Abstract
Information-oriented businesses are in progress in order to prepare for natural disasters such as floods and droughts which frequently occur due to recent climate change and to construct integrated management system on water resources, rivers and river management facilities for developing sustainable water resources. Water-related information systems constructed from the water resources information businesses include the national water resources management information system, water management information and distribution system, and river management geographic information system. Water-related information systems database massive river information essential for managing and using rivers promptly and reasonably. River-related information systems provide the basic materials for establishing various policies on water resources and also provide important information, but it is just one-way delivery, and technology for detecting and responding to the conditions of rivers is incomplete. In this paper, the study was conducted for the purpose of constructing mobile ecosystem Web 2.0-based Smart River Platform which integrates and manages rivers and lakes intellectually, efficiently and creatively by integrating high-tech ICT technology and rivers, and synchronizing factors composing rivers, risk factors and facility factors in order to supplement the weakness of simple one-way system, the existing water resources management system. First, the study analyzed MAC Protocol for developing a smart sensor node and M2M Gateway, and for wireless communications, a design of platform hardware for transmitting data from rivers to the integrated platform main center. Also, the study enhanced the reliability of smart river platform hardware through development of network algorithm for optimizing wireless communications, management of MAC protocol energy and a technique to analyze buffer threshold algorithm. The study selected temperature, pH, turbidity, and DO sensors which can detect the environmental condition of rivers, and analyzed them by receiving data in real time. The study aims to develop a platform which can be applied to all rivers and lakes by calculating a regression coefficient through regression, fluctuation dissipation, linear regression and nonlinear regression analysis through correlation analysis, regression dissipation and confidence interval in the regression of received data, suggesting a prediction equation, and by loading it in a program. In conclusion, it is judged that this study will be helpful to river management through implementation of real-time notice/response and mobile app. standardization when detecting danger occurrence through the basis for sustainable mobile ecosystem, the basis for Internet of Things (IOT) optimizing the purpose and function of rivers, and construction of two-way (M2M) river management platform which can prevent environmental disasters in rivers.
