국가정보학의 학문적 위상 및 국제관계학과의 관계

Abstract

이 논문은 국가정보 연구의 학문적 위상을 평가함과 더불어 국제관계학과의 관계를 고찰하였다. 국가정보학은 매우 광범위하면서도 구별되는 연구 영역을 가졌으며, 인접학문들의 기존 이론들을 활용하여 국가정보의 다양한 측면을 위한 부분적 이론들을 상당한 수준으로 발전시켜왔다. 그러나 국가정보의 광범위하고 다양한 연구 영역의 특성상 국가정보 연구를 포괄하고 관통할 수 있는 자율적이고 독자적 이론을 갖기는 어렵다는 측면에서 분과학문의 위상을 가졌다고는 볼 수 없다. 국제관학계학의 공격적 현실주의가 국가정보의 존재 이유를 잘 설명해준다는 점에서 국가정보 연구를 국제관계학의 하위분야로 볼 수도 있으나 이미 그 연구 영역은 국제관계학의 범위를 벗어나 확장하고 있을 뿐 아니라 다른 분과학문들의 연구 성과를 수렴하고 있다. 국가정보 연구는 ‘국가정보를 위한 연구’를 넘어 ‘국가정보의 연구’가 되어야 하며 더 나아가 학제적으로 발전해 나가는 것이 이 연구 분야를 더욱 풍성하게 하는 길일 것이다. This article reviews the academic position of intelligence studies and its relationship with International Relations. Intelligence studies has not only an extensive and distinctive field of study but also has developed significant levels of partial theories for explaining various aspects of intelligence by utilizing the existing theories of other related studies. However, it could not be said as an academic discipline in that it would be difficult for intelligence studies to have an autonomous and independent theory structure which is able to range over and penetrate intelligence studies by the nature of its broad and various research area. It could be regarded as a subfield of International Relations in that the offensive realism of International Relations explains the raison d’être and the necessity of national intelligence, but its field of study has been extending beyond the scope of International Relations and furthermore has incorporated considerable research results of other related disciplines. It would be desirable that intelligence studies should become ‘studies of intelligence’ beyond ‘studies for intelligence.’ In addition, its interdisciplinary development would make it a rich field of study.
