중국 중앙정부와 지방정부의 관계에 관한 연구

Abstract

중앙과 지방의 관계를 정확하게 처리하는 것은 어느 현대 국가나 직면한 중대하고 장기적인 임무이다. 1970~80년대 들어 행정 권력이 확대되면서 서구 각국에서 일고 있는 정부 행정개혁의 물결 속에서 중앙과 지방관계의 전반적 흐름은 권력하방이나 지방분권화였다. 신 중국 성립 후 개혁개방 전까지 중앙과 지방 관계는 오랫동안 불합리한 상태로 운영되어 왔으며 중앙집권과 지방분권의 모순은 끝내 잘 해결되지 않았다. 개혁개방 이후에 중앙과 지방의 관계는 구태를 타파하고 합리화하는 방향으로 발전하고 있지만 많은 문제점들도 드러났다. 합리적인 중앙과 지방의 관계를 구축하는 것은 현재 정치문명 건설과 정치체제 개혁의 한 난점이자 중점이다. 21세기에 들어서면서 중국 사회주의 시장경제 체제의 부단한 발전과 완비를 수반하여 중앙과 지방의 관계를 더욱 조정할 것을 절실히 요구하며, 합리적으로 중앙과 지방의 직책 권한을 합리적으로 구분해야 한다. 이러한 배경에서 중앙과 지방의 관계를 체계적으로 연구하고, 이론적 요구를 넓히며, 중국의 현재 경제 발전과 사회 발전에 장애물을 제거하고, 한계를 돌파하는 데 현실적인 중요한 가치를 부여해야 한다. 본 논문은 다음과 같이 구성되었다. 제1장에서는 연구문제를 제기하고 연구의 목적을 서술한다. 제2장은 중국 중앙정부와지방정부관계의 3가지 이론을 논의한다. 제3장에서는 중국 중앙정부와 지방정부의 역사적 발정과정에 대해 구체적으로 소개하고 중앙정부와 지방정부관계의 현황을 파악한다. 제4장에서는 중국 중앙정부와 지방정부관계의 장애요인 및 개선방안에 대해 논의한다. 제5장에서 이 논문의 주요내용을 요약하고 함의와 한계점을 밝힌다.|Proper handling of the relationship between the central and local governments is an important long-term task facing any modern country. In the 1970s and 1980s, with the expansion of administrative power, the overall trend of central-local relations was decentralization or decentralization in the wake of a wave of administrative reforms in Western countries. Since the founding of New China, relations between the central government and the local authorities have remained irrational until reform and opening-up. The contradiction between centralization and local decentralization has not been satisfactorily resolved. Since the reform and opening up, relations between the central and local governments have been developing in the direction of breaking away from the old state of affairs and rationalizing. However, many problems have also arisen. Establishing scientific central and local relations is a difficult point and a key point in the construction of political civilization and political restructuring. As China's socialist market economic system develops and improves in the 21st century, it is urgent to further adjust the relationship between the central and local governments and to scientifically and rationally distinguish the responsibilities and powers of the central and local governments. It is hoped that against this background, we will systematically study the relationship between the central and local governments, expand the theoretical requirements, remove obstacles to China's current economic and social development, and give practical value to breaking through the boundaries. This paper reads as follows. Chapter1 presents the research question and describes the research objectives. Chapter2 deals with three theories and types of relations between the central government and the local government, and the present state of the relationship between the central government and the local government. Chapter3 introduces the historical changes of China's central and local governments. This paper describes the personal views of the Chinese Central Government on local control status, development history, contradiction and improvement plan. Chapter4 summarizes the main content of this paper and reveals its connotation and limitations.
