카지노산업정책의 정책패러다임 변화 분석

Abstract

The role of tourism industry is getting more important for the sustainable growth and the status of it has been evolved significantly along with the sophistication of industry structure of society. The perception about tourism as a driving force of economic growth has been reinforced with the advancement of Casino industry, which was under the strict regulation once, into the Integrated Resort Industry, being recognized as a new supply factor of tourism promoting economic growth. After watching the success of Integrated Resorts(IR hereinafter) in Singapore, many Asian countries, encouraged by perception change of society about IR, have been focusing more on policy measures to secure the competitiveness of tourism and to develop attractions through the development of IR. In case of domestic situation, the policy of casino industry has been converted to the policy of IR. IR project was initiated by the government and the policy fueling the Foreigner Exclusive Casino business as IR business has been derived. New entities of IR business were additionally selected via public invitation. Even though the conversion of the policy of casino industry was derived from and by the changing perception of society about the casino industry, it showed the limitations of institutionalization of related system and of achieving the policy goal. Attempting to lead an economic recovery at abandoned mine areas, “the Special Act on the Assistance to the Development of Abandoned Mine Areas” was amended and it legalized a casino available for locals. Since then, it showed intensifying dependence of regional economy on the casino business and revealed the issue of insufficient supervision on socially harmful effect such as gambling addiction. Although IR business is already on the market, institutional outputs such as laws to define the concepts and conditions of IR are in incomplete situation. Moreover, there is no clear statement at Tourism Promotion Act to invite large scale investment related to the permit of casino business, and the need of integrated legal system is mooted because many of relevant regulations are scattered in various laws. Consequently, the need for understanding of the process of this radical policy change has been raised. In accordance with the raised need, this study analyzed the historical transition process of the policy change in case of casino industry policy by applying Hall’s Policy Paradigm Shift Theory(1993). Different to the shift of the frame caused by fragmentary change of the policy or structure of recognition, this theory is useful to understand ‘the shift of fundamental perception’ which explains the change in more broad viewpoint. Through this study, the process of historical policy changes during around 60 year period starting from 1960s of legalization of Casino industry to 2018 of introduction and diffusion of IR policy, and the characteristics of each stage of the change has been identified. Furthermore, this study is meaningful in the sense that it confirmed the fundamental perception change along with the policy paradigm shift. The literature review for the study covered the concept and distinctive features of the casino industry policy, the concept of policy change and theoretical characteristics of Policy Paradigm Shift Theory. Based on the literature