5.18광주민주화운동 국회청문회 연구(1988~1989)

Abstract

본 논고는 5·18광주민주화운동 국회청문회 관련 연구이다. 5·18광주민주화운동 국회청문회는 1980년대 후반 당시 사회적 반향을 일으켰으며 오늘날 5·18민주화운동에 관한 보편적 인식을 확립하는 데 큰 영향을 미쳤다. 한편 노태우 정권의 경우 청문회 활동을 방해하기 위해 조직적인 노력을 펼치기도 하였다. 본 논고는 크게 두 부분으로 구성되어 있다. 우선 청문회 개최의 배경을 검토하였다. 전두환 정권기 진상 규명 투쟁, 노태우 정권의 출범과 민주화합추진위원회를 통한 대응 그리고 여소야대 국회의 형성과 국회법 개정 과정을 살펴보았다. 다음으로 청문회의 전개 양상, 특히 야당의 진상 규명 활동이 어떤 결실을 맺게 되었는지에 대해 알아보았다. 그리고 청문회의 전개 양상에 따른 노태우 정권의 대응에 관하여 분석하였다. 노태우 정권은 적극적으로 청문회 활동을 방해하였는데 이는 급조된 활동이었다기보다는 1980년 5·18민주화운동 직후부터 시작된 신군부의 자기합리화 과정을 기반으로 함을 논증하였다. 따라서 본 논고를 통해 5·18에 관한 오늘날의 보편적 인식이 어떠한 역사적 과정을 통해 형성되어왔는지를 확인함은 물론이고 노태우 정권부터 비롯된 정권 차원의 과거사 청산 방식에 관하여도 살펴볼 수 있다. 더불어 오늘날 5·18문제에 관한 극우적 인식의 기원 또한 본 논고를 통해 확인할 수 있다.|This thesis is a study related to the May 18 Gwangju Democratization Movement National Assembly Hearing. The National Assembly hearing of the May 18 Gwangju Democratization Movement caused social repercussions in the late 1980s and had a great influence on establishing universal awareness of the May 18 Democratization Movement today. Meanwhile, in the case of the Roh Tae-woo administration, systematic efforts were made to interfere with the hearing activities. This thesis is largely composed of two parts. First, the background of the hearing was reviewed. Examined at the struggle to find out the truth during the Chun Doo-hwan regime, the inauguration of the Roh Tae-woo regime, the response through the Democratic Joint Promotion Committee, the formation of the opposition party is a majority, and the process of revising the National Assembly Act. Next, looked into the development of the hearing, especially the results of the fact-finding activities of the opposition parties. And the response of the Roh Tae-woo administration according to the development of the hearing was analyzed. The Roh Tae-woo regime actively interfered with the hearing activities, which proved to be based on the new military's self-rationalization process, which began immediately after the May 18 Democratization Movement in 1980. Therefore, through this thesis, it is possible not only to confirm through what historical process today's universal perception of May 18 has been formed, but also to examine the regime-level clearing up method of the past that originated from the Roh Tae-woo administration. In addition, the origin of the far-right perception of the May 18 issue today can be confirmed through this thesis.
