주민 참여 마을 만들기의 선호사업에 관한 연구

Abstract

본 연구에서는 현재 활발하게 진행되고 있는 마을 만들기 사업을 평가해 봄으로써, 현재 마을 만들기 사업에 대한 평가 및 향후 마을 만들기 계획에 있어서, 지역에 필요한 사업을 선택할 수 있는 기준을 제시하고자 하였다. 연구대상지는, 일정기간 이상 주민참여 방식의 마을 만들기 활동이 진행되고 있는 지역 중에서 주민참여 제도가 정비돼있고, 행정적 지원이 활발한 광주광역시 북구 문화동을 대상으로 하였다. 평가에 있어서는 평가 상위기준과 하위기준을 추출, 기존에 제시된 마을 만들기 사업 유형 제시, 도출된 평가기준 항목 간 가중치 설정, 각 평가기준에 따른 기여도 산정 등의 과정을 거쳐 대상지역인 문화동 주민참여의 마을 만들기 사업이 어떠한 성격을 가지고 있는지를 살펴보았다. 분석한 결과에 의하면, 첫째, 전문가가 경제성 뿐 아니라 환경성, 편리성, 안전성, 문화성 등 다양한 분야에 고르게 관심을 가지고 있는 반면에 주민은 경제성과 안전성, 관계성에 대해서 두드러지는 관심을 보이고 있었다. 둘째, 주민이 지역 활성화를 위한 사업을 선호하고 있는 반면에 전문가는 쾌적한 생태환경조성과 생활환경 정비 등 환경개선 사업을 선호하고 있었다. 셋째, 문화동에서 진행 혹은 계획 중인 마을 만들기 사업은 환경개선과 문화 중심의 사업이 주를 이루어지고 있었다. 이는 마을 만들기 사업이 전문가와 행정가 중심으로 이루어지고 있음을 보여주고 있었다. 본 연구에서는 선행연구만을 대상으로 평가지표를 도출하였다. 따라서 향후 평가지표에 대해 전문가 설문 및 통계분석을 수행하여 좀 더 정밀한 평가 지표를 제시할 필요가 있다고 판단되어진다.; The purpose of this research is to show a criterion which is enable us to choose activities needed to the local area through assessment of the on-going maeulmandeulgi as well as future projects. Using the example of Machizkuri activities of Gwang-ju Buk-gu Moonhwadong, this study evaluates Machizkuri activities because Moonhwadong has various systems and executive support. Moreover Moonhwadong has carried out Machizkuri activities for a long time. Evaluation is done according to the categories of environment, convenience, security, culture, economic feasibility, interrelation and structure. All the projects are scored for each of these categories and the preference of different classes of people are drawn from a summation. This study procedure is as follows. ① Through reviewing the prior studies, evaluation factors are selected. ② In order to draw preference types of residents and professionals, this study indicates existing types of Machizkuri. ③ Through conducting the survey with Moonhwadong residents and professionals of Machizkuri, weight of each factor is drawn with AHP. ④ Machizkuri professionals decide the extent of contribution of each factor with brainstorming. ⑤ The preference types of Machizkuri depends on the weight of each factor and the extent of contribution. ⑥ After looking for prefernce types of Machizkuri, the character of Machizkuri of Moonhwadong is concluded. According to study results, firstly, the professionals are interested in various fields like economic, environmental-friendliness, convenience, security and culture while residents only focused on economic, security and interrelation. Secondly, it revealed that the residents tend to think more about the revitalization of the local district while professionals and administrators focused on the improvement of the environment. The projects of Moonhwadong mostly focus on environmental improvement which indicates that they are led by professional and administrators with limited reference from the residents. In conclusion, the method is needed to be found in the planning stage of Machizkuri to get more opinion from the residents, so to have a balanced development in variety of aspect as well as a lively local district that will be peculiar to Moonhwadong. Because this study indicates criterion of deduction of preference types of Machizkuri, other regions will use this way which can inspect current Machizkuri projects and estimate the project in advance. Factors of this study has a lack of objectivity. Therefore the next study will make up for the weak points in this study.
