공립 작은도서관의 역할과 기능에 따른 적정규모에 관한 연구

Abstract

매체의 발달과 정보의 디지털화는 자료 및 정보 기록을 수집, 저장, 제공하는 시설로서 도서관이 지니던 성격을 새롭게 변화시키고 있다. 특히 도서관은 건축시설로서 기본적으로 제공하고 갖추어야 하는 가치, 그리고 환경에 따라 변화하는 이용자의 요구 사이에서 타협점을 찾으며 복합문화시설의 모습으로 나아가고 있다. 이러한 시대적 요구의 다양화에 대응하기 위해 우리나라의 공공도서관은 사용자 중심의 공간으로 계획하고, 사회적 역할의 변화에 부응할 수 있도록 변모하고 있다. ‘작은도서관’은 생활밀착형 지역도서관으로 지역의 특성을 바탕으로 지역주민이 필요로 하는 도서관서비스를 제공하는 것을 목적으로 계획되었다. 최근의 작은도서관의 양적 증가는 ‘소규모 커뮤니티’에 대한 사회적 중요성이 보다 강화되고 있음을 증명하고 있다고 판단된다. 그러나 ‘작은도서관’이 갖는 초기발생적인 물리적 환경의 제약과 한계의 극복은 그 활동의 확대와 함께 중요한 이슈임에도 불구하고 공간계획 측면에서의 연구는 미미한 수준에 머물고 있다. 본 연구는 공립 작은도서관을 연구의 범위로 선정하여, 작은도서관의 역할을 명확하게 규명하고 도출된 역할에 따른 적정규모기준 산출 방법을 제안하는 것을 목적으로 한다. 작은도서관의 운영 및 이용현황, 국내외 공공도서관 및 작은도서관과 유사한 시설 등을 바탕으로 작은도서관의 역할을 확인한다. 이를 바탕으로 작은도서관의 공간계획에 도움이 될 수 있는 항목과 기준들을 도출하고, 제안한다. 또한, 제안된 항목과 기준들이 실제 작은도서관에 적용가능한지를 확인하기 위해 사례조사를 실시하여, 연구자가 제안하는 항목과 기준의 적합성을 검토하는 과정으로 안산시 소재 공립 작은도서관 15개관을 바탕으로 한다. 첫째, 작은도서관의 역할을 규명하고, 유형화한다. 사회적 기대가 높아지고 있는 작은도서관에 대한 이용자의 욕구를 충족시키기 위해 작은도서관의 역할을 명확하게 규명할 필요가 있다고 판단하였다. 이에 선행연구 및 문헌조사를 바탕으로 공공도서관 및 작은도서관 유사시설에서 나타난 도서관의 역할을 확인하고, 작은도서관의 실정에 맞는 도서관서비스를 제공하기 위해 중점을 두어야 할 중심역할을 유형화하여 제안한다. 이후 지역에 주도적인 도서관서비스를 제공하기 위해 노력하고 있는 직무자와의 표적집단인터뷰(Focus Group Interview)와 실태조사를 통해 사례조사 대상관의 중심역할을 확인한다. 둘째, 작은도서관의 중심역할별 적정규모 기준을 제안한다. 작은도서관은 「도서관법」에서 제안하는 최소건립기준을 제외한 구체적인 계획지침이 부재하여 공간활용 측면에서 어려움을 겪고 있다고 판단된다. 이에 국내외 공공도서관 및 유사시설의 선행연구 및 법적기준을 바탕으로 작은도서관에 적용할 수 있는 기준을 재구성하고, 작은도서관의 역할을 수행하기에 적합한 전용면적의 규모를 산출하는 방법과 이를 통한 적정규모 기준을 제안한다. 이후 제안하는 적정규모 산출기준을 바탕으로 사례조사 대상관의 중심역할별 계획면적을 도출하고 기존에 계획된 시설면적과 비교ㆍ분석한다. 작은도서관의 공간계획시 검토해야 할 항목과 기준들을 확인하기 위해 작은도서관의 역할을 규명하고, 공간계획 시 필요한 적정규모 산출 방법과 이를 통한 기준을 분석한 결과는 다음과 같다. 작은도서관의 중심역할은 ①도서대여중심, ②열람 및 개인학습중심, ③프로그램활동중심으로 제안한다. 작은도서관의 역할은 상위 공공도서관 체계와 차이가 필요하다. 이는 공공도서관에 비해 작은도서관의 재정 및 공간적 한계를 갖기 때문이다. 이는 도서관 이용자의 방문목적에 따라 역할을 구분하여 수행하는 것이 도서관 운영에 있어 효율적이며, 그 역할에 맞는 일정한 도서관서비스를 제공하여 합리적인 운영이 가능할 수 있다고 판단된다. 또한, 이러한 역할들은 지역의 특성이 반영되어야 한다. 작은도서관의 적정규모산출 기준은 중심역할에 적합한 적정규모을 도출하기 위함으로 ① 봉사대상인구수를 바탕으로 한 시설용량적 측면의 전용면적 산출기준, ② 공간구성요소(자료, 가구 등)의 바닥면적 산출하는 방법을 ‘최소-최적’으로 구분하여 산출하는 방법을 제안한다. 현행되는 작은도서관의 공간계획 기준은 최소한의 기준만을 제안하고 있어, 그 역할에 맞는 공간계획을 하는 데 있어 어려움을 겪고 있다. 이에 작은도서관의 중심역할별 필요한 적정규모을 산출하는 방법을 통해 작은도서관의 활성화에 기여할 수 있을 것으로 기대된다. 본 연구에서 제안된 공립 작은도서관의 역할규명과 적정규모 산출기준은 작은도서관이 지역의 요구와 정체성을 반영한 도서관서비스를 제공하기 위한 시설로, 그 역할을 명확히 하고 작은도서관의 특성을 반영한 지역밀착형 문화시설로서 활성화될 수 있도록 하는 작은도서관의 건축계획적 가이드라인을 구축하는 데 기초자료로서 활용될 수 있을 것으로 사료된다.|The development of media and the digitization of information are changing the character of the library as a facility that collects, stores, and provides data and information records. In particular, the library is moving toward a complex cultural facility by finding a compromise between the values ​​that must be provided and equipped as an architectural facility and the needs of users that change according to the environment. In order to respond to the diversification of the needs of the times, public libraries in Korea are being planned as user-centered spaces, and are being transformed to respond to changes in social roles. ‘Small Library’ is a local library closely related to life, and it was planned with the purpose of providing library services needed by local residents based on the characteristics of the region. It is judged that the recent quantitative increase of the Small Library proves that the social importance of 'Small Communities' is being strengthened. However, despite the fact that 'Small Library' is an important issue along with the expansion of its activities to overcome the limitations and limitations of the physical environment that occurs in the early stages, research