review, the extended research model was constructed to analyse the process of policy change by utilizing the basic framework from Hall’s Policy Paradigm Shift Model combined with the procedure of Policy Advocacy Coalition from Advocacy Coalition Model by Sabatier(1988). For the analysis, Yin’s case study method was employed and descriptive analysis was conducted, and the casino industry policy was adapted as a case for the research. The result of the study showed that government actors adopted the policy related business in terms of paradigmatic institutionalization during Paradigm Stability. For the Accumulation of Anomalies, anomalies extrinsic to paradigm, reorganization and exogenous variables appeared, then Experimentation with new instruments and settings, such as Casino Incentive Policy for the local development, continued. As a result of unsuccessful experiments, the authority of actors was decreased during Fragmentation of Authority. Korean-style IR policy was adopted in the period of Adaptation of New Policy, Policy Advocacy Coalition Contestation was followed up immediately. Finally, established Casino projects were supported as a IR business and newly developed IR business was added during the New Paradigm Stability. As a result, the established policy paradigm, “the Foreigner Exclusive Casino Industry Policy to acquire the foreign currency”, has been shifted through such frameworks of historical transition process as Paradigm Stability, Accumulation of Anomalies, Experimentation with new instruments and settings, Fragmentation of Authority, Adaptation of New Policy, Policy Advocacy Coalition Contestation, to the new policy paradigm of “Korean-style IR Policy, containing the Foreigner Exclusive Casino, as a core driving force of tourism development” and this new paradigm came into the stable stage. For theoretical contributions, the confirmation of applicability of Hall’s Policy Paradigm Shift Theory to the case study of policy change process of the casino industry policy, the expansion of the scope of application of the theory, and the reinforcement of the power of analytical explanation by constructing and verifying the extended model which suggested to combine the coalition advocacy contestation with the frameworks of Hall were presented. For practical implications, the establishment of the policy network to fulfills the necessity of sharing the paradigmatic thought in terms of effective responsiveness of the casino industry policy, an activation of public debate to secure of the institutionalization of IR as a casino industry policy, and an institutionalization of IR were suggested. For limitations of the study, the limitation on theoretical explanation, the limitation on data collection, and the limitation of bounded empirical generalization were presented. Therefore, it is expected to have a further generalization of the theory through subsequent studies which enhance the regularity of shift process and the qualities of process stages. Wherein the Casino Industry Policy is not the rational procedure of policy change but irrational procedure of diachronic change, understandings of the process of radical policy change concurrent with transition of fundamental perception are crucial. Consequently, the establishment of the policy network and an activation of public debate to fulfills the necessity of sharing the paradigmatic thought are vital for securing policy support, and institutionalization conformable to paradigm shift is requested. Based on the results of this study, it is expected that the empirical studies on the policy change process of the Casino Industry Policy will be continuously attempted.