대중교통 활성화 방안에 관한 연구

Abstract

Ansan city is an industrial city which supports Banwol & Sihwa national industrial complex and adjoins Seoul, the center of the Metropolitan area. Complementary cooperation has left between increase of private cars and a way of public transportation. Besides, not only shrunk supply and service degeneracy of the public transportation but also upraising policy of the public transportation are insufficient. The rapid growth of private cars and the deterioration of public transportation service lead to problems which are rapid decrease of public transportation users and financial aggravation of operating system. To solve these problems, it has been promoted revitalization policy of the public transportation such as buses and city railroads, but the effect has been insignificant. As for the operational condition of general public transportation in Ansan, it has got long distance-centered routes (e.g. from Banwol to Sihwa industrial complex) and concentrated routes on only commute time. Phased development of inhabitation deepens avoidance of transfer caused by irregular transformation of city and route irregular transformation caused by civil petition for short distance bus route. In addition, the isolation of outer road and city railway lines, which is passing through center of city, makes too much of east and west direction in public transportation lines. The biggest problem of public transportation in Ansan is that the overvaluation of bus routes in specific region, which makes its system unreasonable, and eventually generates irregular lines. In Ansan, it does not have exclusive bus lanes, bus-first system, construction of traffic infrastructure and it is quite behind other cities in using information system requiring bus priority policy. Also, the poor bus basis facilities such as the shortage of public parking lot and transit system bring on dissatisfaction of its users. Among all kinds of transportation, the percentage of private cars is 50%, and the percentage of buses is pretty higher than other public transportation (for instant, taxis, trains, and subway). However, the benefit of bus company is getting decreased due to the weakness of running structure, the increasing number of private cars and the decreasing number of persons who are using public transportation. Then, the cost of operation is getting higher. As a result, its service environment is weaker and the loss is bigger every year. Recently, according to global concern and control of environmental pollution, the relevance or necessity of revitalization of public transportation should be reinforced. In accordance with this, Ansan city should significantly promote the revitalization policy of the public transportation. As to the policy of revitalization of the public transportation, the following suggestions are what Ansan city definitely needs.; 안산시는 반월, 시화 국가산업단지의 배후로 조성된 산업도시로서 수도권의 중심인 서울과 인접해 있다. 자가용 승용차의 증가와 대중교통수단간 상호 보완관계가 취약한 실정이다. 더욱이 대중교통의 공급위축 및 서비스 저하는 물론 대중교통 육성정책도 미흡하다. 자가용 승용차의 급속한 증가와 대중교통 서비스의 악화는 대중교통 이용자의 급속한 감소와 더불어 운영업체의 재정여건 악화 등의 문제를 초래하게 되었다. 이러한 문제점을 해소하기 위해 버스나 도시철도 등과 같은 대중교통을 활성화 하는 정책이 추진되어 왔지만, 그 효과는 미미한 실정이다. 안산시의 종합적인 대중교통 운행여건은 버스 이용지역이 반월 · 시화산업단지 등 장거리 노선위주이며, 출·퇴근 시간에 집중되어 있다. 주거의 단계적 개발은 도시형태의 굴곡화로인한 환승 기피 및 근거리 버스노선 요구 민원발생으로 노선 굴곡화를 심화시키고 있다. 또한 외곽도로의 폐쇄성과 전철노선의 도시 중심부 통과로 대중교통 노선의 동서 지역편중 현상을 보이고 있다. 안산시 대중교통의 가장 큰 문제점은 특정지역의 버스노선 편중으로 노선체계가 불합리하며 굴곡노선이 발생하였다는 점이다. 버스전용차로가 없으며, 버스우선 신호도 도입되어 있지 않고, 교통 인프라 구축 및 이용정보체계의 낙후 등 버스 우선정책이 미흡한 실정이다. 공영차고지와 환승시설 등 버스기반시설이 부족하여 이용자의 불편을 초래하고 있다. 승용차 분담률이 전체 교통수단 중 절반을 차지하고, 승용차를 제외한 택시, 버스, 철도에 비해 버스의 분담률이 매우 높다. 경영구조 취약, 자동차 등록대수 증가와 버스 대당 수송인원 감소로 버스 수입금은 감소하고 운행비용은 증가하고 있다. 그 결과 시내버스업체의 운행환경은 매년 악화되고 운영적자가 가중되고 있는 실정이다 최근 환경오염에 대한 세계적 관심과 규제에 따라 대중교통을 활성화해야 할 당위성 또는 필요성은 한층 강화되었다. 이에 따라 안산시는 대중교통활성화 정책을 획기적으로 추진해야 할 것이다. 안산시의 대중교통 활성화 방안으로 규제완화, 행정처분강화, 운행기록기 설치와 버스안내시스템(BIS) 도입, 교통민원 신고 관련 인원 보강, 심야운행 수요충족 및 수도권 연결과 터미널 및 전철역 등에서의 대중교통 환승체계가 구축, 준공영제 도입, 요금체계 개편, 표준 원가제 및 경영정보관리 시스템 구축, 노선 입찰제, 공영 차고제 도입, 첨단대중교통체계 도입, 시화호 여객선 해상교통 연계방안, 국가산업단지 내 전철역과 연계방안 강구, 전철 노선 신설 및 연장 등이 요구된다.; a neutralizing regulation, strengthening of administrative measure, establishment of operation recorder, induction of BIS(bus information system), reinforcement of the personnel related to traffic statement of civil petitions, sufficiency of demands for midnight bus service, transportation to the Metropolitan Area without difficulty, construction of useful transit system at terminal and train station, introduction of semi public system, reorganization of fare system, construction of standard cost and managing system, bidding system for routes, induction of public parking lot & cutting-edge public transportation system, a program for marine transportation(e.g. sea buses, ferries) in the lake, sihwa, a connection plan for train stations in national industrial complex, new establishment and extension for several stations(stops) of subway.
