Abstract
본 연구의 목적은 점점 더 치열해지는 시장 환경에서 기업이 영속적으로 살아남기 위해 선진기업의 개발구매 운영사례를 분석하여 실제 현업에 적용 가능한 방법을 제안하고 구매부서가 단순한 조달기능을 넘어서 협력사와는 동반성장을, 기업 내부적으로는 제품의 경쟁력 확보에 주도적인 역할을 수행하는 핵심부서로 자리매김하는 방안을 모색하는데 있다. 기존 기업활동에서 구매는 생산부서의 부수적인 기능으로써 자재조달에 주력하였으며 이러한 구매부서의 후행활동은 설계단계에서 개발부서 위주의 업무관행을 만들었고 양산시점에서는 제품의 생산성 미확보로 인한 품질 및 납기문제를 일으켜 기업의 제품 및 원가 경쟁력을 약화시키는 주요 원인이 되었다. 이러한 문제점들은 기존의 후행관리 업무에서 벗어나 설계단계부터 구매부서가 적극적으로 참여해야 한다는 의미를 시사하고 있으며 기업 내부로부터 구매부서의 중요성을 인지시키는 계기가 되었다. 본 연구에서는 첫째, 개발구매의 정의를 재조명하여 개발구매의 필요성을 알아보고, 둘째, 구매부서가 설계단계에 조기참여하여 개발부서와 협업하는 방법을 개발구매 업무 추진절차를 통해 알아보고 셋째, 국내외 선진 기업의 개발구매 운영사례를 통해 시사점을 모색하고자 한다. 개발구매를 통한 구매경쟁력 제고 방안에서는 첫째, 기업에서 구매기능의 역할이 중요해 짐에 따라 구매부서의 중요성에 대한 경영진의 인식제고가 요구되며 둘째, 구매부서가 설계단계에 조기 참여함으로써 기능부서와의 의사소통과 협력을 통해 제품의 완성도와 원가경쟁력을 높일 수 있으며, 셋째, 구매부서는 설계단계에 협력사의 조기 참여 및 공급망 관리를 통해 시장선점 및 비용절감을 함께 실현할 수 있다. 향후 본 연구의 각 부문들에 대한 심도 깊은 연구가 이루어진다면 우리나라 제조기업의 영속성과 구매경쟁력 제고에 도움이 될 것이다.| The purpose of this study is to analyze the operation case of the Development Procurement and to provide a method that can be applied in practice for a company to survive in the market environment to intensify more and more. Hopefully, procurement department should be the role of catalyst of with a supplier for the shared growth beyond procurement purchasing function. In this study procurement department will try to propose how to be an important sector, which is plays a leading role in ensuring the competitiveness of the product within a company. Procurement department was an auxiliary function of the production department in existing business activities to the role of supplying materials on a timely basis with quality and price that companies want. Lagging involvement of the procurement department enabled ​​a business practices of the development department from the design stage. In addition, it caused the problem of quality and delivery time due to the production of an incomplete product. It is considered to be the main cause of decreasing the cost competitiveness of products and companies. The emerged from existing administrative practices, these problems, it is necessary to participate actively involved in the procurement department from the design stage. In business activities, it was an opportunity to recognize the importance of the procurement department. This study Suggests the following: First, re-evaluate the definition of Development Procurement, and examine the need for Development Procurement. Second, the procurement department is involved in the early design stage, and how to collaborative procedure to Development Procurement both of two department of development and procurement. Suggestions for improving the competitive power of procurement through development procurement are following: First, in the company to be important for the role of the purchasing function. thus, executives should be required to raise awareness for the importance of the procurement department. Second, the procurement department can be involved in early design stage for the completeness of the product and increasing the cost competitiveness. these activities are possible through the cooperation and mutual understanding of the functional departments. Third, the procurement department can be preemption of market from the design stage through supply chain management and early participation of supplier. in addition, is able to realize cost savings both of two company of buyer and supplier.
