임원항의 지진해일 EAP 작성

Abstract

본 연구에서는 1983년 동해 중부 지진해일 발생 시 가장 큰 피해를 입었던 강원도 삼척시 원덕읍에 위치한 임원항에 대한 지진해일 비상대처계획(Emergency Action Plan)을 작성하였다. 정확한 비상대처계획 작성을 위하여 조사단을 구성하여 직접 임원항을 현장조사하고 지역주민과의 인터뷰를 실시하였으며 그 결과를 적극 활용하였다. 우리나라에 현재 지진해일에 관련된 비상대처계획이 수립된 과거가 없으므로 본 논문은 또 다른 항의 지진해일 비상대처계획 수립 시 큰 도움이 될 것으로 사료된다. 또한, 현장조사 결과에서 얻은 임원항의 지형 특성을 고려하여 피난시뮬레이션을 수행하였다. 이 결과를 지역주민에게 비상대처계획을 배포할 때 함께 보여준다면 앞으로의 지진해일 발생 시 더욱 원활한 대피가 이루어 질 수 있을 것으로 판단된다.; This study establishes an EAP(Emergency Action Plan) against tsunami at Imwon Port. EAP describes the initial responsibilities and actions to be taken to protect all human in the event of a natural disaster. The purpose of an EAP against tsunami is to protect the human from serious injury, property loss, or loss of life, in the event of an actual or potential tsunami. At Imwon Port, the severest damage had been occurred during the 1983 Central East Sea Tsunami. A survey team investigated the data of the 1983 Central East Sea Tsunami and interviewed with inhabitants who had experienced the 1983 Tsunami to design a proper EAP. The established EAP is a great help to design EAPs of other ports. A new evacuation simulation program based on the field survey data and characteristic of Imwon Port were used in design of the EAP. If local governments show the results of this new program to inhabitants when they distribute EAP, the efficient mitigation will be occurred.
