턴키 프로젝트의 제안사항과 준공 시 변화에 관한 연구

Abstract

최근 국내 건설 사업은 최첨단 정보화와 누적되는 시공실적에 대해 Data분석을 통하여 많은 발전을 이루어 내고 있다. 국내시장의 지역적 한계에도 불구하고 첨단시설을 갖춘 IBS, 초고층 빌딩, 대량 단지개발 등 국내에서 쌓아 올린 숙련기술을 통하여 국제 시장의 요구에 대처하고 있으며 나날이 증가 되는 국제시장의 시공 경험을 통하여 세계화시장을 개척해 나가고 있다. 이러한 시대적 흐름에 부흥하여 계약제도 또한 많은 연구와 개선이 이루어지고 있다. 1975년 처음 도입된 턴키제도는 “턴키 활성화 대책”이후 세 차례의 개선안을 통해 지속적으로 보완 관리되어 왔다. 그러나 이러한 보완에도 불구하고 시급한 활성화로 인한 제도적 문제점과 준비가 완결되지 않은 상황에서 공사를 발주함으로 발생하는 문제점이 속출하고 있다. 이러한 비정착화에 따른 문제점들은 국정감사나 부패방지위원회을 통하여 계약제도의 자체적인 문제점과 보완을 요구하는 소리가 줄어들지 않고 있다. 그중 턴키공사 설계변경에 대한 내용은 금액에 대한 적정성과 윤리의식의 문제, 책임소재와 클레임의 확대로 턴키발주 찬반론이라는 여론의 양극화를 형성하고 있다. 따라서 본 연구는 정보통신부에서 발주한 우편물류 자동화 거점인 22개 우편집중국 중 턴키프로젝트(설계시공일괄입찰)를 발주하여 신설된 우편집중국과 중앙우체국을 대상으로 설계, 시공, 감리, 감독의 업무를 수행한 관계자 면담을 통하여 분쟁의 근간이 되고 있는 턴키프로젝트(설계시공일괄입찰)진행시 설계변경의 내용을 확인하고, 분석을 통해 가장 비중이 많은 사항들을 관리함으로 설계변경의 최소화를 유도 할 것이다. 이러한 설계변경의 최소화를 위한 설계 전단계의 수급자의 사전준비와 발주자의 발주 전 준비사항, 프로젝트 진행시 준비사항을 제시함으로써 수급자와 발주자 모두 공기지연에 따른 손실 및 경제 손실을 최소화 하고자 하는데 본 논문의 목적이 있다고 하겠다.; Lately, as domestic construction projects have been high-tech and information intensive as well as globalized, many domestic constructors who want to respond to this global age, being are aware of limited domestic construction markets, begin to advance into overseas construction markets, taking advantage of the skill and experiences accumulated through their high-tech IBS, super-high-rise buildings and large-scale site development projects. In response to such a trend of the time, contracting systems are being much researched into and improved. The 'turn-key' (design-build) system introduced first in 1975 has continued to be complemented and improved through three rounds of its overhaul since 'Turn-key Innovation Measure'. However, despite such continued improvements, various trials and errors and problems have been found from this system, probably due to its hurried implementation and poor preparations. Still, various problems of the turn-key system are raised by National Assembly inspection team or Anti-corruption Commission. Especially, the requests for post-construction changes of Turn-key Project design seem to involve not only project feasibility and ethical problems and attribution of responsibility or claims but also validity of the turn-key base project itself. In such circumstances, this study was aimed at checking and analyzing the turn-key projects in respect of their post-construction design changes or frequent sources of controversies surrounding the projects and thereby, suggesting the ways to effectively manage the design points most vulnerable to post-construction changes and therewith, presenting such ways minimizing the post-construction design changes and economic losses due to delayed construction schedule as pre-design guidelines for contractors and pre-contracting guidelines for clients and the preparations for projects. To this end, the researcher sampled the new automated postal service centers and the Central Post Office out of those 22 post office buildings awarded by Ministry of Information and Communication and thereupon, interviewed those officials with more than 7-year-long career for design, construction, supervision and inspection to check the causes of the disputes about poor designs and construction of the public buildings.
