신촌동 도시재생사업의 성과평가에 관한 연구

Abstract

본 연구는 신촌동 도시재생사업을 사업성과 측면에서 평가하고 정책적 시사점을 도출하였다. 평가기준은 계획목표와 취지에 부합하는 사업 추진 여부, 토지이용 및 지가변화, 사업으로 인한 유동인구 변화, 거주자와 방문자의 만족도 및 인지도 등으로 설정하였다. 이를 위해 본 연구에서는 문헌검토, 모니터링 데이터 분석, 방문자 및 거주자 설문조사, 사업관련자 심층면접 등의 방법을 활용하여 평가를 진행하였다. 사업전후로 유동인구, 공시지가, 공실률에 있어서 변화는 나타나지 않았다. 중심가로별 업종 분포를 조사한 결과, 사업 전후 업종의 변화 역시 거의 파악되지 않아서 사업기간 내 상업 젠트리 피케이션은 없었음을 확인하였다. 거주자 및 방문자에 대한 설문조사 결과 주민보다 방문자의 만족도가 높게 나타났다. 사업관계자와의 인터뷰를 통해 신촌동 도시재생사업이 물리적인 사업보다 비물리적인 사업에 중점을 두었지만, 주민들은 대상 지역 내 인프라시설 등 물리적 개선을 더 필요로 한다는 것을 확인하였다. This study evaluated the Sinchon-dong Urban Regeneration Project in terms of performance and derived the policy implications. The evaluation criteria were set as whether the project should be carried out smoothly in line with the planned goals and intentions, the change in the floating population due to the project, and the satisfaction and recognition of residents and visitors. To this end, this study used literature review, monitoring data analysis, visitor and resident survey, and in-depth interviews with real estate agents in Sinchon-dong. There were no differences in the average floating population, the standard official land price, the vacancy rate and the business type before and after the project period. As a result, it was confirmed that no commercial gentrification occurred before and after the target period. Satisfaction results of the urban regeneration projects through surveys on residents and visitors show that visitors have the higher satisfaction level than residents. It was confirmed in the interview with the former project manager that the Sinchon-dong Urban Regeneration Project focused on non-physical programs rather than physical ones. However, the residents need more physical improvements including infrastructure. As a result, some gap was found in perception between the public and the residents.
