Abstract
냉전시기에 자국의 ‘평화헌법’(平和憲法)과 미국과의 ‘미일동맹’에 기반하였던 일본의 안보정책 기조는 탈냉전 이후 자위대(自衛隊, Self Defence Forces)의 해외파병 노력, 새로운 ‘미ㆍ일 방위협력지침’(U.S.-Japan Defense Cooperation Guidelines)의 제정, 미국의 대(對)테러전 지원 등을 통해 보다 적극적인 형태로 변화하고 있다. 그런데 이러한 일본 안보정책의 변화 자체는 그것이 한국을 직접적인 목표로 삼지 않으며 또한 한미동맹과 미일동맹의 연계 측면에서 한국 안보에 긍정적인 영향을 미칠 수 있다는 점에서, 한국 안보에 긍정적 혹은 부정적 영향 모두를 미칠 수 있는 ‘양가성’(兩價性, Ambivalence)을 가진다고 평가할 수 있다. 그러나 이러한 일본 안보정책의 성격에도 불구하고, 한국인들은 일본 안보정책의 변화가 한국 안보에 상당한 위협을 줄 것으로 인식하는 경향을 보이고 있다. 본 논문은 이러한 탈냉전 이후 일본 안보정책의 변화에 대한 한국인들의 인식적 경향의 구체적인 내용을 밝히고, 이러한 경향이 만들어지게 된 심리적인 배경요인들에 대해 분석하는 것이 목적이다. 이러한 연구목적을 달성하기 위해 본 논문은 다음과 같은 분석틀과 연구대상ㆍ범위를 설정하였다. 우선, 한국의 일본 안보정책 인식내용에 대한 분석틀로 스키마(schema) 이론에 입각한 ‘안보정책 스키마’를 구상하였다. 그리고 1990년부터 2004년까지, 만 15년 기간 동안 한국 신문의 일본 안보정책 관련 사설들을 추상적인 한국인의 인식을 반영하는 분석대상으로 설정하고, 이를 분석틀을 통해 분석하여 한국의 일본 안보정책 인식내용을 재구성해 내었다. 다음으로, 이렇게 밝혀낸 인식내용의 성립에 영향을 준 심리적인 배경요인에 대해서는 인식과정에 존재하는 인식환경ㆍ인식주체ㆍ인식객체라는 세 가지 요소들간의 상호관계를 고려하여 ‘한국의 일본 안보정책 인식 형성배경의 분석틀’을 설정하였고, 이를 통해 기존의 관련 연구물들을 분석하여 한국의 일본 안보정책 인식배경을 밝혀내었다. 이상과 같은 방법을 통해 분석한 한국의 일본 안보정책 인식내용과 그 인식배경은 다음과 같다. 첫 번째로 한국의 일본 안보정책 인식 ‘내용’에 대해 살펴보면, ‘사안의 원인’ 항목에서 한국인은 일본의 안보정책 변화가 상황적 요인으로부터 영향을 받고 있기는 하지만, 그럼에도 불구하고 보다 중요한 것은 그러한 상황적 요인을 이용한 일본의 의도로 인식하고 있었다. 다음으로, ‘사안의 영향’ 항목에서 한국인은 앞서 원인 항목에서의 일본의 의도에 대한 인식을 바탕으로, 커다란 경제력을 바탕으로 막강한 군사적 능력을 갖추었거나 또는 갖추어나가고 있는 일본의 능력을 고려하여, 일본 안보정책의 변화가 한국 안보에 긍정적인 영향을 미칠 수도 있을 것이나 보다 주목해야 할 것은 부정적으로 미칠 영향인 것으로 인식하고 있었다. 이어서 ‘사안의 반응’ 항목에서 한국인은 일본의 안보정책 변화에 대해서 우려와 의혹 그리고 반대라는 반응을 보였고, 이러한 부정적인 반응은 ‘사안의 대응’ 항목으로 이어져 일본 안보정책의 변화에 대한 한국 정부의 보다 적극적인 대응과 동시에 국제적인 대응이 촉구되고 있었다. 또한, 일본 안보정책 변화에 영향을 미치고 있는 미국에 대해서는 일본의 군사적 영향력 확대가 가져올 위험성에 대해 보다 확실히 인식할 것이 촉구되었으며, 문제의 당사자인 일본에 대해서도 스스로에 대한 자제의 자세가 요구되고 있었다. 그리고 이상과 같은 인식논리의 흐름에 있어, 일본의 과거 제국주의적 행태와 독일의 전후(前後) 적극적인 과거사 반성과 같은 사례들이 그 논리적 흐름을 정당화하는 기능을 수행하였다. 두 번째로 한국의 일본 안보정책 인식 ‘배경’에 대해 살펴보면, ‘인식환경’의 측면에서 탈냉전 이후 국제정세의 변화에 따른 일본에 대한 상대적 위협인식 변화가 일정한 영향을 미쳤다. 즉, 구체적으로 탈냉전 이후 일본의 상대적 위상 강화로 인한 일본에 대한 주목도의 향상, 일본에 대한 위협인식을 억압하고 우호적 인식을 증대시켰던 양극체제 하에서의 자본주의진영내 결속심리의 약화, 기존의 북한에 대한 안보적 위협인식의 상대적 약화 등이 영향을 미쳤던 것이다. 다음으로, ‘인식 주체와 객체의 관계’ 측면에서 한국이 일본과 맺어온 과거관계를 반영하는 반일(反日)감정이 또한 영향을 미쳤다. 한국의 강한 반일감정은 호감도가 판단에 미치는 영향, ‘인지일관성’(cognitive consistency)을 유지하려는 성향, 그리고 ‘역사적 유추법’(historical analogy)을 동원한 사고경향이라는 심리적 기제들을 통해 일본의 안보정책 변화를 인식하는데 영향을 미쳤다. 이어서, ‘인식 주체와 객체의 관계’ 측면에서 한국과 일본의 현재 국력의 상대적 차이가 영향을 미친 것으로 분석되었다. 즉, 상대적 약소국인 한국은 상대적 강대국인 일본의 안보정책 변화를 인식하는 과정에서 한국에 미칠 위협의 가능성에 초점을 맞춰 부정적으로 인식하는 심리적 경향성을 보였던 것이다. 또한, ‘인식 주체와 객체의 관계’ 측면에서 인간 집단의 일반적인 타자(他者) 인식의 심리적 경향인 ‘이중잣대(double standard) 심리’ 역시 영향을 미쳤다. 즉, 이중잣대 심리라는 타자 인식에 있어서의 인간의 편향적 성향은, 한국 자신에 대해서는 그 정당성을 강조하고 일본이라는 타자에 대해서는 그 적대적 의도를 강조하여 인식하도록 영향을 미치는 것이다. 마지막으로 ‘인식주체’ 측면에서는 매스미디어의 역할과 전문가의 성찰(self-reflection)기능을 살펴보았다. 우선, 일본의 안보정책 변화에 대한 정보 자체가 한국 매스미디어에 의해 부정적으로 가공된 채로 전달된다는 점이 한국의 일본 안보정책 인식에 영향을 미치고 있었다. 다음으로, 한국인 집단의 성찰기능을 담당하는 일본 안보정책 전문가들 자신이 활발한 성찰적 역할을 수행하지 못하고 있는 한국의 현실이, 한국의 일본 안보정책 인식 경향 자체에 대한 문제제기를 억제하여 기존의 인식경향을 강화하는데 영향을 미치고 있었다. 결과적으로 한국의 일본 안보정책 변화에 대한 부정적인 인식논리 그 자체는 한국의 경험과 상황을 반영하는 하나의 타당한 논리라고 이해할 수 있으며, 또한 한국 안보의 확보를 위해서도 필요한 것이라고 평가할 수 있다. 그러나 이러한 논리 중에서도 일본의 안보정책 변화를 일본의 군국주의화(軍國主義化)로 연결시키는 것과 같은 지나친 위기의식과 위협인식은 오히려 한국 안보를 위한 적절한 판단을 저해할 수 있으며, 이로 인해 일본과의 상호 오해가 심화된다면 양국 모두의 안정과 발전을 해칠 것이기 때문에 마땅히 비판받아야 할 것이다.; The keynote of Japanese security policy which was based on its 'Peace Constitution' and 'U.S.-Japan Alliance' in the Cold War era has been changing to be more active in the post-Cold War era through a number of efforts such as dispatching Self Defense Forces to other countries, establishing new 'U.S.