리모델링 근린공원에 대한 만족도 분석 연구

Abstract

21세기는 지식정보화 사회이며 산업사회로부터 벗어나 지식정보산업사회로 탈바꿈하고 있는 상황에서, 우리가 이용하는 도시공원도 새로운 패러다임의 변화에 부응하는 공원으로 거듭나야 할 필요가 있다. 급속한 도시환경변화에 따른 도시민의 다양한 욕구가 생겨나면서, 현재 지자체 별로 많은 공원들의 리모델링이 진행되어 지고 있다. 이러한 시점에서 지금까지 근린공원 이용실태 및 이용 후 만족도에 대한 많은 연구는 선행 되어 왔으나, 기존 근린공원의 리모델링에 대한 이용 후 평가를 다룬 연구는 거의 찾아 볼 수가 없었으며, 이에 대한 전반적인 연구가 필요하다고 판단되었다. 이와 같은 맥락에서 본 연구는 기존에 리모델링된 도시공원을 대상으로 이용 평가를 수행함으로써 리모델링 공원에 대한 평가요소 및 항목, 평가방법 등 이용 후 평가 모형을 제시하고, 이를 통해 향후 계속적으로 제기 될 도시공원 리모델링 수행 시 필요한 기초자료 제시를 목적으로 수행되었다. 먼저 두 대상지의 현장조사, 관계자 인터뷰, 설문조사 등을 통해 대상지에 대한 리모델링 전·후 자료를 수집하고 이를 분석하여 각 리모델링 공간요소별 만족도 평가를 실시하였다. 설문조사를 위한 대표 구성인자는 경관개선, 생태적 기능향상, 안전성 증대에 따른 공간요소와 리모델링 후 이용목적, 추가적으로 필요한 시설·공간으로 구성하였다. 설문조사 결과, 대체로 리모델링 전보다 두 대상지인 대치공원과 대진공원에 대한 만족도가 모두 높았으며, 그 이유로는 시설물의 현대화에 따른 편익성과 공간요소별 친환경적인 기능개선 등을 들 수 있다. 경관개선, 생태적 기능향상, 안전성 증대에 대한 공간요소별 리모델링 만족도는 75∼80%의 수준으로 매우 높게 나타났으며, 매우 불만족, 불만족의 비율은 거의 나타나지 않았다. 이는 근린공원을 이용하는 이용자들이 리모델링 전·후를 비교할 때, 리모델링 공간요소가 이용자들을 만족시킬 수 있는 요소로서 존재성과 질의 가치를 높일 필요가 있는 것이라는 분석이다. 리모델링 후 이용목적에 대한 분석 결과, 운동하기 위해서 공원을 방문하는 경우가 가장 높게 나타났으며, 이는 리모델링 시 설치된 최신형 개인체육시설에 대한 이용 빈도가 높아지면서 이용자들의 수요에 충족하지 못하고 있다. 따라서 데드스페이스, 지하 공간 등을 이용한 체육시설물 확충이 필요할 것으로 보인다. 리모델링 후 추가적으로 필요한 공간 및 시설물에 대한 분석결과, 수경(水景)시설이 필요하다는 응답자가 매우 높게 나타났다. 두 대상공원은 현재 수경시설이 미 조성된 상태이기도 하지만, 수경(水景)공간은 근린공원의 미기후 조절, 습도유지, 생태환경조성, 소생물 서식처 등 공원 환경을 향상시키는 중요한 요소로서 근린공원 조성 및 리모델링 계획 시 절대적으로 고려해야 할 사항이라고 판단된다. 이상, 리모델링 근린공원에 대한 만족도 평가를 통해 알 수 있는 결론에서 가장 중요한 요소는 첫째, 겨울에도 공원시설 이용이 가능하게 공원 지하층, 들린 지상 공간 등을 구축하여, 4계절형 공원으로서 이용효율을 높일 수 있도록 해야 한다. 둘째, 리모델링 시 수경(水景)공간을 설치하여 근린공원의 미기후 조절, 습도유지, 생태환경조성, 소생물 서식처 마련 등의 공원 환경을 향상시키는 중요한 요소로서 근린공원 조성 및 리모델링 계획 시 절대적으로 고려해야 할 사항이다. 상기와 같은 내용이 본 연구결과에 의거 관계기관에 이러한 연구결과가 반영될 경우 각 지자체는 주민들에게 보다 쾌적하고 생태성, 안전성, 경관미가 넘치는 공원 환경을 조성시키고, 이용욕구에 따른 수요를 충족시킬 수 있는 공원을 조성하거나 리모델링함으로서 근린공원에 대한 가치성을 크게 향상 시킬 수 있을 있을 것이라고 사료된다.; The 21st century is an age of the knowledge- and information- intensive society, departing from the conventional industrial society toward a knowledge- and information-based industrial society. In such a circumstance, the urban parks we use need to be reborn into the parks responding to the paradigm shift. As urban dwellers' needs are diversified due to the rapidly changing urban environment, local autonomous administrations are remodelling the neighborhood parks. So far, many preceding studies have focused on uses of and satisfaction with the neighborhood parks, but few preceding studies have assessed users' satisfaction with the remodelled neighborhood parks. So, it was deemed necessary to research into users' satisfaction with the remodelled neighborhood parks. The purpose of this study was to assess the remodelled neighborhood parks and thereupon, suggest the points, items and methods of assessment and thereby, provide for some basic data useful to future remodelling of the neighborhood parks. For this purpose, the researcher collected data before and after remodelling of the neighborhood parks through field survey, interviews with relevant people and questionnaire survey for the users and thereby, analyzed