이용자측면에서의 대중교통 서비스 평가지표개발에 관한 연구

Abstract

본 연구에서는 대중교통 이용의 활성화를 위한 이용자관점에서의 주요항목들을 특성별로 구분하여 평가지표를 개발하고자 하였다. 기존의 대중교통 수단별에 대한 이용자 평가지표개발의 한계점을 벗어나 통합적인 평가지표의 개발을 시도하였다. 본 연구의 대중교통 이용자 설문조사결과에서는 기존의 대중교통 이용자들의 개선에 관한 내용으로는 대중교통운영에 관한 부분이 주를 이루었고, 주로 승용차를 이용하는 사람들은 대중교통시설의 확대에 대한 부분이 주를 이루는 것으로 나타났다. 따라서 이 부분에 대한 양쪽의 바퀴가 동시에 정책적으로 이루어져야 기존의 이용자들의 지속적인 이용과 승용차 이용자들의 대중교통으로의 전환이 발생할 것으로 나타났다. 또한, 대중교통은 크게 광역과 도시내로 그 성격과 특성이 구분될 수 있다. 따라서 본 연구에서는 이 두 부분으로 구분하여 설문조사를 통한 구조방정식 모형을 개발하였다. 광역 대중교통 측면에서는 이동성, 환승연계성, 정시성이 가장 우선항목으로 나타났고, 도시내 대중교통 측면에서는 접근성, 정보성, 쾌적성이 우선항목으로 나타났다. 따라서, 대중교통의 활성화에 대한 정책은 특성별로 광역과 도시내로 구분하여 주요항목을 고려해야 할 것이며, 또한 각 대중교통수단의 네트워크화를 극대화 할 수 있는 방향으로 나아가야 할 필요성을 본 연구에서 밝히고자 한다.; This study aims to develop evaluation index by distinguishing major items per characteristics from the viewpoints of users for increasing the use of public transportation. This study attempted to develop comprehensive evaluation index by overcoming the limit of exiting development of user evaluation index according to the types of public transportation. The results of survey on users of public transportation showed that the public transportation users were mainly concerned on the operation of public transportations from improvement aspects and those who use passenger cars mainly answered on the expansion of public transportations. Therefore, it showed that there will be transfer of passenger car users to public transportation and continued use by existing users if there are simultaneous policies on both areas. Furthermore, public transportation can be classified into wide-area and urban according to the characteristics and features. Thus, this study developed structural equation model through surveys by classifying the above areas into 2 sections. It showed mobility, easy of connection, punctuality were rated the most important from the aspect of wide-area public transportation, and accessibility, information, comfort were rated the most important from the aspect of urban public transportation. Therefore, this study would like to point out that a policy to increase the use of public transportation should consider major issues by classifying wide-area and urban according to its characteristics and the need to maximizing networking for various public transportation means.
