케이블TV(SO)의 공중참여 프로그램 운영에 대한 연구

Abstract

Meanwhile, the cable TV has grown remarkably externally, and now, more than 70% of nation's audience watch the cable TV. Moreover, the cable TV which now provide for such added services as ISP and VoIP is prepared fully to advance into the communication market beyond the broadcasting market. Due to such industrial growth and its larger scale of economy, it is argued that the cable TV SO should assume a public responsibility, playing a social role as well as the roles as local channels. Above all, the cable TV as local media based on local communities is obliged to be faithful to its social roles conducive to development of local communities. Nevertheless, it is an undeniable fact that the cable TV SO local channels have not yet been established firmly as local media based on local communities. On the other hand, the controversial permission of SMATV and introduction of IPTV threaten survival and development of the cable TV. In such circumstances, this study aimed to find the ways to activate the public access program allowed by Integrated Broadcasting Act in 2000 and thereby, activate the local channels. The public access program produced directly by community people is expected to protect local audience's rights and interests, while serving to realize the localization pursued by local communities, their members and the cable TV SO based on local communities within the paradigm of decentralization. In this context, the researcher discussed the public access program theoretically, focusing on how the public access program could be grafted onto the local channels in view of public services of the local channels. To this end, the researcher reviewed the preceding studies about the public access program for activation of the local channels and then, empirically examined the details not discussed by the preceding studies to help the cable TV SO local channels to make use of the public access program correctly and effectively.; 그 동안 케이블 TV는 우리나라의 국민 70%이상이 시청하는 외형적으로 눈부신 양적 발전을 거듭해 왔다. 또한 초고속인터넷(ISP)과 인터넷 전화(VoIP) 등의 부가서비스를 제공하고 있는 케이블TV는 방송시장을 넘어 이제 통신시장으로의 진출을 본격화 하고 있다. 이러한 산업적, 경제적 규모의 성장은 케이블TV SO의 공적 책임론과 함께 사회적 역할의중요성뿐만 아니라 지역채널로서의 역할이 강조되고 있다. 무엇보다도 케이블TV는 지역을 기반으로 하는 지역미디어로서 지역사회발전에 기여할 수 있는 사회적 역할에 충실해야 할 의무가 있기 때문이다. 그럼에도 불구하고 케이블TV SO의 지역채널은 지금까지 지역성을 담보로 하는 지역매체로서의 확고한 자리를 잡지 못하고 있는 것이 부인할 수 없는 사실이다. 또한 최근 논란이 되고 있는 위성방송공동수신설비(SMATV)의 허용과 인터넷텔레비전(IPTV) 도입은 현재 케이블TV의 생존과 발전에 있어서 커다란 위협이 되고 있다. 이에 대해 본 연구에서는 지난 2000년 통합방송법에서 제정된 지역주민이 제작한 프로그램방영이 가능해진 시청자제작프로그램의 활용을 지역채널의 활성화 차원에서 찾아보고자 하였다. 특히 지역주민들이 직접 제작한 영상창작물로 시청자 권익보호에 구체적으로 접근할 수 있는 시청자제작프로그램은 지방분권화의 패러다임 속에서 지역사회, 지역민, 그리고 지역밀착형 매체인 케이블TV의 SO가 지향하는 지역성 구현에 가장 근접할 수 있는 프로그램이라 판단되기 때문이다. 이러한 맥락에서 본 논문에서는 시청자제작 프로그램에 대한 이론적 논의를 통해 시청자제작프로그램을 어떻게 지역채널에 접목할 수 있는지에 대해 지역채널의 공익서비스 차원에서 논의해 보았으며, 국내 지역채널의 활성화를 위해 선행되었던 연구 중 퍼블릭 액세스 프로그램의 연구결과를 중심으로 살펴보고 기존연구에서 논의되지 않았던 세부적이고 실증적인 연구를 통해 케이블TV SO 지역채널에서 시청자제작프로그램의 올바른 활용과 방향성에 대해서 살펴보고자 하였다.
