위례신도시 개발 과정상의 문제점과 개선방안에 관한 연구

Abstract

신도시는 수도권이 지나치게 비대해짐에 따라 발생하는 여러 가지 제 문제들을 해결함과 동시에, 수도권의 경쟁력을 높이고 공간구조를 확보하기 위한 계획도시이며, 이를 통해서 인구집중이나, 교통 과밀현상을 방지하고, 지나친 부동산 시세 및 물류비의 상승을 억제시킬 수 있다는 이유로 정부에서는 신도시 건설을 적극적으로 수립하고 있다. 본 논문은 2005년 참여정부 시절 8·31 부동산 대책 일환으로 발표된 위례신도시 개발의 정책집행 과정에 있어 영향을 미치는 주요변수를 분석하는 것을 목적으로 삼고 있다. 위례신도시 선정 당시부터 정부의 마구잡이식 신도시 개발이라는 비판과 함께 향후 교통대란, 인구과밀, 환경파괴, 부동산투기 등의 부작용이 나타날 것이란 반응이라는 관점에서 현재까지의 집행경과를 토대로 정책집행 과정에서 어떤 문제가 표출되는지 분석하고자 한다. 이에 따라 본 연구는 위례 신도시 개발 정책집행과정의 문제점을 도출하기 위해 하향적 접근방법과 상향적 접근방법의 이론적 고찰을 바탕으로 장단점을 적용, 분석하여 결과적으로 통합적 접근방법으로 개선방안을 찾기 위해 총 6가지의 분석틀을 설정하여 정책집행의 이론적 시각에서 어떤 요인이 위례신도시 개발에 영향을 미쳤는가를 살펴보고자 하였다. 분석한 결과를 살펴보면 우선 위례신도시의 선정 발표가 사전 국민의견 수렴 및 타당성 조사가 결여된 정책결정권자의 일방적 지침으로 시행되어 정부정책에 대한 명확성과 신뢰성을 상실하는 문제점이 나타났으며, 신도시 개발과 관련된 법규역시 선진국의 단일화된 법규체계와는 달리 다양한 개발법령으로 인한 법적 제약과 한계를 많이 내포하고 있다. 또한, 정책집행기관간 협조체제 부족과 이해관계로 인해 정부부처간 이견이 발생하여 정상적인 사업추진에 장애가 되고 있으며 위례신도시 선정단계부터 정치권과 시민단체에서 신도시개발에 따른 심각한 부작용이 날 것이라는 반대의 목소리가 있는 등 정책집행 환경과 정책대상집단의 불응에 따른 문제점이 나타났다. 무엇보다도 위례신도시의 사업추진에 핵심적인 역할을 할 수 있는 자원확보 문제와 관련하여 재원을 중심으로 분석한 결과 단일화된 재원조달 구조상 입주자에게 대부분의 부담이 가는 불평등한 상황이 초래되는 것으로 나타났다. 이러한 다양한 문제점을 종합해보면 위례신도시는 참여정부 시절 급조된 정책으로 정부부처간 사전 협의 뿐만 아니라 지자체와의 협조도 이루어 지지 않았다. 또한, 이명박 정부로 이관되면서 정부부처의 입장변화, 잦은 신도시 개발 법령제도 정비, 정책대상집단의 이해관계 부족, 자원의 확보와 배분은 정부 정책의 신뢰도 추락과 함께 자칫 투기조장, 경기버블 등의 부작용을 양산할 우려가 높은 것으로 분석되었다. 이러한 분석결과를 토대로 신도시 개발과 관련한 정책집행과정을 민·관·정의 전문가 체제로 변환하여 일관된 정부정책에 대한 국민의 신뢰도를 향상 시키고 국내 신도시 개발 법령체계를 획기적으로 단일화할 필요성이 있다. 또한, 정책집행기관간 유기적인 조율을 통한 협조체제 구축과 명확한 정부정책에 대한 국민신뢰도를 바탕으로 유리한 정책환경을 조성하는 방안이 필요하겠다. 재원확보에 있어서 영국이나 미국처럼 특별기금 형태의 도시개발기금을 설치, 운용하는 방안과 중앙정부·지자체·금융기관 등 자본출연 기관의 다각화 등이 개선방안으로 도출되었다. 이러한 연구결과는 신도시 개발의 정책집행 과정에 관한 학문적인 고찰과 함께 향후 신도시 개발의 실무적인 관점에서 시사점을 제공하는 것과 더불어 지속적인 심층 연구가 보완되어야 할 것이다.; As the metropolitan area sprawl get worse, the government are seeking actively to plan and build new urban cities to solve numerous problems associated with the oversized metropolitan areas, to enhance competitiveness and secure space, through which it can prevent overpopulation and traffic congestion and contain soaring property value and transportation costs. This thesis aims to analyze various factors and variables that impact the implementation of government policies in the development of City of Urye annouced as part of 8.31 Real Estate Measures of 2005 during the government of Participation. As the development plan sparked criticism for its rampant growth-oriented approach and worsening traffic, severe population density, environmental destruction and land speculation, this paper is trying to anaylize the problems shown during the implementation of the policies. To effectively deal with the problems of the policy implementation, I adopted downward approach and upward approach to come up with improvements based on integrated approach. Six analysis were used to look at theoretically what factors influenced the development of the City of Urye. As a result of the analysis, it was found that without any proper public hearing and feasibility study, unilateral decision of policy maker was made leading to the loss of reliability and consistency of government policy. In addition, instead of consistent and coherent laws governing the real estate development such as those in developed nations, too many laws and statutes undermined the effective development. Due to lack of cooperation of relevant government agencies and understanding, discrepancies among those agencies hampered the progress of the project. Further complaints were voiced from both politicians and civic groups that profound side effects would be inevitable in the process of policy implementation. Above all, in terms of raising fund and financing projects, which is crucial in the process, this analysis indicates that residents bear the most burden, leading to unfair situation. Considering all of these problems, the development project of the city of Urye was too hastily formulated without any prior consultations and cooperation among local governments. There is higher possibility of fostering real estate speculation and overheated economy along with the loss of reliability of government policies because of frequent changes of government policies and laws, lack of understanding of various groups involved and inadequate distribution of resources. Based on this analysis, dramatic need for unifying relevant laws is necessary to improve confidence in government policies. To do this, implementation processes should be changed to a system of experts from civilian, politicians and government. Further, through organized coordination and cooperation among policy implementation agencies, more favorable policy environment is needed. And various ways of securing funds from Central government, local government, banks and agencies contributing funds are suggested as an improvement. This analysis need to be more profoundly looked into from academic and practical perspectives on the process of the deveopment of urban cities and implementation process.
