Abstract
국 문 요 약 최근 정부 3.0시대의 새로운 정부운영 패러다임은 수요자 중심의 개인 맞춤형 민원행정서비스 정책을 강조하고 있으며, 이에 발맞춰 각 행정기관 별로 앞 다퉈 추진한 결과 국민들의 행정기관에 대한 만족할 만한 민원행정서비스 제공에 대한 기대감은 날로 높아져가는 추세에 있다. 이러한 시대적 상황을 반영하기 위하여 공무원들의 민원행정서비스 향상을 위한 논의나 연구는 다양하게 이루어지고 있으나 민원행정서비스를 제공하는 주체이자 당사자인 공무원의 직무만족의 향상을 통한 민원행정서비스의 질적 향상에 관한 논의는 그 연구 사례가 많지 않았다. 이러한 점에 착안하여 본 연구는 법원공무원의 직무만족이 민원행정서비스에 미치는 영향에 대하여 실증 검증을 통한 연구를 진행하였다. 본 연구의 주된 연구기간은 2016년 3월 3일부터 동년 6월 14일까지였으며, 수원지방법원 본원과 안양지원에 근무하는 370명을 표본으로 선정하여 설문조사를 실시하였다. 실증적인 검증을 위한 조사 설계 및 방법으로 기술적 ‧ 설명적 접근방법에 주안점을 두고, 인과모형에 의해 추론으로 이어졌다. 통계분석을 위하여 SPSS 19.0 통계프로그램을 이용하여 타당도 및 신뢰도, 상관관계분석과 같은 기초 통계분석을 실시하고, t-test와 일원변량분석, 다중회귀분석을 통하여 연구를 수행하였으며, 이러한 과정으로 인한 연구결과를 요약하면 다음과 같다. 첫째, 법원공무원의 인구사회학적 요인인 성별, 연령, 학력, 직급, 직렬, 근무연수, 근무부서에 따라 민원행정서비스에 차이가 있는지에 대한 검증결과 연령에 있어서 민원행정서비스에 유의미한 차이가 있는 것으로 나타났다. 둘째, 법원공무원의 직무만족 요인인 보수에 대한 만족, 승진에 대한 만족, 상관에 대한 만족, 동료에 대한 만족, 직무자체에 대한 만족 등이 민원행정서비스에 어떠한 영향이 미치는 지에 대한 검증 결과 보수에 대한 만족, 승진에 대한 만족, 직무자체에 대한 만족 등의 3개 요인에서 민원행정서비스에 정(+)방향으로 영향을 미치는 것으로 나타났다. 이상과 같은 연구 결과를 보면 법원공무원의 직무만족 요인 중 민원행정서비스와 가장 직접적인 관련성이 있는 요인은 보수, 승진, 직무자체이며, 따라서 보수의 현실적 증액, 승진제도의 개선, 업무량의 감소를 위한 대책마련 등을 적극 검토하여 근본적으로 직무만족을 높여줌으로써 법원공무원들로 하여금 양질의 민원행정서비스를 제공할 수 있는 토대를 제공해 주는 것이 무엇보다도 중요하다고 본다. 주제어 : 법원공무원, 직무만족, 민원행정서비스 |[ABSTRACT] A Study on the Influence of Court Public Employees' Job Satisfaction on Administration Service of A Civil Apeal: Focused on the Suwon District Court and AnYang Branch Court Lee, Joong Han Policy Science The Graduate School of Public Policy Hanyang University New paradigm of government operation in the era of government 3.0 recently has been emphasizing on consumer oriented civil affairs administration service and accordingly has been forwarding the policy. As a result of that, people have been highly expecting that the administrative institutions would provide satisfactory civil affairs administration service. In order to reflect the state of affairs, there have been a lot of discussion and study about improvement of officials’ civil affairs administration service, but there’s few study about the increase of officials’job satisfaction which enables to improve the civil administration service. Based on this point, the study through substantial verification about the effect of court officials’job satisfaction on the civil affairs administration. The study was mainly conducted from March. 3, 2016 to June. 14, 2016 with survey targeting 370 offcials in Suwon district court and Anyang brach. Causality model led to inference focusing on the descriptive and explanatory approach as a research design & method for substantial verification. A basic statistical analysis such as correlation analysis, validity and reliability was carried out using statistics programme of SPSS 19.0 for statistical analysis. T-test, one-way analysis of variance and multiple regression analysis were also conducted, and the result are as follows. First, the verification result shows that the civil administration service was meaningfully affected by the court officials’ sociodemographic factor of sex, age, education level, position, series of classes, service years and working department. Second, the study about the effect of court offcials’satisfaction at salary, promotion, boss, colleague and job itself on the civil administration service shows that among the factors satisfaction at salary, promotion and jot itself have positive effects on the civil administration service. According to this study, among the court officials’ job satisfaction factors, the most directly related ones with civil administration service are salay, promotion, and job itself. Therefore, there should be a consideration about practical raise in salary, improvement of promotion system and decrease of workload. It is the most important that the court officials should have the foundation, by their increase of job satisfaction, which enables to offer superior civil administration service.
