후분양제의 도입 필요성과 도입 방안

Abstract

공급자 중심의 분양주택시장에서는 선분양 아파트의 대체재가 없기 때문에 현행 선분양제는 선택사항이 아니라 강제사항이라고 볼 수 있다. 이것은 주택후분양제는 자율적인 시장기능에 의해 도입될 수 있는 것이 아니라 법제화에 의해서만 도입이 가능하다는 것을 의미한다. 일부 주택학자들이 주장하고 있는 주택선분양제도의 긍정적 효과 중 일부는 공급자 편향적인 시각에서 비롯된 것처럼 보이며 소비자 입장에서 보면 부정적인 효과일 수도 있기 때문에 양면성을 모두 고려할 필요가 있다. 뿐만 아니라 주택선분양제도가 안고 있는 문제점, 즉 주택시장의 불안요인 가중, 구조적 수급불균형 초래, 공급자 중심의 시장에서 파생되는 소비자의 피해 등을 어떻게 보완할 것인가에 대해서도 해결책을 제시해야 한다. 일부 주택학자들은 후분양제가 도입될 경우 발생가능한 부작용을 들어 도입자체에 반대하거나 우려를 표시하고 있으나, 상당부분은 공급자 편향적인 시각이나 지나치게 자의적인 해석, 또는 시장의 자동조절기능을 간과한 데서 비롯된 것처럼 보인다. 물론 후분양제는 주택건설업체의 금융비용부담을 지금보다 훨씬 더 가중시킬 것으로 생각한다. 따라서 업체의 금융비용부담을 완화시키기 위해서는 단계적 후분양제의 도입, 공영개발택지의 후분양제 도입, 공급자금융 활성화, 주택청약제도 유지, 정책적 지원 등과 같은 보완책이 마련되어야 할 것으로 생각한다.

A lotting-out system before completion is not an option matter but a compulsory matter because there are no substitute goods for a lotting-out apartment before completion in the lotting-out housing market led by suppliers. This means that a lotting-out system after completion can be introduced not by market mechanism but only by a law. The greater part of positive effects in a lotting-out system before completion which some scholars insist seems to be induced from prejudiced vision for suppliers. Yet they have to consider both sides in the effects of the system because the positive effects might be negative effects to consumers. Also, they have to suggest a solution to problems such as weighting of troubled facts, incurring of structural disequilibrium in supply and demand, and consumer's loss derived from seller's market that the system has. They are against or worry about the introduction of a lotting-out system after completion pointing out negative effects. However, most of negative effects which they indicate seems to be induced from prejudiced vision for suppliers, too much arbitrary interpretation, or overlooking of market's control ability. Needless to say the system will weight much more the burden of financial costs to house suppliers. Therefore, to mitigate the burden of financial costs, the government should be ready for complementary measures such as a phase-in of the a lotting-out system after completion, the introduction of the system in land developed by the public groups, and activation of supplier finance.
