Abstract
On the threshold of the 21st century, the paradigm of the city planning began to be shifted from the efficiency-focused functions towards environment and sustainability. In the past, housing complexes were built as many as possible due to the rapid urbanization with the focus on efficiency and economy, despite such serious environmental problems as global warming, air pollution, water pollution and increasing wastes. Since the UN Environmental Conference held in Brazil in 1992 which declared 'a sustainable development', each nation has been more and more concerned about the environmental-friendly buildings conducive to reduction of the environmental loads, while researching into them actively. In Korea, Ministry of Environment and Ministry of Construction and Transportation have been operating 'the Environmental-Friendly Building Certification' system in response to international community's concerted efforts, while Korea Land Corporation has suggested a guideline titled 'Eco-Environmental City Development Handbook' for housing site development. The purpose of this study was to analyze the environmental-friendly factors for the housing redevelopment plans and thereby, suggest the ways to improve them. For this purpose, the researcher comparatively analyzed their environmental-friendly planning factors in reference to 'Environmental-Friendly Building Certification' system (for apartment houses) and 'Eco-Environmental City Development Handbook' and thereby, arranged the criteria for assessment of the environmental-friendly buildings. Based on these criteria, the researcher sampled 3 apartment housing complexes of each development type (n=12) in Seoul and the capital area which were occupied after 2000 and therewith, assessed their environmental-friendly factors. As a result, it was found that 'the environmental-friendliness certified housing complexes' were most excellent, followed by 'apartment housing complexes planned and developed', 'ordinary apartment housing complexes' and 'redeveloped apartment housing complexes' in their order. On the other hand, as a consequence of surveying residents for their satisfaction with their living environment, it was disclosed that the certified environmental-friendly apartment houses were prices about 20% higher than the other complexes. In addition, the researcher used the above criteria to analyze the environmental-friendly factors of the sample apartment houses and thereby, reestablished the criteria applicable to 4 eco-environmental sectors which might well be neglected: land use plan, pedestrians' and vehicles' circulation, residents' amenities and eco-environment. Then, the researcher sampled 'Nangok Redevelopment district' in Seoul occupied in 2006, because it was deemed to represent the redevelopment districts in Seoul and thereupon, analyzed its environmental-friendly factors in reference to the reestablished criteria. As a result, it was found that it was poor in 3 sectors: 'pedestrians' and vehicles' circulation', 'residents' amenities' and 'eco-environment'. Lastly, it was conceived that if a system should be operated to reflect the environmental-friendly planning factors, more environmental-friendly apartment housing complexes would be developed or redeveloped.; 도시계획의 패러다임은 21세기를 접어들면서 효율성을 강조하는 기능위주의 시대에서 벗어나서 환경과 지속가능함을 추구하는 시대로 변화해가고 있으나, 과거 주거단지 건설은 지구온난화, 대기오염, 수질오염, 폐기물 발생 등 심각한 환경문제를 야기하고 있었음에도 효율성과 경제성에 바탕을 두고 급격한 도시화에 따른 주택의 양적공급만이 주요 관심사였었다. 환경부하를 저감시키는 친환경건축물에 대한 관심은 1992년 브라질에서 열린 UN 환경회의에서 주창된 지속 가능한 개발에 대한 선언 이후 점차 고조되면서 관련연구가 활발히 진행되고 있으며, 이러한 목적에 접근하기 위하여, 환경부 및 건설교통부에서는 ‘친환경건축물인증제도’를 제정·시행하고 있으며, 한국토지공사에서는 ‘생태환경도시개발편람’을 제작하여 택지개발 시에 실무지침으로 활용하게 하고 있다. 최근 입주한 공동주택단지를 대상으로 주거단지 건설에 기 반영되어 있는 친환경계획요소를 분석하기 위하여 ‘친환경건축물인증제도(공동주택)’와 ‘생태환경도시개발편람’의 친환경성 평가기준들을 비교분석을 하여, 친환경성 평가기준을 구성 하였고, 이 기준을 이용하여 2000년 이후 입주한 서울시를 포함한 수도권 내의 4가지 사업유형의 주거단지 각 3개씩을 대상으로 친환경성 평가를 실시해 본 결과 친환경 인증 주거단지>택지개발지구 주택단지>일반공동 주택단지>주택재개발단지의 순으로 친환경성이 우수한 것으로 나타났고, 친환경계획요소 반영정도에 따른 주거만족도를 검증해 본 결과 친환경성이 가장 우수한 친환경 인증 주거단지는 다른 주거단지와 대비하여 부동산가격면에서 20% 내외의 고가임을 확인할 수 있었다. 또한 상기 친환경성 평가기준으로 주택재개발단지의 친환경계획요소를 분석하여 다른 주거단지와 같이 잘 지켜지는 건축부문은 제외하고, 부족부문인 토지이용계획 부문, 보행자 및 차량동선 부문, 주민 어메니티 부문과 생태환경 부문 등 4개 부문으로써, 친환경성 계획평가기준을 재설정하여, 2006년 입주한 서울의 대표적 재개발지구인 난곡재개발단지의 현황을 분석해 본 결과, 보행자 및 차량동선 부문, 주민 어메니티 부문과 생태환경 부문이 미비함을 재확인할 수 있었고, 이들 부문의 친환경계획요소 반영을 위한 제도적 장치가 마련되어 시행된다면 좀 더 친환경성이 우수한 주택재개발 단지개발이 가능할 것으로 판단되었다.