-Japan Defense Cooperation Guidelines' and supporting the war on terror led by the U.S. However, this change in the security policy of Japan can be said to have 'ambivalence,' having both positive and negative impacts on the security of Korea in that such a change does not target Korea directly while it may have a positive effect on Korea's security in association of Korea-U.S. Alliance and U.S.-Japanese Alliance. Nonetheless, despite the character that the Japanese security policy has, Korean people show a tendency to perceive its change will be a considerable threat to the security of Korea. The purpose of this study is to reveal a perceptive tendency of Korean people toward the change of the Japanese security policy after the Cold War was ended and to analyze the psychological factors that have been served as a background for forming the tendency. In order to achieve the purpose, this study sets an analytical framework and subject and range to be studies as follows: first of all, as a framework to analyze the perception of Korean people toward the security policy of Japan, it draws up 'Security Policy Schema' based on the schema theory. In addition, this study sets the editorials of Korean newspapers on the security policy of Japan featured for 15 years from 1990 to 2004 as a study subject to reflect the abstract perception of Koreans and the Koreans' perception is reorganized by analyzing the editorials in that period through the analytical framework. Secondly, with respect to the psychological factors to have influenced the perception revealed by the previous process, this study sets the 'Analytical Framework for the Background of Forming Koreans' Perception on the Security Policy of Japan,' considering the correlation of three elements existing in the perceptive process, named the perceptive environment, perceptive subject, and perceptive object. Through this, the existing relevant studies are examined and the background of Korea's perception on the Japanese security policy can be traced. The perception of Koreans and the background of Koreans' perception toward the Japanese security policy are as follows: first, regarding 'what Koreans perceive' on the security policy of Japan, the 'Cause of Change' shows that Korean people consider Japan's intention to be more decisive in bringing about a change of the Japanese security policy though a change is influenced by circumstances. Second, the 'Effect of Change' reveals that Koreans think the change in the Japanese security policy will have a negative effect on the security of Korea though such a change may have a positive effect as well. This is because Korean people see Japan's enormous military power or its capability to be equipped with that power supported by its mighty economic power based on the perception shown in the 'Cause of Change.' Third, according to the 'Reaction to Change,' Koreans show anxiety, suspicion, and objection to the change in the Japanese security policy and these negative reactions are linked to the 'Response to Change,' expecting the Korean government to have more aggressive and international responses to such a change. Regarding the U.S., who affects the Japanese security policy, it is revealed that Koreans expect the U.S. to recognize the danger arising from the military expansion of Japan more clearly while they require Japan to control herself in changing the direction of its security policy. In addition, several instances such as the imperialistic behaviors of Japan exhibited in the past and the active and voluntary repentance made by Germany after World War Ⅱ play a role of justifying