地方政府 政策決定過程에서의 Local Governance 體系의 構築方案

Abstract

최근 행정학에서 거버넌스(Governance)라는 말이 자주 등장하고 있다. 이는 세계화와 정보화 등과 같은 일련의 새로운 행정환경이 도래함에 따라 관료제를 중심으로 운영되었던 전통적인 행정의 한계가 지적되면서 정부 및 이해 당사자의 참여와 협력을 통해 행정업무를 수행하는 거버넌스(Governance)로의 변화를 요구하고 있음을 보여주고 있다. 행정학은 물론 사회과학 전반을 포괄하는 최고의 관심사로 등장한 거버넌스에 대한 연구가 매우 다양한 형태로 이루어지고 있는 것이다. 이와 같이 이해 당사자의 참여와 협력의 촉진이 기존의 국민국가와 산업화에 익숙한 통치방식과 시스템을 전면적으로 바꿀 것을 요구하고 있으며, 이에 부응하여 각 나라에서 공동체운영의 기본질서를 바꾸는 과정에서 등장한 새로운 패러다임이 거버넌스이다. 이러한 거버넌스의 적용은 행정적 측면뿐만 아니라, 정치·사회적인 면 등 여러 분야에서 나타나고 있지만, 거버넌스에 대한 일반성과 보편성이 충분하게 인정되지 못한 상태여서 거버넌스의 개념이나 논의의 기본이 되는 이론에 대한 합의가 이루지 못하고 있는 상태이다. 본 연구자는 지방정부의 발전적인 행정운영 활성화 방안을 모색하기 위하여 거버넌스의 개념과 의의를 개관하여 분석한 후, 지방정부에서의 로컬 거버넌스의 필요성과 지방정부와 로컬 거버넌스의 관계 및 로컬 거버넌스에 대한 지방정부와 이해 당사자들의 각각의 역할을 이론적으로 비교 검토하였다. 그리고 본 연구에서는 기존의 지방정부 행정운영에 있어 거버넌스로의 방식의 전환에 대한 전반적인 이해를 돕기 위해 로컬 거버넌스에 대한 선행 연구자들의 사례들을 분석한 후, 다양한 로컬 거버넌스에 대한 각각의 특성과 내용에 대하여 살펴보았다. 마지막으로 지방정부의 정상화와 지방자치의 성공적 정착과 발전에 기여하는 것에 본 연구의 목적을 두고 지방정부의 운영에서 발생하는 문제점을 찾아보고 지방정부와 이해 당사간의 참여와 협력의 당위성을 강조하여 로컬 거버넌스가 지향하는 지방정부와 이해 당사자간의 합리적인 모형을 제시함으로써 향후 효율적인 로컬 거버넌스의 구축 방안을 모색하고자 한다. 본 연구는 거버넌스의 이론적 고찰과 기존 연구 사례의 비교 분석을 통한 지방자치의 발전방향을 연구의 대상으로 하고, 그 범위를 총 5개의 부문으로 구성하였다. 제1장은 서론으로 연구의 목적과 연구의 범위 및 방법을 제시하였다. 제2장에서는 거버넌스의 이론적 접근을 통하여 거버넌스의 개념과 이론, 학문적인 접근, 적용대상, 우리 나라의 연구 현황 등을 살펴보았다. 제3장에서는 지방정부와 이해 당사자와의 참여와 협력 관계를 연구하였던 기존의 국내외 논문을 통하여 로컬 거버넌스의 적용 사례를 제시하여 지방정부와 로컬 거버넌스의 참여, 협력, 정보공개, 인센티브 등을 분석하였으며, 제4장에서는 우리 나라의 지방자치에 바람직한 로컬 거버넌스의 운영 방안을 위해 본 연구자의 지방 정부와 로컬 거버넌스의 활성화를 위한 구축 방안을 제시하였다. 끝으로, 제5장에서는 결론으로 연구된 내용을 요약하였다. 이러한 본 연구자의 시사점들을 고려하여 지방정부 행정운영에 지방정부와 이해 당사자간의 발생하는 문제점들을 보완하고 해결할 수 있도록 로컬 거버넌스의 적용을 더욱 강화하여 지방정부의 기능을 다할 때에 지역사회의 공동 목표인 지방정부의 안정적인 발전을 이루는데 기여할 것으로 본다. 앞으로 우리 나라 지방자치의 발전을 위하여 관료제 주도의 일방적인 행정운영이 아닌 모든 이해 당사자들의 참여와 협력을 통하여 로컬 거버넌스의 활성화에 앞장서서 심혈을 쏟는다면 시민들의 삶의 질 향상은 본 연구자가 기대하는 예상보다는 앞당겨질 수 있을 것이다.; Recently governance is well known in political science. It shows that a series of new circumstances in administration as globalization and information oriented society indicates the limitation of traditional administration operated by bureaucracy. The society requires the change to governance carrying out administration operations through participation and cooperation of government and interested parties. The study of governance is done in various ways as a matter of primary concern including the whole social science. The promotion of participation and cooperation required the change of system. As a result, new paradigm appeared on the process of changes of the fundamental system of community operation in many countries. The applications of those governance are showed not only in adminstration area but political and social area and various fields. However does not exist generalization and universalization for the concept of governance needs more consensus. In this study, many theories of preceded researches are commented for correct understanding of governance and reviewed each characteristics and contents for various local governance. The purpose of this study is to contribute toward successful settling down and developing of local self-government and to suggest rational model between local government and interested parties intended for local governance by emphasizing the necessity of participation and cooperation and by pointing out the problems coming out on operation of local government. It shows the way of building of effective local governance in the future. This study consists of five chapters as follows: The first chapter is the introduction andshows the purpose, scope and methods of the study. The second chapter reviews the conception and theory, academic approach, application objects, research status in our country by theoretical approach on governance. The third chapter analyzes the participation, cooperation, information disclosure, and incentive of local government and local governance by suggesting application samples of local governance. The fourth chapter suggests the alternative for operating local governance desirable for local self government. In the fifth chapter, findings in this study is summarized. In the future, the success of local self-government will be decided by local governance through the participation and cooperation of citizens and interest parties. In conclusion, as the importance of governance is increasing more and more research and study will be required for the democratic and efficient administration in the process of Local self-government.
