공업고등학교 진학 회피현상에 대한 원인분석 및 개선방안

Abstract

공업고등학교는 1990년대 중반에 이르기까지 유능한 기능 인력을 양성하였으며 이로 인해 한국의 제조업 발전에 크게 이바지 하였다. 하지만 OECD 최고 수준의 대학진학률로 인한 고학력 현상이 심화되었으며 기능·기술인을 대우하지 않는 사회 분위기와 학령인구의 급격한 감소와 제 산업 구조군의 변화로 인해 그에 발맞추지 못하는 것 등 공업고교 저발전․ 축소로 그 역할과 정체성에 심각한 위기를 맞고 있다. 공업고등학교의 위기는 열악한 재정에 의한 투자 감소로 인한 학교 교육시설의 노후화, 이에 따른 교육의 질 저하로 이어지고 있으며 사회의 무시와 냉대 그리고 학력이 낮은 학생의 지원 등에 중학교 예비졸업생들은 공업고등학교 진학을 회피하고 있다. 진학회피의 또 다른 이유는 공업고교 졸업자의 경우 3D(Dangerous, Dirty, Difficult) 업종을 제외하고 원하는 곳에 취업이 어려우며 남학생들의 경우 병역 문제로 인하여 회사에서 정규직원으로 채용을 꺼리는 상황들이 발생하고 학벌에 따른 임금격차가 크기 때문이다. 이런 문제와 우려에 대해 1997년 12월 12일‘공고2·1체제’정책을 실시하여 지금까지 운영되고 있다. 허나 사회 저변의 기반이 마련되지 않은 상태에서 급하게 설정된‘공고2·1체제’는 여러 가지 문제점을 보이며 거의 사문화되고 있는 실정이다. 이런 여러 가지 상황과 주변요인들로 인하여 공업고교 진학인원은 계속 감소하고 있다. 이러한 진학회피 현상 속에서 현재 대다수 공업고등학교에 진학하고 있는 학생들은 중학교에서 최하위권 성적에 머무르는 학생들이 어쩔 수 없이 선택할 수 밖에 없는 경우가 대부분을 차지하게 되었고 이로 인한 도구과목(국·영·수·한문)의 수준 저하로 심도 있는 교육이 필요한 전문 직업교육의 이행이 어려워졌다. 특히 공업고등학교는 단순 기능공(Technician)이 아닌 전문 기술자(Engineer)로의 양성이 궁극의 목적이기에 이에 부합하는 인재 양성은 점점 어려워지고 있다. 이에 대한 대안으로 마이스터․ 특성화 제도는 공업고등학교에 혁신적인 정책안이 될 것으로 비춰지고 있다. 그리하여 마이스터․ 특성화고등학교로의 시행 상 여러 문제점을 찾아보고 이에 개선방안을 연구해 보고자 한다. 아울러 본인의 의사와 별개로 중학교 성적으로만 공업고등학교로 진학한 학생 대부분은 본인의 진로에 관하여 구체적인 탐색을 할 기회와 정보가 제공 되고 있지 않다. 그래서 진로의 정립이 확실히 이루어진 상태에서 학생들의 직업교육이 이루어진다면 마이스터․ 특성화고등학교의 실효성도 더욱 높아질 것이다. 이에 경력경로(Career Path)를 통해 미래에 학생 본인의 모습을 그려볼 수 있도록 제시하고자 한다. 본 연구는 공업고등학교 진학 회피현상에 대한 원인 분석과 이에 따른 개선방안을 위해 다양한 방향을 제시 하였다. 제시된 방안들이 자리 잡기 위해 아래의 사항들을 제언 하고자 한다. 첫째, 실업교육에 대한 사회 경제적인 위상이 높아져야 한다. 우리는 예로부터 사·농·공·상의 낡은 관념을 가지고 있다. 이에 대한 개선을 위해서 보다 큰 차원에서 구체적이며 범위를 아우르는 틀을 수립·시행하여 직업교육에 대한 생각을 긍정적으로 유도해야 한다. 둘째, 직업교육의 수준 향상이 필요하다. 계속적으로 인원이 축소되고 고령화 되어가는 직업교육교원들의 수급대책이 필요하며 발전되어 가는 첨단기술에 적극·능동적으로 대처하기 위해 직업교육교원의 연수와 자기개발이 절실하다. 셋째, 진로정보의 다양한 정보체제의 구축이 필요하다. 학생·교사 그리고 학부모에게 다양한 정보를 제공할 수 있는 진로정보체제 구축과 개선·유지가 정책적으로 꾸준히 지원되어야 한다. 넷째, 교육과학기술부에서 제시한 공업고등학교가 현재 진학을 앞두고 있는 중학교 예비졸업생들에게 매력적으로 다가올 수 있도록 취업과 진학을 홍보하여 학생과 학부모가 긍정적으로 바라볼 수 있도록 밝은 이미지와 관리가 잘되는 학교로 인식을 시켜가야겠다. 이상으로 제시된 방안 외에 다양한 방안들을 통하여 공업고등학교 학생에 대한 사회적 인식의 변화와 산학협력을 통한 기업과 학교가 교과과정을 탄력적으로 구성하여 실질적으로 사회 각 분야에 필요한 기능 인력을 공급할 수 있는 공업고등학교의 실사구시(實事求是) 목적을 이루어 낼 수 있을 것이다.|Analysis and Improvement Plan for the Negative Perception Attending of Vocational High School
