구조적 홍수방어 대안의 계층화분석(AHP)을 위한 정책성 평가 방법 개발

Abstract

유역종합치수계획의 구조적 홍수방어시설 구축은 건설교통부의 다차원홍수피해액 산정방법에 의해 대부분이 진행되어지고 있으며, 또한 최적대안 선정을 위해 건설교통부(2004)에서 제시한 경제성 분석과 안전 위험성, 지속 가능성만을 고려하여 계층화분석(AHP)기법을 통한 가중치로 최적대안을 선정하고 있다. 그 결과 정책성 분석의 결여로 인해 사회적 문제, 민원발생, 정부기관간의 마찰 등 많은 문제가 발생하고 있다. 본 연구에서 이 같은 문제를 해결하기 위해 유역종합치수계획을 위한 계층화분석(AHP)기법의 정책성 평가의 계층구조를 재구성하고, 구조적 홍수방어시설의 최적대안 선정을 위해 정책적 세부 평가항목별 가중치를 설정하여 계층화분석(AHP)기법에 적용할 수 있는 정책적 평가기법을 개발하였다. 정책적 평가기법을 개발하기 위해서 한국개발연구원 제시한 정책성 평가 항목들 중 치수사업 대안선정에 어떤 항목을 추가 할 것이며, 가중치를 어떻게 설정 할 것인지를 설문조사를 실시하였다. 설문조사 결과와 한국개발연구원에서 제시한 국가 공공사업의 예비타당성 조사를 위한 가중치를 경제성 분석(60)과 정책성 분석(40)을 비교하였다. 치수경제성에 높은 가중치를 부여하였던 과거와 달리 설문조사 결과는 치수경제성(53)이 중요하지만 정책성 분석(47) 역시 중요하다는 인식의 변화와 기본 평가항목을 추가하여 정책성 분석의 세부 평가항목의 다양성이 필요하다고 나타났다.; Up to the present, a Structural Flood Defensive Alternatives is carried out, considering an economic of floodcontrol, riskness of safety and sustainability. As a result a social problem, problems associated with claim, troubles between department of government are issued. The detailed items, that are presented in KDI(2001),are should be added in order to resolve the above problems. Hence, in this study the questions to the researchers, engineers and public servants are performed for the purpose of obtaining how to compute the weight factors and which are the items, that are added. As a result of researches three items, revitalization local economics, volition to the projects, accordance with related the projects, etc. selected basis items to be estimated. Also the weight factors to analyse is analysis of economic(60) and analysis of policy(40) and these factor are compared with result of the questions. As a results of comparing, the policy factor(47) is estimated higher, this result suggests that the changes of social awareness, analysis of policy(47) is also important, is represented by the engineers , researchers, public servants.
