싱가포르 공공공사입찰 평가제도 도입을 통한 국내 기술제안입찰 평가제도 개선방안

Abstract

국내 공공 건설공사는 추정가격 또는 설계 정도 등에 따라 다양한 입찰 및 발주방식을 채택하고 있다. 그 중 기술제안입찰 평가제도는 업체 간의 기술 경쟁을 통해 최저가 낙찰 및 품질 저하의 문제를 개선하고 효율적인 가치 창출을 구현하기 위한 취지에 부합하고자 2007년 신규로 도입되었다. 도입 이후 제도 활성화를 위해 현재까지 다양한 연구를 통하여 미흡한 부분에 대한 방안이 제시되어왔고, 이에 따라 정부에서는 보다 합리적인 방식으로 제도를 개편해 왔다. 그러나 난이도가 높은 기술이 필요한 건설공사에 적용되는 제도임에도 불구하고 획일화된 평가항목으로 인해 개별 프로젝트에 특화된 심의 이행이 어려운 것이 사실이다. 또한 객관적 평가지표가 부재하여 점수화에 있어서 공정성 검증이 우려되는 부분이 있다. 이에 본 연구는 싱가포르에서 채택하고 있는 공공 건설공사 입찰 평가방식인 Price-Quality Method Framework 제도와의 비교분석을 통하여 기술제안입찰 평가제도의 평가항목의 문제점 및 객관화 필요성을 도출하였다. 또한 양국 간 프로젝트 사례분석 및 검증을 통하여 평가방식의 개선방안을 모색하였다. 아울러 연구의 개선방안이 향후 국내 공공 건설시장에 실제 적용 가능할 수 있도록 갖추어져야 할 기반에 대한 올바른 발전 방향을 제시하였다.|Public construction projects in Korea adopt various bidding methods that depend on the estimated price or development degree of design. Among them, the Technology Proposal Bidding Evaluation System was newly introduced in 2007 to meet the purpose of improving the problem of the Lowest Price Awarding System and quality degradation through technology competition among bidding companies. Since its introduction, several measures have been proposed to revitalize the system through various studies so far, and the government has reorganized the system in a more reasonable way. However, even though the system is applied to construction projects that require high-level technology, it is difficult to implement deliberations specialized for individual projects due to uniform evaluation factors. There are also concerns about fairness verification in scoring due to the absence of objective evaluation indicators. Thus, this study drew current problems and the need for objectification of the evaluation factors of the Technical Proposal Bidding Evaluation System through a comparative analysis with the Price-Quality Method Framework, a public construction bid evaluation method adopted in Singapore. It also sought ways to improve the evaluation method through the analysis and verification of project cases between the two countries. In addition, this study proposes a development direction for the foundation on which research improvements should be made so that they can be actually applied to the domestic public construction market in the future.
