국방 분석평가 방법론 개발 연구

Abstract

최근 무기체계의 고가화, 첨단화에 따라 국방 재원소요가 크게 증가하고 있으며, 장기간에 걸쳐 대규모 예산이 투입되는 방위력 개선사업에 대한 투명성 요구가 증대하는 등 국방환경의 변화로 인해 분석평가의 필요성이 점차 증가하고 있다. 방위력 개선사업에 대한 분석평가 업무는 사업진행 단계별로 사업목표의 달성과 자원의 합리적인 배분 및 효율적인 사용을 위해 사업추진과 관련되는 제요소를 분석 평가함으로써 합리적인 의사결정을 지원하는 기능을 수행한다. 이는 어떤 사업 계획에 대한 의사결정을 질적으로 향상시키는 데 필요하고 적합한 정보를 창출·조직·제공하기 위하여 합리적이고 체계적인 방법을 동원하는 분석활동이라고 정의할 수 있다. 연구범위는 국내외 수행되고 있는 다양한 분석평가 절차와 방법론을 조사하여 우리의 국방 환경에 적합한 표준 분석평가 수행절차를 제시하고 이에 적합한 방법론를 제시하는 것이다. 분석평가를 통해 제공되어야 하는 정보는 현실 상황에 대한 사실 정보, 바람직한 것이 무엇인지에 관한 규범적 정보, 문제를 해결하고 바람직한 상태를 실현하기 위해서 취해야 할 행동노선에 관한 정보 그리고 성공적인 사업추진에 영향을 미치리라고 예상되는 변수들에 대한 관리전략 등에 관한 정보 등이다. 연구중점은 과학적·체계적 분석기법 적용, 국내·외 객관적인 자료의 충분한 확보 및 활용 등 개관적이고 심층적인 연구 수행으로 좀 더 효율적이고 합리적인 분석평가 수행절차 및 방법론을 정립하여 제시하는 데 초점을 두고 있다. 제시되는 수행절차는 의사결정권자가 필요로 하는 정보를 충분히 담고 있고 보편 타당한 논리와 객관성 있는 결과를 산출하는 데 중점을 두고 있다.; In recent years, high price and state-of-the art technology of the weapon system cause a large financial resource increasing and transparency of national defense capacity improvement program which is required a long period and a large budget is much asked. These change of defense environments is increasing the necessity of analysis & evaluation. Analysis & evaluation concerning national defense capacity improvement program supports a reasonable decision making by analyzing and evaluating all element to achieve a program goal, distribute a resource reasonably, and use a resource efficiently in stages. These are needed to improve a quality of decision making about a certain project. These are defined as a analysis activity accomplished by systematic method to create, organize and offer a suitable information. The scope of this study is that show a standard analysis & evaluation process and methodology suitable for our defense surroundings by investigating various Analysis & evaluation processes and methodologies which are being performed in domestic and abroad. The information, which is supplied by analysis & evaluation, contain a fact information which be desirable, behavioral information which be able to solve the problem and be able to realize the desirable condition, and management strategy information in relation with the variables that affect a program success. The study focuses on establishing and showing more efficient and reasonable analysis & evaluation process and methodology by objective and in-depth research which is accomplished by systematic and scientific analysis method. The process in this study focuses on producing a universal and valid logic and objective output which contain the information in need of decision-maker.
