Abstract
토목공학의 발전과 첨단 과학기술의 빠른 진보가 맞물려 세계적으로 해안, 도서지역 등의 개발을 위한 초장대교량의 건설이 진행 또는 계획되고 있으며, 신설되는 장대교량의 계획, 설계단계에서부터의 공용 간 유지관리는 물론이고, 기설 장대교량의 계측모니터링 및 유지관리에 대한 관심 또한 증대되고 있다. 이러한 관심이 높아지면서, 계측모니터링에 대한 연구가 꾸준히 진행중에 있으며, 실제 유지관리 단계 모니터링의 기술개발에도 많은 노력을 기울이고 있다. 또한, 유지관리 단계에 문제발생시의 조치 수준을 넘어 사전에 수립된 전략을 바탕으로 유지관리하려는 노력이 진행 중이다. 사회기반구조물을 사회구성원들이 공유하는 자산의 개념이나 생애주기비용 차원에서의 접근을 통해 유지관리하려는 노력이 이루어지면서 그에 따른 다양한 분석방법 및 기법, 시스템이 연구되어 오고 있다. 이에 본 논문에서는 그러한 연구의 일환으로 장대교량의 상시 계측된 데이터를 토대로 활하중 응답모형에 대한 확률분포모형을 결정하고, 요소/체계 신뢰성 기반의 확률적 안전도 분석을 실시하여, 그 결과 산정된 실제 장대교량의 안전도 이력곡선을 통해 유지관리 의사결정을 위한 LCC 효율적인 전략을 수립하고자 하는 “사장교의 신뢰성기반 실시간 안전관리 및 LCC 기반 유지관리 시스템 연구”를 수행하였다. 기존 재래적인 시방서의 활하중 모형이 아닌 상시 계측데이터에 의해 나타나는 통행차량하중, 풍하중, 온도하중 등과 같은 장대교량에 적합한 조합 활하중 계측 응답을 통해 활하중 응답 모델을 극치분포로 결정하였고, 이같이 결정된 활하중 응답 모델을 이용하여 구조계산 등으로 산정된 기타하중 및 저항모델과 함께 사장교의 한계상태 모형을 세워 이에 대해 요소 신뢰성해석을 수행하고 요소 신뢰성해석 결과를 바탕으로 ETA(Event Tree Analysis)를 이용한 체계 신뢰성해석을 수행 하였다. 장대교량의 열화에 따른 성능저하를 한계치와 목표치 설정을 통해 시나리오구성하고 비용 최소화에 따른 성능 최적화를 나타낼 수 있는 장대교량에 적합한 유지관리단계 LCC기법을 제안하였다. 이를 통해 장대교량 시스템의 관리주체가 교량의 현 상태에 따른 유지관리 전략이나 유지관리 공법의 선정을 실질적이고 합리적으로 수행할 수 있도록 하였다. 나아가, 이런 새로운 장대교량의 계측 모니터링 시스템을 제안하기 위해 기존 장대교량의 계측 모니터링 시스템의 현황과 유지관리 시스템 현황을 분석하였고, 본 연구에서 제안하는 기법을 핵심으로 하는 장대교량의 새로운 통합 유지관리 시스템 모형을 제안하였다. 본 연구에서 제안하는 이러한 신뢰성기반 안전도 관리 시스템과 신뢰성 성능기반 LCC 기반 유지관리 시스템 기법을 사장교의 가상의 계측시스템에 적용함으로써 장대교량의 모니터링 시스템은 센서를 이용한 계측 시스템과 계측된 데이터에 대한 저장 등의 H/W적인 기술뿐만 아니라 그에 수반되는 장대교량의 신뢰도/안전도 관리와 유지관리 시스템의 S/W적인 기술 또한 계측 데이터를 확률 통계적이고 체계적이며 합리적인 방법에 의해 수행할 수 있음을 기존 장대교량의 재래적인 기법과 비교하여 고찰하였다. 이렇게 제안된 방법은 현재의 계측모니터링 및 유지관리 전략 수립의 방법을 개선하여 교량 관리자에게 다양한 조건에 부합하는 최적의 교량유지관리 의사결정을 할 수 있는 효율적인 도구로 활용될 수 있을 것으로 기대된다.; Recently, bridge monitoring systems for long-span bridges have been extensively studied and great efforts have been made in order to improve or develop practical monitoring systems for the maintenance stage. In general, since civil Infra-structures are regarded as the public assets, many studies have been made for Life Cycle Cost (LCC) assessment so as to minimize the maintenance cost but still maintain the infrastructure in good reliable condition over the life span. The thesis presents a new approach to "Reliability-Based Real-Time Safety Assessment and Management System and LCC-Based Maintenance System for Cable-Stayed Bridges". The purpose is to establish the most effective LCC assessment strategy for maintenance decision-making on the basis of safety/reliability performance degradation of a long-span bridge, which is derived from the probability distribution model of live-load response, and reliability and probability-based safety analysis. The live-load response model is determined from combined live-load responses, which consists of combined measured loads such as passing vehicle load, wind load or temperature load, which is not the live-load model specified in the bridge code. And this live-load response model is applied to develop the corresponding limit-state model with other loads and resistance model. And then, the element reliability analysis is performed with the limit-state models, and the system reliability analysis is carried out with the results of the element reliability analysis by a partial ETA(Event Tree Analysis) method. The performance degration of the long-span bridge in term of reliability index due to its deterioration is presented as a maintenance scenario by setting the targets and limits of the reliability-based performance degradation of long span bridges. And thus, the most suitable LCC methodology is proposed for the optimal maintenance of long span bridges in the maintenance stage, which enables to maintain the optimal sustainable reliability and capacity with cost saving. This methodology allows to set up the realistic maintenance strategy based on performance degradation in term of reliability index. And it also provides with real-time reliability and safety assessment and the LCC effective maintenance of long-span bridges by incorporating it into bridge safety monitoring and management system of the long-span bridges. Moreover, in order to propose the new monitoring system, the monitoring and maintenance system of long-span bridges was closely analyzed based on the new methodology proposed in this thesis, which comprises new integrated monitoring and maintenance system models. The reliability-based safety management system and the reliability-based LCC-effective maintenance system proposed in this thesis is applied to Incheon Bridge under construction. It is demonstrated that the proposed mehodology is efficiently applicable to the cable-stayed bridge based on the reliable monitoring, reliability and safety assessment as well as LCC-effective maintenance strategies together with real-time probability and statistical assessment of live-load response model. Also, it is found that the proposed methodology provides with a lot more rational analysis tools for real-time monitoring and safety assessment and reliability-based optimal LCC-effective maintenance strategy compared with the traditional methods used in other long-span bridges such as Sehae Grand Bridge. In conclusion, it is expected that the new methodology proposed in this thesis will effectively and significantly improve the current technology for monitoring, safety assessment and management strategy, so that the bridge maintenance agency can make optimal reliable decision under various operating and deterioration conditions and extreme loading environment during the monitoring and maintenance stage of long span bridges.
