고령자의 거주만족도를 통한임대아파트 단위세대의 리모델링에 관한 연구

Abstract

우리나라는 심각한 고령화 사회에 접어 들어있으나 노인거주자에 대한 주거시설은 상당히 미비한 실정이다. 노인주거의 대안이라고 하는 실버타운 및 시니어주택은 삶의 터전인 지역사회에 지속적으로 머무르고 싶어 하는 노인들을 친환경이라는 명목으로 도심외곽으로 소외시키고 있으며, 도심지 내의 시설들은 저소득층 노인에게는 경제적 부담으로 인하여 대안으로 제시할 수 없다. 선진국의 경우 노인들의 삶의 질을 결정하는데 중요한 주거환경을 고려하여, 노인들의 신체적, 정신적 특성을 고려한 주택계획과 재택서비스를 바탕으로 자신들이 거주하는 환경에 그대로 머무르며 지역사회와 통합해서 살도록 하는 방안을 취하고 있다. 현재 우리나라는 노인연구에 대해서는 많은 연구가 진행되어지고 있지만 상대적으로 저소득층인 임대아파트에 거주하는 노인들의 주거환경을 고려한 연구가 소홀한 현실이다. 이러한 관점에서 본 연구는 오랫동안 지역사회에 거주해온 저소득층 노인들에게 노화 및 장애로 인한 신체적, 정신적, 사회적 특징들을 반영하여 지속적으로 거주할 수 있는 환경을 만들어주고자 한다. 건축법상 15년이 지난 임대아파트는 재건축이나 신축을 모색하는 것보다 리모델링을 통하여 경제적 인 부담을 줄여주고 친숙한 삶의 환경을 지속적으로 유지하게 할 수 있다는 점에서 노인거주자에게 상당한 도움을 줄 수 있을 것으로 보고 있다. 본 연구의 첫 번째 목적은 고령자가 거주하는 임대아파트의 리모델링을 제안함으로써 기존의 지역사회에서 안정적인 노후 생활과 보다 적절한 주거환경에서 생활할 수 있는 기회를 부여하고자 하는데 있다. 또한 노후화된 임대아파트의 리모델링을 통하여 단순히 면적증감이나 시설의 유지뿐만 아니라 거주자의 특성을 반영한 리모델링을 제안하는 것을 두 번째 목적으로 하고 있다.; Although the Korean society is on the threshold of being aged, the housing facilities for the elderly peoples fall short considerably. Silver towns and senior housing both of which are called alternatives for elderly housing are pushed outside of the downtowns in the name of the environmental-friendliness despite the elderly people want to remain in their communities or their living bases, while the housing facilities in the downtowns cannot afford to be suggested as an alternative for the low-income elderly population because of their heavy financial burden. In contrast, advanced nations take into consideration the living environment when deciding on elderly people's life quality and thereby, plan the elderly houses reflecting their physical and mental characteristics and their needs for the at-home services; as a result, the elderly people can remain in their existing living environment, being integrated into their communities. Currently in Korea, various researches have been conducted on the elderly population, but few researches have focused on the living environment of the low-income elderly group living in rental apartment houses. In such circumstances, this study was aimed at suggesting an living environment reflecting the aging- and disability-related physical, mental and social characteristics of the low-income elderly people who had long resided in their communities. It is suggested that the rental apartment houses aged 15 years or older may well be remodelled rather than rebuilt or redeveloped to help the elderly residents relieved of their financial burden and maintain the living environment familiar to them. This purposes of this study were to 1) suggest that it would be better for the elderly people to have their rental apartment houses remodelled in terms of their stable retirement life in their communities and their housing well-being and 2) suggest a way to remodel their rental apartment houses with not only the floor area expanded or narrowed appropriately and the facilities maintained but also their physical and mental characteristics reflected.
