상호의존론의 관점에서 본 러시아 에너지의 영향력과 한계 분석

Abstract

현대 사회는 에너지의 시대다. 에너지의 보유와 수급이 국가의 미래를 결정짓는 주요 요인이 되었다고 할 수 있다. 석유와 천연가스로 대표되는 화석연료에의 의존은 국제정치의 틀에서 다양한 사건들을 발생시키고, 현실 정치에 대한 시사점을 엿볼 수 있게 해준다. 이러한 측면에서 에너지를 둘러싼 각국의 전략과 갈등이 국제정치학의 중요한 주제임을 주지할 필요가 있다. 국제정치학이라는 장(場)위에서 에너지 문제를 고찰함에 있어, 주된 관심은 다음의 두 가지일 것이다. ‘누가, 어떻게 에너지를 보유·확보하는가?’와 ‘누가 에너지를 통제하는가?’다. 물론 위의 두 물음은 서로 다른 질문이면서도 서로 맞닿아 있다. 왜냐하면 국제정치의 행위자로서 국가는 정적이기 보다는 동적이며, 상호작용하기 때문이다. 예컨대 국제관계에서 에너지를 선점·보유한 국가의 에너지 통제 전략은, 다른 국가들의 대안적 행위를 유발하기 때문이다. 본 논문에서 다루고자 하는 질문 역시 위 두 가지 모두에 속한다. 특히 본고에서는 러시아와 EU의 천연가스 거래를 통해, 에너지를 통한 외교적 영향력 행사와 한계점을 분석하는데 방점을 두고 있다. 과연 러시아는 천연가스를 외교수단으로 행사하고 있는가, 그렇다면 그것이 얼마나 러시아에 유용한가를 다루고자 했다. 또한 이러한 문제의식을 조셉 나이가 제시했던 상호의존성의 틀 안에서 분석해보고자 했다. 상호의존론의 ‘민감성(sensitivity)'과 '취약성(vulnerability)'의 개념을 분석틀로 빌려올 것이다. 앞서 언급한 질문들의 사례로서 러시아의 자원외교는 가장 두드러지고 흥미로운 대상이라고 할 수 있다. 이미 러시아는 블라디미르 푸틴(Vladimir Putin)의 집권 후 자국의 에너지 산업의 국유화와 에너지의 외교적 활용을 분명히 밝혀 왔다. 여기에는 푸틴 집권을 전후한 국제정치 환경과 관련이 깊다. 9·11 이후 미국의 예방전쟁(Preventive War) 전략과 MD(Missile Defense) 정책을 통해 러시아를 자극했다. 또한 우크라이나와 그루지야 등 과거 러시아의 영향력 아래 있던 동구권 국가들의 민주화와 친서방적인 행보 역시 러시아의 불안감을 자극했다. 러시아의 불안감과 푸틴의 자신감은 우크라이나와 그루지야 등 국가들과 천연가스를 통해 분쟁을 일으키는 형태로 표출되었다. 이러한 일련의 가스분쟁은 러시아 천연가스의 주수입원인 EU의 안보의식을 자극하는 계기가 되었다. 따라서 본고에서는 러시아의 천연가스 현황과 전략 등을 살펴보고, 러시아-EU의 천연가스 거래가 상호간에 어떤 관계를 맺고 있으며, 어떠한 전략을 추진하고 있는지를 상호의존론을 통해 분석하고자 한다. | Modern society is the era of energy. The future of a state is determined by how to get the energy resources. Fossil fuels represented as oil and natural gas make a lot of issues on international politics. For this reason, states' energy strategies come into conflict with each other, and theses are very interesting and important subjects of the international politics study. As considering the energy issues on the international politics study, main questions are like these. 'Who does get the energy resources? and how?', and 'Who does control those?'. These questions are different expressions but they usually indicate same things, of course. Because the states as actors on international politics are dynamic rather than static, and they interact each other. In other words, an energy strategy or strategical changes of a state will provoke the others' alternative acts. This article's main questions meet those two. On this article will try to study on diplomatical influences and limitations of using energy strategy, especially analyzing Russia-EU natural gas trades. Is Russia really using their energy resources as diplomatic measures? And then how useful it is? In addition these matters will be treated in the view of interdependence theory of Joseph S. Nye. And the concepts of 'sensitivity' and 'vulnerability' will be used on this analysis. The Russian diplomacy of energy is most remarkable and interesting example. Since Vladimir Putin seized the power, Russia has nationalized the energy industries and used their sources as a diplomatic measures. After 9·11 the Preventive War strategy and MD policy stimulated Russia. And democratizations and pro-western moves of the East-European bloc represented Ukraine and Georgia also stimulate Russian security. The anxiety and confidence of Putin's Russia was expressed as natural gas conflicts between Russia and Ukraine·Georgia. Further, those conflicts awakened EU's energy security, who is dependant seriously on Russian natural gas. So this article will treat Russian natural gas industries and its strategies, and then analyze Russia-EU natural gas trade by interdependence theory.; Modern society is the era of energy.
