에너지자원획득을 위한 패키지 딜에서의 민관협력방안연구

Abstract

본 연구에서는 에너지자원의 가격의 급상승, 자원민족주의, 그리고 에너지자원 획득을 위한 국제적인 경쟁시대에서 안정적으로 에너지자원을 확보하는 방법으로 최근 도입되고 있는 패키지 딜(Package Deal) 방식에 대하여 연구하였다. 패키지 딜 방식의 에너지자원 획득은 자원보유국과 우리나라 컨소시엄 쌍방에 모두 장점을 가지는 방법이나 현재 진행되고 있는 사례에서는 공기업위주의 패키지 딜 진행, 민간기업 참여부족, 그리고 전문담당기관 부재로 인한 문제점이 발견되었다. 이러한 문제점을 해결하고 에너지획득을 위한 패키지 딜을 더욱 발전시키기 위해서는 공기업의 민영화, 민간기업의 적극참여 유도, 그리고 에너지자원 획득 전문담당기관 신설해야 할 것이다. 특히, 에너지자원 획득을 위한 패키지 딜에서 민관협력 시 오랜 기간 동안 해외에서 에너지자원 플랜트 EPC(Engineering, Procurement, Construction)산업을 주도한 우리나라의 대표적인 플랜트 EPC기업을 적극 활용한다면 보다 안정적으로 에너지자원을 획득할 수 있을 것임으로 플랜트 EPC기업의 적극참여를 유도할 수 있는 실질적인 지원이 필요할 것이다.; The public-private cooperation in package deal has been studied for the overseas energy resources acquisition. The effectiveness of the package deal has not been successful because the deal has led by the government organizations. It is difficult for the plant EPC companies to join the packaged deal due to the lack of the whole responsibility organization to support the participation of the package deal. The followings are suggested as the ways to strengthen of the public-private cooperation in this study. 1) the relevant public enterprise privatization 2) establishment of the joint model for leading the plant EPC companies to the package deal 3) establishment of the whole responsibility organization for the public-private cooperation.