the data to assess users' satisfaction with the remodelled neighborhood parks. The questionnaire consisted of the items about improvement of landscape, enhancement of ecological functions, improvement of safety and its relevant spatial elements, purpose of using the remodelled neighborhood parks and additional facilities and spaces desired. As a result of the questionnaire survey, it was found that users of both sample neighborhood parks - Daechi and Daejin parks - were more satisfied with the parks after their remodelling, because of improved convenience due to modernized facilities and environmental-friendly spatial elements. Users' satisfaction with improved landscape, enhanced ecological functions and improved safety was very high (75~80%), while few users were very dissatisfied or more or less dissatisfied with the remodelled neighborhood parks. Such findings suggest that it would be necessary to enhance the values of existence and quality in order to have users more satisfied with the remodelled neighborhood parks. As a result of analyzing the purposes of using the remodelled neighborhood parks, it was found that most of the users had visited the parks for sports activities. Although some high-end personal sports facilities were installed during remodelling, they could not meet users' increasing demands. Therefore, it is deemed necessary to expand such sports facilities during remodelling by using the dead space and underground space. As a result of analyzing the additional spaces and facilities required after remodelling, it was found that many users desired some aqua landscape facilities. The two sample parks had no such aqua landscape facilities. Since the aqua landscape facilities are important elements controlling the micro-climate and humidity of the neighborhood parks, creating an ecological environment and providing for the habitat for small wildlife, they should be absolutely reflected in construction or remodelling of the neighborhood parks. This study assessing users' satisfaction with the remodelled neighborhood parks can be concluded as follows; First, it is necessary to construct some underground and lifted spaces for the citizens to use the parks even during winter. Namely, it is necessary to enhance efficiency of the neighborhood parks as all-season parks. Second, it is essential during construction or remodelling of the neighborhood parks to install some aqua landscape spaces controlling the micro-climate and humidity of the neighborhood parks, creating an ecological environment and providing for the habitat for small wildlife. If the alternatives suggested by this study should be reflected in remodelling or construction of the neighborhood parks, citizens would enjoy more comfortable, ecological, safer and more aesthetic park environment. In this regard, it is hoped that the local autonomous administrations will refer to the results of this study to create or remodel their neighborhood parks meeting users' needs and thereby, enhance the values of the neighborhood parks remarkably.