|지속가능한 성장을 위한 관광산업의 역할이 더욱 중요해지고 관광산업의 위상은 산업화가 고도화 될수록 더욱 부각되고 있다(UNWTO, 2018). 과거 규제의 대상이었던 카지노산업이 복합리조트산업으로 발전하여 경제성장을 촉진하는 새로운 관광공급요소로 인식이 변화하며 경제 성장의 원동력으로서 관광산업에 대한 인식은 더욱 강화되고 있다. 이러한 근본적인 인식의 변화에 기반하여 싱가포르의 복합리조트 성공 이후 아시아 각국은 복합리조트 개발을 통한 관광경쟁력 확보와 매력물 확충에 적극적으로 나서며 정책적 대응을 강조하고 있다(WTTC, 2015). 국내의 경우 정부주도로 복합리조트 사업이 추진되며, 외국인 전용 카지노업을 복합리조트 사업으로 지원하는 정책이 산출되고 신규복합리조트를 공모방식으로 추가 선정하며 카지노산업정책은 복합리조트정책으로 추진되었다. 그러나 카지노산업정책의 변동은 카지노산업에 대한 인식의 변화를 기반으로 전개되어 왔으나, 관련 제도화 및 정책목표달성의 한계를 나타내고 있다. 폐광지역 경제회생의 목적으로 ⌜폐광지역 개발 지원을 위한 특별법⌟을 개정하고 내국인 출입 카지노를 합법화 하였으나, 이후 지역경제의 카지노산업 종속이 심화되고 도박 중독 등 사회적 폐해에 대한 관리 부족 등의 문제가 노정되었다. 또한 복합리조트 사업이 시행되고 있음에도 불구하고 복합리조트의 개념과 요건을 법률로 규정하는 제도적 산출은 미완성으로, 관광진흥법 상 카지노업 허가 관련 대규모 투자유치를 할 수 있는 명시적 근거가 없으며, 관련 규정이 여러 법률에 산재되어 있는 상황이다. 즉, 복합리조트 사업 관련 제도화의 미비 등 정책의 근본적인 변화에 대한 적절한 대응이 이루어지지 못하고 있다. 따라서 이러한 근본적인 정책변동이 이루어진 과정에 대한 이해의 필요성이 제기되었다. 이와 같은 배경에서 본 연구는 카지노산업정책을 사례로 Hall(1993)의 정책패러다임전환이론을 적용하여 정책변동과정의 역사적 전환 과정을 분석하였다. 정책패러다임전환이론은 단편적인 정책의 변화나 인지구조의 변화에 기반한 프레임의 변화와는 달리, 보다 광범위한 시각에서 변화를 설명해 줄 수 있는 ‘기본적인 인식의 변화’를 이해하는데 유용한 이론이다(이연택, 2016; 이유현·권기현, 2017). 이를 통해 1960년대 카지노산업의 합법화 단계부터 복합리조트정책의 산출과 확산이 진행된 2018년까지 약 60년간의 기간 동안 통시적인 정책변동의 과정과 단계별 특징을 확인하고, 정책패러다임이 전환하며 근본적인 인식의 변화를 확인하였다는 점에 본 연구의 의의가 있다. 이론적 고찰에서는 카지노산업정책의 개념과 특징 및 정책변동의 개념과 정책패러다임전환모형의 이론적 특징을 고찰하였다. 이론적 고찰을 기초로 카지노산업정책에 대한 정책변동과정을 분석하기 위한 분석요인을 Hall(1993)의 정책패러다임전환이론에서 제시하는 기본적 단계와 Sabatier(1988)의 정책옹호연합모형에서 제시한 옹호연합의 체계가 확인되는 단계를 추가하여 확장된 연구모형으로 구축하였다. 연구방법은 Yin(2014)의 사례연구법의 기술적 분석을 적용하였으며 연구대상은 카지노산업정책을 사례로 분석하였다. 분석결과 기존 패러다임 안정기에서는 정부 행위자에 의한 패러다임 제도화로 정책 사업을 도입하고 확장하였고, 변이 축적기에서는 기존 패러다임에 부합하지 않는 변이 사건의 발생과 관련 행정 조직의 변화 및 IMF와 같은 외생 변수가 발생하였다. 실험기에는 카지노 허용 기준을 조정하는 정책 수단의 조정 및 정책의 수정이 전개되고 카지노를 인센티브로 활용하는 지역개발 정책과 같은 정책실험이 진행되었다. 기존 패러다임 권위 손상기에는 실험기의 정책 조정·수정과 정책 실험 실적이 저조하며 정부의 신뢰가 저하되고 복합리조트와 같은 새로운 아이디어가 등장하였다. 새로운 아이디어 채택기에는 복합리조트 관련 공론화가 진행되며 한국형 복합리조트 정책이 산출되고, 정책옹호연합 경쟁기에는 내국인 출입 허용 관련 찬반담론경쟁이 전개되며 정책옹호연합이 성장하고 한국형 복합리조트 정책의 지지기반이 확보되었다. 새로운 패러다임 정착기에는 기존 카지노 사업이 복합리조트 사업으로 지원되고 신규 복합리조트 사업이 추가되며 사업의 확장이 전개되었다. 정리하면, 기존 정책패러다임인 ’외화획득 목적의 외국인 전용 카지노산업정책‘이 정책패러다임 전환 과정에서 기존 패러다임 안정기, 변이 축적기, 실험기, 기존 패러다임 권위 손상기, 새로운 아이디어 채택기, 정책옹호연합 경쟁기의 역사적 전환과정을 거치며 새로운 패러다임인 ‘관광개발의 핵심동인으로 외국인 전용 카지노가 포함된 한국형 복합리조트정책’으로 정책패러다임이 전환되고 새로운 패러다임 정착기에 들어섰음을 확인하였다. 본 연구의 학문적 시사점은 Hall의 정책패러다임전환이론을 카지노산업정책의 정책변동과정에 적용하여 분석함으로의 이론의 적합성을 확인하고 이론의 적용범위를 확장하였으며, 정책옹호연합 경쟁기가 추가된 확장된 모형의 설명력을 검증하여 분석적 설명력을 확대하였다. 정책적 시사점으로 카지노산업정책의 효과적 대응성 차원에서 패러다임적 사고를 공유하기 위한 정책네트워크의 구축을 제시하고, 카지노산업정책으로써 복합리조트 제도화에 대한 지지 기반을 확보할 수 있는 공론의 장 형성이 필요하며, 정책변동의 증거로서 가장 공고하고 구속력이 큰 제도화가 카지노산업정책에 필요함을 제시하였다. 본 연구의 이론적 설명력과 자료 수집의 한계 및 제한된 경험적 일반화의 한계에 대해 향후 전환과정의 규칙성과 단계별 특성을 보완하는 후속연구들을 통해 이론의 일반화를 기대한다. 결론적으로, 카지노산업정책의 정책변동은 합리적 과정이기보다는 비합리적 과정으로 정책패러다임이 역사적 전환 과정을 거치며 정책변동이 이루어진 것으로 판단되며, 이러한 점에서 정책패러다임이 전환되며 근본적인 인식이 변화되는 과정에 대한 이해가 중요하다. 정책적으로 대한 행위자들의 정책학습이 지속적으로 이루어질 수 있도록 네트워크를 구축하고, 공론의 장 형성을 통해 패러다임적 사고를 공유하여 정책지지를 확보하며, 정책패러다임의 전환에 부합하는 정책의 산출이 필요하다. 이와 같은 연구결과를 바탕으로 향후 카지노산업정책의 정책변동 및 변동과정에 대한 연구가 지속적으로 이루어지기를 기대한다.