the logics of Koreans' perception revealed above. Secondly, with respect to the 'background' of Koreans' perception toward the Japanese security policy, a change in the degree of a threat that Koreans feel against Japan plays a role to a certain extent, which is followed by a change in the international relations after the Cold War ended. To be more specific, the following factors affect the Koreans' perception: the increasing attention given to Japan due to the rise of Japan's status; loosed bond in the era of the Post-Cold War existing among the members in the capitalist camp under the Cold War system, which repressed the perception of a threat and yet intensified the perception of friendliness toward Japan; the relative decrease in the degree of a security threat that Koreans feel against North Korea. In the aspect of a 'perceptive subject and perceptive object,' the anti-Japanese sentiment that Korean people generally have, reflecting the past relationship between Korea and Japan also affects Korea's perception on the security policy change of Japan. Koreans' strong anti-Japanese sentiment plays a significant role in their perception toward the Japanese security policy through several psychological mechanisms such as the effect of favor, tendency to retain 'cognitive consistency,' and thinking inclination using 'historical analogy.' Also, regarding 'perceptive subject and perceptive object,' it is shown that the relative difference of power between Korea and Japan affects Korea's perception. The relative lesser power, Korea tends to recognize the change in the Japanese security policy by focusing more on the possible threat that such a change might cause to Korea. In addition, 'double standard mentality,' which is a general psychological tendency of perceiving other people in a human group affects Korea's perception in terms of 'perceptive subject and perceptive object.' To be more specific, the biased tendency of a human being conceiving other people, so called double standard mentality makes Koreans to emphasize legitimacy toward herself while it forces them to emphasize the hostile intention when perceiving Japan. Lastly, in the aspect of 'perceptive subject,' this study examines the role of mass media and the self-reflection done by specialists. Above all, the fact that the information regarding the change in the Japanese security policy itself is processed and conveyed negatively to the Korean public by Korean mass media affects Korea's general perception toward the security policy of Japan. On top of that, the reality in Korea that the Korean specialists in the Japanese security policy lacks self-reflection represses even raising a question on the trend in Koreans' recognizing the Japanese security policy and intensifies the existing perception. In conclusion, the negative perception of Korean people toward the security policy of Japan can be understood as a reasonable outcome of logical thinking process, reflecting the experience and circumstances that Korea has have so far. Also, it can be evaluated that this kind of perception is necessary for the security of Korea. However, the extreme perception on the security policy change of Japan as a serious threat or crisis, associating with the militarist movement of Japan can disturb the proper judgment relating to Korea's security. Furthermore, if the mutual misconception between Korea and Japan gets worse due to this extreme perception, the stability and development of both states will be hampered and this is the reason why such an extremism deserves to be criticized.
