에너지저장장치(ESS) 산업의 경쟁력 제고 방안

Abstract

국내 ESS (Energy Storage System, 에너지저장장치) 산업의 시장 확대기를 대비하고 신성장 산업화하기 위한 전략수립이 필요한 시점이다. 독일과 일본의 ESS 산업 현황 및 성공사례를 살펴보고 국내 ESS 산업의 현황과 특징을 살펴보려 한다. 그리하여 국내 ESS 산업의 문제점을 도출하고 이를 해결할 수 있는 방안을 제시함으로써, 경쟁력 제고 방안을 제시하고자 한다. 국내 ESS 산업은 미비한 제도와 정책으로 인해 국가의 신성장 동력으로써 모습을 갖추지 못하고 있는 실정이다. 그러나, ESS는 안정적 전력공급, 피크부하 감소, 신재생에너지의 효율적 연계, 계통 주파수 조정 및 발전소 추가 건설 회피 등의 효과를 가지고 있으므로 미래의 효율적 전력망 구축과 환경오염 회피를 위해 필요성이 부각되고 있다. 이러한 효과는 독일, 일본, 미국 등 ESS 선진국의 사례에서 확인할 수 있다. 하지만, 국내 ESS 산업은 정부의 지원책 부재로 인해 시장이 확대되지 못하고 있는 실정이다. ESS 산업의 경쟁력을 제고를 위해 정부의 보조금 지급, 설치의무제도 도입, 수출기업 지원, 기술개발 중소기업 지원 및 설치 필요성에 대한 인식개선이 필요한 시점이다. 우리나라는 전력시장의 미래 신성장 산업인 ESS 분야를 선점하기 위해 매우 중요한 시점임을 간과해서는 안 될 것이다.| It is time to make strategies to prepare the expansion of domestic energy storage system's market. It was reviewed the ESS markets and examples of German and Japan and also reviewed the domestic ESS market and examples. Problems of domestic ESS industry are going to be drawn by these reviews and the improvement the Competitiveness of the Domestic ESS Industry is giong to be proposed. ESS is necessary for installing smart grid electricity because it has some benefits such as stable electricity supply, peak load decrease, efficient connection of renewable energy, system frequency control and evasion of new power plant construction. These benefits are already shown from cases of German and Japan. However, South Korea's domestic market is not opened by absence of government's supports. In order to improve the competitiveness of the domestic energy storage system industry, we should do giving incentive from government, making installation duty rule, supporting exporting company, supporting small and mid size company having core technology and acting recognition improvement as soon as possible.
