폐기물 최소화 방안에 관한 연구

Abstract

폐목재의 자원화는 목재자원의 고갈과 가격상승, 기후변화 대응을 위한 신?재생에너지로서 관심이 높아지고 있으며, 지구온난화 원인물질인 CO2의 흡수원인 산림자원의 순환이용측면에서도 아주 중요한 의미를 갖는다. 우리나라는 목재소비량의 대부분을 수입에 의존하고 있음에도 폐목재의 발생량은 매년 증가하고 있으며, 재활용률은 46.4%에 불과하여 절반 이상이 소각 또는 매립으로 폐기되는 것으로 나타나 순환이용가능 자원이 낭비되고 있다. 이에 따라, 본 연구에서는 제도적인 측면에서 폐목재의 발생을 저감하고 자원화를 촉진하여 폐기되는 양을 최소화하기 위한 개선방안을 수립코자 하였다. 첫째, 폐목재의 발생저감을 위한 개선방안으로 독특한 주거문화, 잦은 이사, 소비행태 등의 원인으로 계속 증가하고 있는 폐가구류의 발생억제를 위해서는 현행 권장사항으로 되어 있는 붙박이장 설치를 의무사항으로 강화하고, 그 대상을 공동주택에서 단독주택에까지 확대할 필요가 있다. 둘째, 폐목재의 자원화촉진을 위한 개선방안으로 페인트?기름?방부제 등 함유 여부만으로 재활용 또는 처리대상을 달리함으로서 자원화를 제한하는 문제점을 개선하기 위해서는 유해정도를 고려한 세분화된 배출기준(등급) 및 재활용?처리기준 마련되어야 하며, 건설폐목재의 재활용을 위해서는 건축물 등 구조물의 해체과정에서 혼합건설폐기물의 발생을 최소화하고 분리해체를 통해 분리배출이 용이하도록 혼합건설폐기물의 물질별 분리 및 재활용 의무가 보다 강화되어야 한다. 또한, 폐목재의 경제성을 고려한 재활용 유도를 위해서는 시장원리에 의한 물질재활용과 에너지 회수 간의 우선순위 원칙의 정립이 필요하며, 영세한 폐목재재활용산업의 육성을 위해 설비투자에 대한 세액공제 확대, 자금지원 및 정부 R&D투자 확대 등이 필요할 것으로 사료된다.; Today, using disposed woods and other wastes as new renewable energy in response to the exhaustion of resources and increased price of raw materials are receiving attention not just in our country but globally. Disposed woods are usually created from household, wood processing places, construction places, and etc. Even though consumption of woods mostly depends on the import, the amount of disposed woods is continuously increasing, and our resources are being wasted as the percentage of recycle is only 46.4%, and more than half are being incinerated or land filled. Therefore, this study has tried to establish improvement plans to prevent wasting resources by minimizing the disposed amount through facilitation of resourcing and reduction of amount of disposed woods in terms of management system. As an improvement plan to reduce disposed woods, it was decided that it is necessary to make installment of built- in drawers, whichis currently a recommended option, as mandatory to control the creation of disposed furniture and to extend its subject from apartment house to private house. As improvement plans, establishing segmented discharge standard(level), recycle and disposal standard that consider the damage level to facilitate resourcing of disposed woods, strengthening responsibility of separating and recycling according to the material to facilitate recycling of constructional combined disposed woods, establishing the priority between material recycle and energy restoration to promote economical recycling, and finally, tax exemption, financial support government R& D investment to develop recycling industry were considered.
