Determining Factors of Willingness To Pay for National Rental Housing: Using Double Bounded Dichotomous Choice Questionaires

Abstract

이 논문의 목적은 국민임대주택의 지불의사임대료와 지불의사임대료에 영향을 미치는 요인, 그리고 수요함수와 가격탄력성을 환경재의 가치 평가 방법으로 자주 이용되고 있는 조건부 가치측정법(contingent valuation method: CVM)의 한 방법인 이중양분선택형질문법(Bounded Dichotomous Choice Question: DBDCQ)을 이용하여 설문을 실시하여 결과를 추정하고 이를 통해 고정된 임대료에 따른 지역적인 주택소요가 아닌 임대료 조정을 고려한 국민임대주택의 공급정책에 대한 수요자 측면에서의 접근을 시도하였다. 논문에서는 이중양분선택형질문법에 의해 설문된 내용을 바탕으로 선형로지스틱 모형과 로그로지스틱 모형을 로그우도함수로 가정하였다. 설문은 부천시 여월지구 국민임대주택단지 반경 5km를 실시하였고, 국민임대주택 입주자격요건과 입주의사가 있는 샘플을 분석한 결과 지불의사임대료에 영향을 미치는 독립변수로는 가구주 교육수준, 가구주 직업, 가구 구성원 수, 거주지역, 동별 전세가격, 가구소득과 현재 지불하고 있는 임대료로 구성되었다. 이중 유의한 변수는 가구 구성원 수와 현재 지불하고 있는 임대료가 양(+)의 영향을 미치는 것으로 추정되었다. 또한 지불의사임대료는 선형로지스틱모형의 경우 평당전세가 189~193만원이 도출되었으며 로그로지스틱모형의 경우 선형로지스틱모형의 결과와 비슷한 수준인 187~190만원이 도출되었다. 임대료에 대한 수요탄력성의 경우 선형로지스틱에서 4.26~4.98이 추정되었다. 이러한 결과를 바탕으로 향후 국민임대주택 사업 추진 과정에서 수요자측면에 맞는 평형 그리고, 적정 임대료수준이 제시 될 것이며 공급물량 또한 결정 할 수 있는 근거자료로 이용이 가능할 것이다.; National Rental Housing (NRH) has been supplied since 1998 in Korea. In the case of NRH market rent payment can not be observed because rent is determined by the government. This makes it difficult to estimate the demand on NRH using market information. This study analyzes influencing factors on people's willingness to pay(WTP) for national rental housing by contingent valuation method(CVM) that is used to measure environmental values. For survey method, this study uses double bounded dichotomous choice question(DBDCQ). The result showed that mean WTP for national rental housing in Bucheon is 1.89~1.93million wons in Chonse for using linear logistic model. Also, price elasticity on demand is turned out to be 4.26~4.98. This indicates that demand on NRH is highly elastic by rental price level.
