재정자립도에 따른 서울시 소재 자치구의 노인 여가스포츠정책 비교

Abstract

본 연구는 서울시 소재 25개 자치구 별 재정자립도에 기초하여 2차자료를 중심으로 노인 여가스포츠정책을 정책, 시설, 예산, 지도자, 프로그램의 측면에서 분석하여 비교하는 것이 그 목적이며 나아가 노인복지 증진을 위한 정책모색에 기초자료를 제공하고자 한다. 이러한 목적을 달성하기 위하여 서울시 소재 자치구를 모집단으로 설정하고 비확률 표본추출법 중 판단추출법을 사용하여 서울시 소재 자치구 중 재정자립도에 의해 상위 2개구와 하위 2개구인 강남, 서초, 강북, 중랑구 등 4개구의 표본을 추출하였다. 자료분석을 위해서는 문헌연구와 사례비교를 병행하였다.; The purpose of this study is to compare the policies, facilities, budgets, coaches, and sports programs to leisure sports policy for the aged focusing on secondary data based on public finance among 25-local autonomy system in Seoul and furthermore is to offer basic data to the senior citizens' welfare policy. In order to achieve this purpose, sample was selected local autonomy system in Seoul through the Judgement Sampling out of non-probability sampling and finally Gangnam-Gu, Seocho -Gu as the developed Gu, and Gangbuk-Gu, Jungnang-Gu as the developing Gu were selected as a sample. Documents and comparative studying methode was used for the case of analyzing the data. First, documents study was made up of previous data and secondary data about leisure welfare policy and sports for all concern senior citizens' welfare. Second, comparative study was composed of five section of policies, facilities, budgets, coaches, and sports programs of leisure sports policy for the aged in 4 local autonomy system. The results of this study are as following: 1. This study attempted to analyze the difference in weight of policy concern leisure sports policy for the aged in accordance with public finance. From the results, there was no significant difference in 4 local autonomy system depending on weight of policy concern leisure sports policy for the aged in accordance with public finance. 2. This study attempted to analyze the difference in number of facilities concern leisure sports policy for the aged in accordance with public finance. From the results, there was significant difference in 4 local autonomy system depending on number of facilities concern leisure sports policy for the aged in accordance with public finance. 3. This study attempted to analyze the difference in budget concern leisure sports policy for the aged in accordance with public finance. From the results, there was significant difference in 4 local autonomy system depending on budget concern leisure sports policy for the aged in accordance with public finance. 4. This study attempted to analyze the difference in number of coaches concern leisure sports policy for the aged in accordance with public finance. From the results, there was no significant difference in 4 local autonomy system depending on number of coaches concern leisure sports policy for the aged in accordance with public finance. 5. This study attempted to analyze the difference in diversity of program and the standard quality concern leisure sports policy for the aged in accordance with public finance. From the results, there was no significant difference in 4 local autonomy system depending on diversity of program and the standard quality concern leisure sports policy for the aged in accordance with public finance.
