according to each flow as follows. From the perspective of policy problem stream, dramatic events such as the occurrence of problems in the existing elite sports world represented by winner takes all, policy problems implemented to solve them, and the launch of the Integrated Sports Council were derived. From the perspective of political stream, the trend of public opinion that did not last long and remained temporarily interested in the issue of elite sports and the replacement of the administration represented by the inauguration of the Moon Jae In regime were derived. From the perspective of policy alternatives stream, side effects caused by policy-led groups represented by the Korean Sport & Olympic Committee, public sports clubs' reality assessment, and future prospects were derived as keywords. The following are the reasons why new problems have arisen differently from the original purpose since public sports clubs entered the elite sports community. First, public sports clubs began to flow into the elite sports community due to the dramatic incident of the integrated sports association, and the number of public sports clubs has increased rapidly since the inauguration of the government due to President Moon Jae In's presidential election pledge. In addition, policy adaptation and response in the field were low due to distrust of deep-rooted government policies due to experiences in which policies had changed from regime to regime. Second, in the process of enacting and implementing policies by policy-led groups represented by the Korean Sport & Olympic Committee, public sports clubs expanded quantitatively in a short period of time without properly collecting opinions from field stakeholders. Third, as structural problems such as entrance exams were not resolved and the policy was implemented, there was a gap with the field. In a situation where these structural problems have not been resolved, the prevailing opinion is that public sports club policies, like other existing elite sports policies, are difficult to receive support in the field. Improvement plans to solve the above problems are as follows. First, the system should be reorganized so that it is not affected by the regime. Since sports policy can also be seen as part of education, it is necessary to establish areas through solidarity with the education community. Second, an approach by event is required. After identifying the environment of popular and unpopular stocks, flexible policy applications are needed to meet the needs of the relevant stocks. It is also necessary to launch a new department to communicate with leaders represented by stakeholders. Third, structural problems must be improved before implementing new policies. It is necessary to improve problems through collaboration with the outside world, such as education, and at the same time improve structural problems such as employment of leaders within the sports world to create an environment that focuses on growth rather than performance. Fourth, it is necessary to develop a Korean sports club model by collecting various opinions. The current model is likely to suffer the same side effects because it tends to bring overseas cases as they are. Therefore, it is necessary to develop a Korean sports club model suitable for the situation in Korea. In this study, it is significant that practical field problems were derived from the group directly affected by the policy and the group with overall knowledge of the sports community. This can be used as basic data for setting directions in the process of developing policies in the future.| 본 연구는 Kingdon의 다중흐름모형에 근거하여 공공스포츠클럽이 엘리트 스포츠계에 유입된 이후 새롭게 생겨난 문제점들의 원인을 정책 수립 및 시행의 가장 첫 단계인 의제 선정 단계부터 분석하여 근본적인 요인을 도출하고 개선방안을 제시하기 위한 질적 연구를 실시하였다. 프로리그 유무를 기준으로 구분한 인기종목과 비인기종목 종사자, 그리고 체육계 전반적인 지식을 갖춘 전문가 집단을 대상으로 하여 심층면담을 실시하였고, 추가적으로 국회회의록과 선행연구, 언론 기사를 수집하였다. 수집된 자료는 전사 작업을 거치고 코딩 과정을 통해 범주화하였다. 범주화된 자료는 Kingdon의 다중흐름모형에 기반하여 정책문제 흐름, 정치 흐름, 정책대안 흐름 관점을 기준으로 분류하였고, 이를 바탕으로 새로운 문제점이 생겨난 근본적인 요인을 도출하고 개선방안을 제시하였다. 공공스포츠클럽 정책에 영향을 미친 주요 키워드를 각각의 흐름에 따라 분류하여 도출해보면 다음과 같다. 정책문제 흐름의 관점에서는 성적지상주의로 대표되는 기존 엘리트 스포츠계에서 생겨난 문제와 이를 해결하기 위해 시행됐던 정책의 문제, 그리고 통합체육회의 출범이라는 극적 사건 발생이 도출되었다. 정치 흐름의 관점에서는 엘리트 스포츠의 문제에 대해 오래 지속되지 못하고 일시적인 관심에 머무는 국민 여론의 추이와 문재인 정권 출범으로 대표되는 행정부의 교체가 도출되었다. 정책대안 흐름의 관점에서는 대한체육회로 대표되는 정책 주도 집단과 공공스포츠클럽으로 생겨난 부작용, 공공스포츠클럽의 현실 평가, 그리고 앞으로의 전망이 키워드로 도출되었다. 공공스포츠클럽이 엘리트 스포츠계에 유입된 이후 당초의 목적과는 다르게 새로운 문제점이 생겨난 이유는 다음과 같다. 첫째, 공공스포츠클럽이 통합체육회라는 극적 사건 발생으로 인해 엘리트 스포츠계로 유입되기 시작했고 문재인 대통령의 대선공약으로 정부 출범 이후 급속도로 공공스포츠클럽의 숫자가 증가했다. 이에 더하여 정권마다 정책이 바뀌어왔던 경험으로 인한 뿌리 깊은 정부 정책에 대한 불신 등으로 인해 현장에서의 정책 적응도 및 호응도가 낮았다. 둘째, 대한체육회로 대표되는 정책 주도 집단이 정책을 제정하고 시행하는 과정에서 현장 이해당사자들의 의견을 제대로 수렴하지 않은 상태에서 대통령의 공약에 의해 공공스포츠클럽이 단기간에 양적으로 확장하며 정책과 현장과의 괴리가 생겼다. 셋째, 입시 등과 같은 구조적인 문제점은 해결되지 않은 채 정책이 시행됨에 따라 현장과의 괴리가 생겼다. 이러한 구조적인 문제가 해결되지 않은 상황에서는 공공스포츠클럽 정책도 기존에 있어왔던 다른 엘리트 스포츠 정책들과 마찬가지로 현장에서의 지지를 받기 힘들다는 의견이 지배적이다. 위의 문제점들을 해결하기 위한 개선방안은 아래와 같다. 첫째, 정권에 따라 영향을 받지 않도록 제도를 정비해야 한다. 체육정책도 교육의 일환으로 볼 수 있기 때문에 교육계와의 연대를 통한 영역 설정이 필요하다. 둘째, 종목별 접근이 필요하다. 인기종목과 비인기종목의 환경을 파악한 후 해당 종목의 요구에 부응할 수 있는 유연한 정책적용이 필요하다. 또한 이해당사자로 대표되는 지도자들과의 의사소통을 위해 새로운 부서를 출범할 필요성이 있다. 셋째, 새로운 정책을 시행하기 이전에 구조적인 문제점을 개선해야 한다. 교육계 등 외부와의 협업을 통해 문제를 개선해나감과 동시에 체육계 내부의 지도자 고용문제 등의 구조적 문제를 개선하여 성적보다 성장에 초점을 맞출 수 있는 환경을 조성해야 한다. 넷째, 다양한 의견들을 수렴하여 한국형 스포츠클럽 모델을 개발해야 한다. 현재 모델은 해외의 사례를 그대로 가져온 경향이 짙기 때문에 똑같은 부작용을 겪을 가능성이 크다. 때문에 한국의 실정에 맞는 한국형 스포츠클럽 모델을 개발해야 한다. 본 연구에서는 정책의 영향을 직접적으로 받는 집단과 체육계 전반적인 지식을 보유한 집단을 대상으로 실질적인 현장의 문제점을 도출했다는 점에 의의가 있다. 이는 추후 정책을 발전시켜나가는 과정에서 방향성을 설정하는 기초 자료로 활용될 수 있을 것이다.
