FMEA를 활용한 건축설게경기의 중점관리 문제점요소에 관한 연구

Abstract

설계경기는 설계경기의 목적, 설계조건, 참가자격, 일정, 제출물의 범위, 심사위원의 선발, 심사방식의 결정, 당선작의 선발, 당선작 및 입상작의 전시 등 전문적인 기획이 필요하다. 그러나 설계경기는 공개성과 경쟁성이 높아 우수한 설계안과 설계자를 얻을 수 있는 장점에도 불구하고 비용이 많이 들고 장기의 선정기간이 발생하며, 작품 선정의 공정성을 기하기 위해 많은 노력을 투자해야 하는 제도이다. 설계경기 심사와 관련해서는 적절한 심사기준과 방법을 제시하지 못하고 있고, 이와 관련한 연구 또한 절대적으로 부족한 실정이다. 최근 시장개방과 FTA 협상 등의 세계화에 따라 기존의 건축설계분야의 구조적 변화의 추진이야말로 건축사들이 해결해야 할 현안으로 떠오르기 시작하였다. 급변하는 국내외 건축의 변화에 능동적으로 대처하기 위해서는 국내 건축설계의 질적 향상이 요구되는 것이다. 오늘날의 국제현상설계경기는 UIA 규정에 맞도록 기획되어 UIA의 사전승인을 받아서 시행되거나 프로젝트별로 전용 홈페이지를 개설해 인터넷을 통해 중개되는 것을 살펴 볼 수가 있다. 다수의 국제설계경기에서는 다양한 국적의 심사위원들을 선임하여 사전공표하고 단계별로 심사를 치르며 참가작도 내외국인이 무려 수백여 개에 이르는 등 설계경기의 지구촌화를 실감토록 한다. 이에 따라 점차적으로 선진화된 설계경기 프로그램으로의 전환이 필요하다. 이러한 현실에도 불구하고 아직까지도 설계경기의 문제점에 대한 지적이 끊이지 않고 있다. 각종 설계지침의 비적절함, 지나치게 많은 설계경기, 심사과정의 문제, 턴기 중심의 대형공사 발주 및 심사방식 등으로 인하여 건축설계경기 본연의 목적이 충실히 이행되지 못함 등이 지적되고 있으며 설상가상으로 건축 설계에 대한 사회적 인식은 매우 좋지 못한 상황이다. 이에 본 연구에서는 이러한 현 건축설계경기의 문제점들을 찾아내고 설계경기 관계자들을 대상으로 설문조사를 통하여 이들의 우선순위를 평가하고 중점관리가 필요한 문제점을 파악하고자 한다.; Architectural Design Work is to visualize the owner's demands most properly. To get design plan of good quality to meet the owner's demands, the procedure to select good design plan. And this procedure also requires several basic principles to observe. Some problem cases related to recent architectural design competitions have been reported through the press reports These are undesirable sides of korean architectural design competitions. Therefore, based on the opinion of those who concern with architectural design competition, the purpose of this study is to find out the major problems on architectural design competition to manage by application of FMEA method. Due to the growth of recognition to Korea, Korea have had many opportunities to hold international architectural design competitions and these attracted global interest. In spite of this, we could find some problems about architectural design competition, which had been pointed and reported by the press and architectural association. For these reasons, we set the main purpose of this study ‘to find out problems about the architectural design competition and get priority order of these problems and screen out some problems requiring intensive control. We could get some results through FMEA method. As a result of estimating the priority order of respective problem factors based on RPN(Risk Priority Number), ‘Problems of cost and work-period is the most significant. And all problems related to judgment of design competition was estimated to be more important than other else. Besides, 'rewards and incentive on design competition guideline' is also estimated to be important problem. This means, in architectural design competition, these problems need to be controlled intensively.