in terms of spatial planning remains at an insignificant level. The purpose of this study is to select the Public Small Library as the scope of the study, to clearly identify the Role of the Small Library, and to propose a method for calculating the appropriate size standard according to the derived Role. Check the Role of the Small Library based on the operation and usage status of the Small Library, domestic and foreign Public Libraries and facilities similar to Small Libraries. Based on this, we derive and suggest items and standards that can be helpful for spatial planning of the Small Library. In addition, it is a process of reviewing the suitability of the items and standards proposed by the researcher by conducting a case study to confirm whether the proposed items and standards are actually applicable to Small Library, and is based on the Public Small Libraries located in Ansan. First, the Role of the Small Library is identified and typified. It was judged that it was necessary to clearly identify the Role of the Small Library in order to satisfy the needs of users for the Small Library, whose social expectations are rising. Therefore, based on prior research and literature research, the Role of the Library in Public Libraries and Small Library-like facilities is confirmed, and the Central Role to be focused on in order to provide library services suitable for the actual situation of the Small Library is proposed and categorized. Afterwards, the Central Role of the case study target is confirmed through a focus group interview and a fact-finding survey with staff who are making efforts to provide leading library services in the region. Second, we propose an appropriate size standard for each Central Role of the Small Library. It is judged that Small Libraries are having difficulties in terms of space utilization due to the absence of specific planning guidelines except for the minimum construction standards proposed in the 「Library Act」. Therefore, based on prior research and legal standards of domestic and foreign Public Libraries and similar facilities, the standards applicable to the Small Library is reconstructed, and a method of calculating the size of the dedicated area suitable for performing the Role of the Small Library and an appropriate size through this Suggest standards. Then, based on the proposed appropriate scale calculation criteria, the planned area for each Central Role of the case study target is derived and compared and analyzed with the previously planned facility area.In order to identify the items and standards to be reviewed when planning the space of the Small Library, the Role of the Small Library is identified, and the method for calculating the appropriate size required for space planning and the results of analyzing the standards are as follows. The Central Role of the Small Library is suggested as ①book rental, ②reading and personal learning, and ③program activity. The Role of the Small Library needs to be different from that of a higher-level Public library system. This is because the Small Library have financial and spatial limitations compared to Public Library. It is considered that it is efficient to classify and perform roles according to the purpose of library users' visits, and reasonable operation is possible by providing certain library services suitable for the role. In addition, these roles should reflect regional characteristics. The standard for calculating the appropriate size of the Small Library is to derive an appropriate size suitable for the Central Role.
