역세권내 역 인접 소공원의 유형별 이용행태분석을 통한 활성화 방안

Abstract

최근 서울정책의 일환으로 서울시「물을 이용한 친수공간 조성 기본 및 계획」(2007) 과 향후 건설될 지하철 9호선과 연계된 소공원이 계획되고 있으나 구체적인 소공원의 개념과 지침이 이루어지고 있지 않다. 따라서 앞으로 이러한 역세권 내 위치한 지하철역에 인접된 소공원이 계속적으로 확대하여 실시될 전망이지만 역세권내 위치한 소공원의 구체적인 이용실태 및 필요성, 활성화에 대한 연구 및 자료는 미비한 실정이다. 도시공원법 개정(2005년 3월 31일)으로 도시공원의 분류체계에서 소공원과 주제공원을 세분화하여 추가하였으나 소공원은 기능, 규모, 유치거리가 법규로서 명확한 개념이 정립되어있지 않은 상태이며 특히 조성 과정상의 확실한 설계 치침도 수립되고 있지 않은 형태이다. 또한 「도시공원·녹지의 유형별 세부기준 등에 관한 지침」(2007년 2월)공원 내 소공원의 유형을 공원의 설치위치 및 성격에 따라 근린소공원과 도심소공원으로 구분하였다. 하지만 소공원의 유형별 지정은 되지 않은 상태이다. 따라서 본 연구는 연구의 범위로 국한 되 역세권에 위치한 지하철 역 연접 소공원의 현황을 분석하여 지역적 특성과 이용자 특성을 파악하여 소공원의 유형을 분류하여 이용실태 및 이용활성화를 분석하였다. 본 연구에서 보고자하는 역세권 내 소공원의 경우 기본적으로 역세권과 관련되어진 소공원이지만 역세권은 그 주변의 지역적 특성과 이용자 특성이 역의 성격과 지역의 성격에 따라 다르게 나타난다. 「도시공원·녹지의 유형별 세부기준 등에 관한 지침」(2007년 2월)에서 지역적 특성과 이용자 특성에 따른 유형분류의 틀로서 본 연구에서 다루게 될 역 인접 소공원을 법에서 명시하고 있는 유형별 분류에 의하여 근린소공원과 도심소공원으로 분류하였다. 유형화를 위한 분석기준은 소공원 주변 용도배분비율과 기존의 소공원 설치 당시 공공에서의 설치목적을 각 구청의 담장자의 문의를 통하여 파악하고 이용자의 거주특성의 경우는 이용자를 대상으로 설문을 거주지와 거주동에 대한 질의응답을 통하여 각 공원의 주 이용자의 거주특성을 파악하여 최종 대상지 근린소공원 3개소, 도심소공원 3개소를 선정하였다. 각 유형별 근린·도심소공원의 분석은 관찰과 설문을 병행하였으며 관찰조사는 이용자들이 이용실태 및 공간별 행태특성을 도출하였고, 설문조사는 이용자의 이용실태 및 공원시설에 대한 중요도 및 만족도, 공원 환경에 대하여 분석하였다. 이상의 분석결과를 토대로 본 역세권 내 위치한 역 인접 소공원 이용활성화방안은 크게 세 가지 측면으로서 역 인접 소공원의 공원시설 및 설계적 측면 에서 본 이용활성화방안과 이용자의 이용행태적 여건에서 본 이용활성화방안, 관리 및 운영에서의 이용활성화 방안으로 고찰하였다.; Recently, the government is planning a Small park linked with the ready-to-be subway line 9 as a part of Seoul policy,「The standard or plan for making a water-friendly space by water use」(2007), but the specified concept and instructions of the Small park have a ways to go. Therefore, the policy is expected to expand neighbouring Small park near the subway station, but it isn't supported by the research or data which suggests the needs or actual user's behavior and utilization of the Small park. Our country added the specified concept of Small park and theme park on the classification of urban park in the Urban Park Act Revision(2005.3.31), but the concept of Small park is not clearly settled as the law in the scopes of its function, scale, promotion as well as particularly defined plans for Small park project. Also, in the「directions for concrete standard under the types of urban park and green zone」(2007.2), it classified the types of Small park as neighbourhood and urban Small park with its location and characteristics. This study analyzed the actual user's behavior and utilization of Small park through classifing the types of Small park with finding out the characteristics of region and users based on the analysis of user's behavior of neighbouring Small park near the subway station. Though this study gets into a Small park basically related with subway station, as for the subway station, the characteristics of region and users varies from the characteristics of station and region. In the「directions for concrete standard under the types of urban park and green zone」(2007.2) it classified the types of Small park by "regional characteristics" and "user's characteristics". Therefore, this study classifed the subject of neighbouring Small park near the subway station as the neighbourhood and urban Small park under the standard of types in the Urban Park Act. As the analyzing criteria for its typology, this study examined through asking the appointed officers of district office for informations about the ratio of its usage allocation and the purpose of Small park in the public domain when making exsiting Small park, as well as selecting with 3 neighbourhood and urban Small parks as the final target areas of this study after finding the residential characteristics of users through question and answer about user's residential area and place. Paralled by observation and questionnaires on the analysis of the neighbourhood and urban Small park, it deducted the actual conditions of park utilization or user's behavioral characteristics under space by the observation, while the questionnaires conducted an analysis on user's actual uitilzation, importance and satisfaction level as well as the Small park environment. With the above analysis of this study, it was examined largely in three aspects such as the apects of park facility or design of neighbouring Small park, the aspects of user's behavioral characteristics as well as the aspects of adminstration and management in terms of the plans for promoting Small park utilization of the neighbouring Small park near the subway station.
